QUALIFICATION STATEMENT OF EDWARD W. SHEETS SN-03-Q-CR/YA-01 Witness for the Columbia River Inter-Tribal Fish Commission and Yakama Nation Please state your name, employer, and business address. My name is Edward W. Sheets. I am the President of Ed Sheets Consulting located at 3055 N.W. Cumberland Road, Portland, OR, 97210 Please state your educational background. I have an A.B. in Political Science from Brown University in Providence, Rhode Island. I have a Masters Degree in Communications, with a specialty in energy, natural resource economics, and environmental policy from the University of Washington in Seattle, Washington. Please summarize your professional experience. I served on the research faculty at the University of Washington between 1975 and 1977 working with the Washington Energy Research Institute and serving as director of the Energy Information Project. I served as legislative assistant and special assistant to the late Senator Warren G. Magnuson responsible for energy and environmental issues between 1977 and 1981. During 1981, I served as the director of the Washington State Energy Office. In this capacity I was the principal energy advisor to Governor Spellman and a member of the Governor’s cabinet. I served as the executive director of the Northwest Power Planning Council for 15 years and was responsible for the development of every regional power plan and fish and wildlife program developed by the Council.

Since 1996, I have worked as a consultant for a variety of clients on energy and fish and wildlife issues. My work has included analysis of the measures and costs for alternatives to meet ESA and treaty and trust responsibilities. I served as a member of the advisory committee to the Northwest Power Planning Council in the development of the report entitled: Analysis of the Bonneville Power Administration’s Potential Future Costs and Revenues. I am currently working for the Yakama Nation to investigate the potential of forming a tribal utility to serve the Yakama Indian Reservation. I am also working to evaluate the effects of Bonneville’s policies, including this rate case on the formation of a tribal utility and tribal interests in fish and wildlife restoration.
