Statement of Understanding
I understand that I am required to report any other aid (i.e. grants, scholarships, VA or employee benefits, etc.) I receive to the Education Center, AFAS, and school. I
authorize the above named school to release enrollment information, to include final grades, and verify financial aid information to the STAP Administrator. If the
school is unable to provide final grades, I must provide the final grades. I am aware that if I withdraw, drop a class, receive an “Incomplete” or a grade below "C" ("B"
for graduate classes), I will be required to refund AFAS the full amount awarded for that class. If I receive additional award monies (i.e. Pell Grant, scholarships, etc.),
I must refund any excess to keep STAP award at 50% level of unmet tuition. No duplicate/repeat classes will be allowed. If it is determined that my award exceeds
either term or annual maximum, I must refund that overage. Any request for waiver must be reviewed by the STAP Committee and submitted to AFAS HQ for final
approval. Failure to meet refund obligations will result in collection actions, to include contacting sponsor's Unit Commander, and/or termination of eligibility. STAP
FUNDS ARE NONTRANSFERABLE. I, and my sponsor, have read and understand this statement and agree to abide by these rules.

______ 1. I am a spouse of an active duty Air Force service member.
______ 2. I understand that I must attend one of the schools on the Misawa AB in order to be awarded STAP
These schools include Central Texas College (CTC), University of Phoenix(UOP), University of Maryland(UMUC),
Troy University (TROY). No other schools will be awarded STAP.
______ 3.If I apply and receive STAP and then chose not to take a class, I must immediately withdraw my
application. If my application is not withdrawn immediately, I will be ineligible for next term’s STAP.
______ 4. An application must be submitted for each term. All fields must be completed including full course
information and a recent copy of the sponsor’s Leave and Earnings Statement (LES) must be attached to the
application. If employed (Including home business/daycare), a recent copy of the applicant’s LES or equivalent
must also be attached. All other financial assistance (VA, Pell Grant, etc.) must be reported in the appropriate
area. Incomplete applications will not be considered.
______ 5. The award of STAP for one term does not assure continued funding. However, the Committee will
consider individuals who have already received aid for a program of study towards a degree or certificate in
making award decisions.
______ 6. Individuals receiving STAP must receive a grade of “C” (“B” for graduate work) or higher for all courses
funded by this program to be eligible for the aid.
______ 7. I understand that AFAS STAP will not pay out on my class if I do not receive a “C” or better for
undergraduate classes or a “B” or better for Graduate classes.
______ 8. Students receiving STAP are required to reimburse their respective colleges in full if they:
a. withdraw from the class for reasons other than official Air Force actions or emergencies,
b. fail to meet grade requirements,
c. receive an “incomplete”, or
d. fail to report other financial aid received
______9. Any student or sponsoring member who has an AFAS emergency loan that is uncollectible will not be
able to receive STAP. Any student or sponsoring member who appears on the AFAS ROF (Record on File) may
not be eligible to receive STAP.
______ 10. If my spouse is deployed I understand that I must attach a copy of the power of attorney with this

Office and my school listed on my STAP application will be notified of the STAP award.
______ 12. The Education Office CAN NO LONGER MAKE COPIES of your application. The Base Library has a
Xerox machine available for use at 10 cents a copy.
