									       SECOND VICE PRESIDENT
The National Second Vice President is elected and reports directly to
the National First President.

The National Second Vice President is provided with an Office
Budget of $500.00 to pay for any office supplies or out of pocket
expenses directly related to taking care of Council business such as
stationary, phone calls and postage.
Stationary, envelopes and business cards are to be ordered through the
National Secretary. The cost of these items will be deducted from your
Office Budget.

You are also provided with a budget, $2,700.00, to help offset the cost
of travel for any Council business.

All expenses should be sent to the National Treasurer along with the
receipt or some sort of documentation of the expense. The National
Treasurer will then send you a check to reimburse you for you’re out
of pocket expenses.

The National Second Vice President shall contact each Regional Vice
President no less than three times each year and make certain he has
contacted his assemblies and obtained the necessary information. The
National Second Vice President shall also make sure that a complete
list of Assemblies Officers has been forwarded on to the national
Administrator from each Regional Vice President.

In the event the Regional Vice President has not made his contacts it
will become the duties of the Second National Vice President to see
that they are carried out either by doing it himself or seeing that the
Regional Vice President complies with his duties. You should
encourage the Regional Vice President that all jobs are important
including his and that timely execution of his duties is necessary.

If a Regional Vice President is not carrying out his duties it will be the
duties of the National Second Vice President to report this to the
National First Vice President along with a possible recommendation
of the necessity of trying to find a better candidate for the next
election. This recommendation should be documented with reason and
the assurance that the Regional Vice President is not going to, is not
capable, or will not do his required task. This report, if required,
should not be taken lightly and any decisions should be made based on
performance and/or ability and dedication to doing his job and not on
personalities or politics.

The National Second Vice President will forward a copy of all reports
from the Regional Vice Presidents as well as report of his own
activities on to the First Vice President. These reports should be in the
hands of the National First Vice President no less than two weeks
prior to any National Council Meeting.

The National Second Vice President will forward a written synopsis of
his activities, the condition of the Assemblies and the reports from the
Regional Vice Presidents to the National Secretary in sufficient time
that it may be included in The Report of the National Council at each
Council meeting.
