RECRUITMENT & EXAMINATION ANNOUNCEMENT (OPEN) STATE HIGHWAY ADMINISTRATION (SHA) Office of Information Technology, Baltimore, MD Webmaster Supervisor (0389) (SP#09-36-01A) RECRUITMENT: (OPEN) The State Highway Administration’s Office of Information Technology (OIT) is recruiting for a Webmaster Supervisor position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. SALARY: Grade 19 ($48,398-$77,701) CLOSING DATE: December 7, 2009 Anticipated start range ($54,160-$63,026) (Postmarks NOT Accepted) NATURE OF WORK: The Systems Development and Maintenance Division provides Project Management, Database Administration, Applications Development, and Web Support for large-scale and small-scale, complex computer systems and web-based applications for the State Highway Administration and, when appropriate, other MDOT modals. As part of this Division, the Web Support Section is responsible for providing guidance and oversight to deployment of web technologies and web content management and systems that support the Administration’s business plan. This area provides technical assistance in the development and maintenance of web applications and provides quality assurance to ensure standards and best practices are used in the development of web applications and web pages, for both SHA’s internet site and its intranet site. This position is responsible for supervising and evaluating the work of Webmasters and consultant resources dedicated to supporting SHA’s Internet site, Intranet site, enterprise Web content management systems and browser-based applications. This position also reviews completed web projects for correctness, completeness and adherence to established policies, standards, controls and practices. Designs, develops, implements and maintains the SHA’s web sites. Designs page layouts and graphics for the web site. Recommends web site policies, standards, controls and practices to be followed by users of the Internet, Intranet and web site. Optimizes the web architecture for navigability by web browsers. Conducts training on applications use of the Internet and Intranet web sites. Works with web systems users to plan, develop, evaluate and revise web applications systems. MINIMUM QUALIFICATIONS: EDUCATION: Possession of an Associate of Arts degree from an accredited college or university in Computer Information Technology, Management Information Systems, or other information technology related field to include course work in web page design, development, and programming. EXPERIENCE: Two (2) years of experience in web page design, development, and programming. *SELECTIVE QUALIFICATIONS: Knowledge of and one (1) year experience working with SharePoint Administration. * A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill or ability). NOTES: 1. One year of experience in web page design, development, and programming may be substituted for the required education. 2. Graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals may be substituted for the required education. 3. Any combination of education, experience, and training equivalent to the above is qualifying. 4. Additional experience in computer information systems may be substituted on a year-for-year basis for high school graduation or equivalent certificate. PREFERRED QUALIFICATIONS: Knowledge of and experience working with ASP.NET. Knowledge and experience in FTP Administration; knowledge and experience with Windows Server Administration; knowledge and experience with IIS (Internet Information Server) Administration; knowledge and experience with SQL Server Administration.
