                                  Monday, December 4, 2006
                                          7:00 p.m.


The Reorganization and Regular Meeting of the South Fayette Township Board of School
Directors was called to order at 7:00 p.m. in the South Fayette High School Conference Center
by President Leonard Fornella.

The Act 1 Tax Study Commission, as required by law, presented their findings to the Board of
Directors. Gary Hirsch presented on behalf of the committee and all committee members were
given an opportunity to address the board. The recommendation from a majority of the Act 1
Tax Study Commission members was to convert our current EIT of .5% to a PIT of 1%.
Members of the Tax Study Commission were Anthony Biondi, Buz Brown, David C. Bruening,
Beth Garofalo, Michael Garofalo, Gary Hirsch, Bill Newcomer, Steve Thompson, and Dennis
Wilke.

Present: Len Fornella, Bill Newcomer, Todd Petrillo, Chris Niemann, Alan Wood, Lena
Hannah, and Denise Ford (arrived at 7:09 p.m.).

Absent: Vince Lamberti and Tom Welch

Others: Mr. John Trant, Tucker Arensberg, P.C.; Dr. Linda Hippert, Superintendent; Dr. Mary
Ravita, Assistant Superintendent; Dr. Nanci Sullivan, Director of Pupil Personnel; Denice Allan,
Director of Human Resources; George Safin, Director of Finance; Shelly Belcher, Public
Relations Director; Teachers Kevin Maurer, Michael Mackey, Charlotte Packer; Laurie Gray,
Assistant Elementary School Principal; Renatta Signorini, Kevin Biber; Anthony Biondi; Buz
Brown; David C. Bruening; Beth Garofalo; Michael Garofalo; Gary Hirsch; Bill Newcomer; Steve
Thompson; Dennis Wilke; Ruth Bell, Board Secretary/Superintendent’s Assistant.

Mr. Trant instructed the Board that as per PA School Code 402, a President Pro-Temp must be
elected by the members of the school board.

Wood seconded Petrillo to have John Trant serve as President Pro Temp.

                                                           Roll Call      All Yes

The floor was opened for nominations for the office of Board President to serve through the
period of December 4, 2006, through the Reorganization Meeting of December 2007.

Petrillo nominated Denise W. Ford as President.

With no other nominations, Newcomer seconded Fornella to close the nominations for the office
of Board President and a unanimous ballot was cast to elect Denise W. Ford as President.
The floor was opened for nominations for the office of Vice President to serve through the
period of December 4, 2006, through the Reorganization Meeting of December 2007.

Niemann nominated Bill Newcomer as Vice President.

With no other nominations, Ford seconded Petrillo to close the nominations for the office for the
office of Vice President and a unanimous ballot was cast to elect Bill Newcomer as Vice
President.

Wood seconded Hannah to adjourn the Reorganization Meeting.

The Regular Board Meeting was called to order by President Denise Ford.

Financial Reports

Newcomer seconded Petrillo on the recommendation of the Superintendent and Director of
Finance George Safin to accept the Property Tax Collector’s Report for August and September
2006.

Business Office

Hannah seconded Newcomer on the recommendation of the Superintendent, Director of
Finance George Safin, and Deputy Tax Collector Kevin Biber for Board approval of the list of
Real Estate Refunds provided due to reduction in assessments.

Newcomer seconded Petrillo on the recommendation of the Superintendent and the Director of
Finance George Safin for Board approval of the delinquent tax collector fee submitted by Kevin
Biber Deputy Township Treasurer in the amounts of:

  $258.16 for 2004 delinquent taxes for penalty payment Oct. 27, 2006-Nov. 1, 2006
  $547.66 for 2005 delinquent taxes for penalty payment Oct. 23, 2006-Nov. 21, 2006
 $6,226.79 for 2006 delinquent taxes for penalty payment Nov. 3, 2006-Nov. 28, 2006

                                                   Roll Call – All Yes

Fornella seconded Wood on the recommendation of the Superintendent, Solicitor Ted Brooks,
and Director of Finance George Safin for approval to refund the penalty amount of $486.62 for
Bettina Montgomery.

Informational Items

The Board was given information regarding the final RFP that was mailed to businesses for the
Feasibility Study.

The Board was given budget information that was requested from Mrs. Ford regarding current
and proposed employee salary and benefits for the 2007-08 school year.

Personnel

Petrillo seconded Hannah on the following EPR (Extra Professional Responsibility) for the 2006-
07 school year

Anne Marie Birchok                  Teaching 6 classes (per contract $750 a semester)

Education

Hannah seconded Fornella to hire a ½ time, ½ day Instrumental Music teacher for the second
semester of the 06-07 school year. The position would conclude on the last day of school.

Miscellaneous

Wood seconded Newcomer on the recommendation of the Superintendent for approval of the
following Board Meeting dates for 2007. Meetings are scheduled for the third and fourth
Tuesday of each month with the exception of the December Reorganization meeting scheduled
for the first Monday in December.

the South Fayette High School Conference Center, 3640 Old Oakdale Road, South Fayette
Township.

Fornella seconded Newcomer on the recommendation of the Superintendent to name
Bridgeville Area News as the newspaper for legal advertisements. The Tribune Review will be
used in emergency situations.

Expenditures

Petrillo seconded Fornella on the recommendation of the Superintendent and Director of
Finance George Safin to authorize payment of monthly invoices. The Superintendent and
Director of Finance George Safin confirm these invoices have been reviewed and attest these
expenditures represent value for the items as indicated.

SUSPENSION OF BUSINESS TO HEAR FROM VISITORS

There were no comments.

Newcomer seconded Petrillo adjourn into Executive Session to discuss personnel and possible
litigation at 9:29 p.m.

Wood seconded Newcomer to adjourn the Regular Board meeting at 9:30 p.m.
