Bios and Statements of 2007 Candidates for the RESNET Board of Directors
Rating Provider Representatives
RESNET Nominations Committee Nominations: Eric S. Borsting, ConSol, Stockton, California (Incumbent) As a member of the RESNET Board of Directors I will bring both the rater and the home builder thinking to those issues handled by the Board so that our industry can grow. We need to be seen by the home builder as an asset not another trade that they have to deal with. We are there to help them build a better, more energy efficient product that will be comfortable to the buyer and contribute to carbon reduction. Prior to joining ConSol in 1999, an energy consulting firm based in Stockton, California, as Vice President of Operations, I developed a broad knowledge of the construction industry through 25 years of experience with Pardee Homes and the Donald L. Bren Company, where I coordinated architecture and landscape architecture for master planned communities. Working with these production home builders I was responsible for single family and multi family product from concept to occupancy in their subdivisions and master planned communities in California and Nevada. In addition to my current duties managing the compliance (Title-24, MEC and IECC) and mechanical divisions of ConSol I oversee the field staff which includes Rater Supervisors and Raters in California and Nevada. I have been a RESNET Board member, served on their Sampling Provider Accreditation Standards Development Committee, Residential Energy Tax Credit Subcommittee and was a certified CHEERS and CalCERTS Rater. I serve in leadership positions in several committees in local, state, and national homebuilders’ associations, including Chairman of NAHB’s Construction, Codes & Standards Committee, member of NAHB’s Energy Subcommittee and a member of their Green Building Subcommittee. I have served on the California Building Industry Association’s Codes & Construction Committee as both a chair,
from 1993-1999, and as a member. I also have served on the Southern Nevada Home Builders Association Codes Committee since 1992 and as chairman since 1993. This experience in construction and regulation has also allowed me to participate on a national level in the development and interpretation of various regulations. I was one of only nine members of the International Code Council’s Drafting Committee for the International Residential Code (IRC) and am currently a member of the IRC Building and Energy Committee. I also served on the International Energy Conservation Code development committee. I have worked with the Departments of Justice and Transportation and the Access Board to increase understanding of the residential subdivision applications of the Americans with Disabilities Act. Steve Byers, EnergyLogic, Inc., Berthoud, Colorado (Incumbent) I would be honored to continue serving on the RESNET Board, continuing to bring the “real-world” perspective of a provider, keeping in mind the needs of rating organizations of all sizes and shapes. Steve Byers is one of the Principals of EnergyLogic Inc., a Colorado based energy services organization primarily serving the residential construction industry. Leaving the Air Force after flying for five years, Steve got involved in the building science industry working for Southface Energy Institute in Atlanta. Relocating in 1997 to Colorado, Steve began working in the HERS industry. It’s been a labor of love and EnergyLogic has grown into the largest energy rating company in Colorado, now working in existing homes, commercial buildings and supporting a wide variety of programs. Richard Faesy, Vermont Energy Investment Corporation, Bristol, Vermont (Incumbent) I have served on the RESNET Board since its founding in numerous capacities including committee chair, treasurer, vice president and president. I will use this experience and my knowledge of the HERS, energy efficiency and green building industries to help guide RESNET to support and grow the building energy performance certification industry and to solidify RESNET's position as the standards-setter for our industry. I work as part of the Planning and Evaluation Team at the Vermont Energy Investment Corporation in Burlington, Vermont. I specialize in residential buildings and technology, with a focus on new construction, green building, home energy ratings and energy efficiency financing. I am involved with clients in Connecticut, Massachusetts, New York, New Jersey, Vermont, the U.S. Environmental Protection Agency (EPA), and others. I have been active nationally in many Home Energy Rating System (HERS) / Energy Efficient Mortgage (EEM) efforts including starting and managing the Northeast HERS Alliance, and working with the Department of Energy (DOE), EPA, Energy Rated Homes of America, the HERS Council, the National Collaborative on HERS and
EEMs and other initiatives. I have also been involved with numerous energy policy efforts including the adoption of Vermont's first Energy Code, development of a Vermont residential mechanical ventilation standard, and development of the Vermont Builds Greener rating system. I was featured in a national Dateline/NBC story on energy efficiency in 2001 and was also awarded RESNET’s Lifetime Achievement Award that same year. Philip Fairey, Florida Solar Energy Center, Cocoa, Florida (Incumbent) Mr. Fairey pledges to continue to contribute considerable effort and expertise to the Board of Directors to ensure that RESNET becomes the gold standard of energy efficiency performance evaluation both in the U.S. and around the world. Mr. Philip Fairey is currently employed as Deputy Director of the Florida Solar Energy Center (FSEC), a state research institute with a staff of 140 and an annual budget of $9 million. He has more than 27 years experience in building science research with primary responsibility for more than 30 major building science research contracts totaling over $12 million. He has also received two U.S. Patents, the U.S. Department of Energy's National Award for Innovation in Research in 1984 and the University of Central Florida's highest award for research in 1987. He has testified before the U.S. Congress and the Florida Legislature and has been qualified by the Courts as a Building Science Expert. Tom Hamilton, CalCERTS, San Diego, California (Incumbent) I am a firm believer in RESNET and have been and will continue to be a strong advocate for the HERS industry. In every industry there comes a time where you
can make a difference and be part of something significant. RESNET is positioned to take advantage of numerous events by being the consistent force in all of the programs being developed. It is important that we provide the support to RESNET staff by assisting the staff and the industry with information that can be used to further the HERS industry. I believe that I add value to the board by bringing numerous experiences in the HERS industry and the financial markets. It is important that we merge these two industries to try and reduce barriers for greater use of HERS. Tom Hamilton has over 10 years of direct experience in managing one of the largest HERS Providers in the country. While as the Executive Director of the HERS Provider Tom transformed organization from a small outfit entirely funded by utilities into a self-sufficient, $1 million nonprofit while simultaneously growing the number of raters from 50 to more than 700 and performed more than 25,000 verifications in 2005. Tom is also credited for developing HERS Mobile™, the first PDA software tool for the HERS rating industry – a feat that garnered national press, including the cover of Mobile Enterprise magazine. Tom also has several years experience in the mortgage banking industry at various senior level positions for lending and secondary marketing. Galo LeBron, Energy Inspectors, Las Vegas, Nevada (Incumbent) I am channeling my efforts in the new term, to refocusing RESNET’s commitment to our principal constituency, raters and HERS providers throughout the nation. Our industry is suffering from the slowdown in construction and take-out financing, and we need to be certain RESNET provides a beneficial value proposition to the rater/Provider community. We need to assist raters in seeking out new income opportunities for their businesses, and strive to help raters reduce costs, and minimize bureaucracy so that as raters and Providers we can more effectively compete in today’s challenging housing markets. Galo LeBron, a candidate for the Board of Directors of RESNET, is CEO of Energy Inspectors, one of the largest Residential Energy Consulting and HERS Services company in the western United States, with operations serving production home builders in Nevada, Arizona, California and Utah. Independent Nominations: Mark Curry, Energy Sense, Houston, Texas Mark Curry has been a certified rater since 1999, and prior to that spent 11 years working for a large Texas utility company. His entire career has been centered around emphasizing the design and implementation of energy efficiency and energy conservation programs. One measure of his success in that arena has been the sustained annual increase in the number of Energy Star® homes certified in the state of Texas. For the past six years he has worked for Energy Sense® which has become one of the largest providers in the country. He has helped lead Energy Sense’s phenomenal growth from certifying 500 homes in 2001 to over 20,000 in 2006 under the Energy Star® program, as well as other energy efficiency and energy conservation programs. Since Energy Sense® was acquired by Masco Contractor Services in 2003, Mark has been responsible for the implementation of these energy efficiency and conservation efforts in other market areas throughout Texas. Steven A. Gleaves, PowerMetric Energy Services, Dallas, Texas Candidate statement/bio not submitted
Andrew Gordon, Washington State University Extension Energy Program, Tacoma, Washington As a candidate for the RESNET board, I bring seventeen years of experience in the residential energy efficiency arena, a consensus oriented team approach, and a desire to provide energy efficiency solutions that meet rigorous technical standards, and are easily implemented by the rater and builder communities. Andrew Gordon is an energy specialist for the WSU Extension Energy Program, a RESNET rating and BOP provider in Washington State. Andrew has 17 years of experience in program management, implementation and technical assistance to the public and industry. Andrew is Washington’s lead for the regional Energy Star Homes Northwest program. He has worked on numerous residential energy efficiency programs, including the Northwest Energy Efficient manufactured housing program, energy code support and the Building America Industrialized Housing Project. Andrew has authored and co-authored numerous technical publications, articles and reports on residential energy efficiency. He was recently appointed to the RESNET Standards Review Committee. Brannon King, DPIS Engineering, Tomball, Texas I would like to work toward RESNET developing a training regiment for Continuing Education. The requirement each year for raters and providers to have this is required but not enough institutions performing the task. I would like to be a part of developing RESNET approved CE centers across the nation, where people can go to get more repetitive consistent training. The rater roundtable have been most helpful in information being distributed nationally and in a quick manner. I believe this can also be helpful in the CE credits and become a revenue source for RESNET. Higher revenue sources can impact organizations by possibly reducing fees associated with non-profit organizations. I firmly believe that more people need and want to become involved in the workings of RESNET. Subcommittees need to be this avenue of acquiring more people to help RESNET achieve the large goals needed to be a more successful organization. Brannon King is Vice President of Energy Efficiency with DPIS Engineering, LLC in Tomball, Texas. The company performs engineering and code compliance work for the new construction industry across the region. Brannon and his company became a Rating Provider in 2001 and since then has been a solid producer of ratings for the new construction industry by rating approx. 8000 homes in 2006. DPIS Engineering became a Rater Training Provider in 2006 to train their inspection force internally after acquiring the Quality Assurance Designee qualification in June of 2005. Brannon is very instrumental in developing consistency and knowledge of ratings across his market. Working
with utilities to create consistency has been the DPIS Engineering philosophy from inception. Jerry Lyle, Home Energy Concepts, McMinnville, Tennessee I believe that my past and present associations with power generating and utilities companies in various states, national and local home builder associations, HVAC manufacturers and my experience with new and existing residential homes gives me a broad knowledge base to serve and make a significant contribution. My present experience as a HERS Provider as well as my past experience in structuring and administering the TVA Residential Programs will complement our existing organization and any new changes or developments planned by the RESENT Board. A Mechanical Engineer with more than 25 years experience in residential/commercial HVAC and marketing. I have worked as an engineer in HVAC research and development, completed studies to improve the designs of residential furnaces, air conditioning systems and heat pumps. I have also conducted tests for AGA and ARI certification for these same systems. I assisted in expanding and implementing an existing homes program for Tennessee Valley Authority (TVA). This program addressed the deficiencies in weatherization, water heating (including heat pump water heaters), HVAC sizing and capacity verifications for residential homes, made the necessary corrective recommendations with follow-up inspections. I was the highest producing Residential New Home Marketing Manager for Tennessee Valley Authority (TVA) with new home goals of 5,500 per year. While at TVA I worked with lending institutions, Wall Street brokers, and chief financial officers to promote the participation in Energy Efficient and Energy Improvement Mortgages. In 2001, I founded Home Energy Concepts Corporation. HECC was the first and only Certified HERS Rater and Provider in the state of Tennessee and have now become Certified HERS Trainers. We are members of RESNET and ENERGY STAR Partners, receiving the ENERGY STAR Outstanding Achievement Award for the last two years. In 2002, Home Energy Concepts Corp. certified the first ever Energy Star single family home in the state of Tennessee (13,000 + square feet - Nashville) and the first Energy Star Community in the state of Tennessee (Portland). Since then, HECC has certified numerous homes and many of which are over 10,000 square feet. Home Energy Concepts Corp. has also been featured on:
Nashville’s Channel Five’s “Talk of the Town” Featured on the cover of “Inside TVA” Featured article in the Tennessean’s “Home Page” Featured article in the Tennessee Magazine (CFEC home energy program now features “ENERGY STAR” Spotlighted in the National Publication RESNET Notes “Energy Star Rises in TN” Participated in Oak Ridge National Laboratories “Building America Net Zero Energy” Habitat for Humanity Houses as a Certifying Provider Presently working with: o Various utility companies o Military new home constructions o Various builders and Raters Featured in The New Home Magazine, assorted other publications and brochures HECC has just completed an ENERGY STAR Certification for The Honorable Al Gore and Tipper Gore’s Home in Nashville, TN. Robert Scott, California Chatsworth, California Home Energy Efficiency Rating Services,
The opportunities today for effecting positive change through energy efficiency are more numerous than at any time I can remember in my 18 years in this field. My sense of excitement exceeds what I felt as an energy specialist for Sacramento Municipal Utility District with S. David Freeman’s “conservation power plant”, an energy efficiency initiative designed in part to replace the shortfall caused by the closure of SMUD’s Ranch Seco nuclear generating station. From this backdrop, I have had the fortune to participate in the development of early HERS initiatives, including the formation of CHERS, which would become CHEERS®, California Home Energy Efficiency Ratings Services. As CHEERS Technical Director from 1993 to 2000, I was responsible for developing and maintaining the operational infrastructure to support the growing statewide network of raters, including successive generations of rating software. I served on the HERS Council Technical Committee and on several RESNET technical advisory committees. In 1999, I led the successful effort for CHEERS becoming the first Home Energy Rating System (HERS) Provider approved by the California Energy Commission under state regulations adopted for new home building. I have contributed to technical research projects sponsored by the California Energy Commission's PIER program and the U.S. Department of Energy’s Building America Program, as well as to several studies focused on energy codes and standards enforcement. I will bring to the RESNET Board a breadth of experience as a long time participant in the HERS industry and would enjoy the opportunity to serve.
Eric Shoberg, Southwest Gas Energy Advantage Program, Tucson, Arizona I am the Quality Assurance Designee and program administrator for Southwest Gas Corporation's Energy Star Home residential energy efficiency DSM program. We were very honored to be awarded the Market Transformation Leadership award in 2006. In this challenging period in the home building and mortgage industry, the participation and input of utilities and other agencies in RESNET is perhaps more important than ever before. Involvement in residential energy efficiency: • Southwest Gas technical training on residential energy: 1988, 1989 • Utility Sales and Marketing 1994- to present • Involved in Southwest Gas Energy Advantage program from its inception in 1996 • Passed RESNET Challenge Exam Oct. 2002 • Began administering the Energy Star Home Demand Side Management program for SWG March 2005 • RESNET QAD as of Dec. 2005 Bachelor of Science, Willamette Univ. in Natural Sciences and Math
Certified Rater Representative
RESNET Nominations Committee Nominations: Ken Fonorow, Florida H.E.R.O., Newberry, Florida (Incumbent) Raters are at the core of fulfilling RESNET’s goal of being the national standards making body for building energy efficiency rating systems. Determining a homes' HERS Index through a Rating is the final result of all Trainers, Providers and Raters. If reelected I will continue to promote the widespread use of the HERS Index as the metric used to express a homes relative energy efficiency to consumers. For more information please see - www.floridahero.com Ken Fonorow, President of Florida HERO, has been involved in building science and applied energy conservation solutions for over 30 years as energy analyst, consultant, problem solver and is experienced in residential mechanical systems design and installation. His diverse background includes pioneering work in the development of software for energy auditing, blower_door technology and "Green" construction codes. As a member of RESNET since 1996 Ken has served the Rater community as a Member of the RESNET Board of Directors, National Conference Presenter, Member of National Trainers, Provider and Raters National Standards Committee, Membership Services Committee, as well as, Chair for the Advanced
Rater Certification Task Force. In addition he was a founding member of the FGBC (Florida Green Building Coalition) and member of the BOD. He has been responsible for obtaining documentation from a licensed appraiser as to the increased value of a Rated home, working with the local MLS service to indicate Rated homes in all listings, worked with local utility and University to quantify the savings derived from Rated homes, as well as, developing reporting methodology and shepherding through the process the first home in the US to sell its Carbon Credits. Ken has also developed specifications for and Rated the nations’ first renovated Energy Star home, ES townhouse development, ES affordable apartment complex and ES affordable neo-traditional ES Community. His clients have been recognized for their achievements with multiple NAHB Energy Value Housing Awards, EPA Energy Star Builder of the Year and most recently by the US Dept. of Energy and Building America, Certificate of Recognition presented 2007 for pioneering leadership in advancing the art of high performance home building. Erin R. Wiggins, Energy Efficiency Solutions, Grimes, Iowa I have been in the construction industry for eight years. I had the privilege of being employed by the largest production builder in the Midwest, as well as, a small custom builder prior to becoming a HERS rater. I managed the Energy Star Program from the beginning for both of the organizations. Considering, I have been involved with the Energy Star Program since its infancy in my area; it just seemed natural to take the next step and become certified to label homes as Energy Star. I am presently working with over 35 builders in my region; many of which, were not formerly Energy Star builders. I currently have one employee whom assists me with some of my testing and I do all the inspections, plan reviews, rating data entry and meet with potential customers. This makes me very aware of issues Raters may encounter in the field. Taking into account that I have labeled over 250 homes for Energy Star in the past 13 months, I am sure you can imagine all the tribulations I have been through. Independent Nomination Tabetha Reyes, Home Energy Partners, Asheville, North Carolina Candidate statement/bio not submitted
