									                              NORRISTOWN AREA SCHOOL BOARD
                                     REGULAR MEETING
                                  Monday, September 25, 2000

The Norristown Area School Board held a regular meeting, duly advertised in accordance with law, on
Monday, September 25, 2000, at 7:45 PM. The meeting was called to order by the President, Mr. Toas.
The Pledge of Allegiance and Roll Call followed.

Directors present were: Mrs. Christensen, Mrs. Custer, Mrs. DeGuiseppi, Mrs. Haney, Mr. Lavin, Mrs.
Meng, Mrs. Shells, Mr. Toas, and Mr. Ward.

Other persons in attendance were: Dr. Michael V. Woodall, Superintendent; Dr. Lisa Andrejko, Assistant
Superintendent; Dr. William Dura, Director of Pupil Services; Mr. P. Thomas Padden, Business Manager;
Dr. John Haines, Director of Human Resources; Ms. Michelle Longo, Assistant to the Director of Human
Resources; Kirklyn Berry, Student Representative; students, taxpayers, parents; and Mrs. Kathleen Lally,
Secretary.

Approval of Minutes

       Upon motion by Mrs. Haney, seconded by Mrs. Christensen, the minutes of the Special Meeting
       of August 15, 2000, the Regular Meeting of August 28th, and the Special Meeting of September
       18, 2000 were unanimously approved.

Audience Recognition

       East Norriton Middle School students addressed the Board regarding student desks; Marilyn
       Casey, Parents Club Council President, spoke to the Board concerning building aides; Karen
       Sene, Parent, budget concerns; Catherine Cherry, busing concerns; Mary Jo Garafalo, parent,
       budget concerns; Vivian Hartman, busing concerns; Pauline Fusco, employee, support personnel
       concerns; and Jim Moore, parent, addressed the Board about budget concerns.

Discussion

        Following the audience recognition, members of the Board addressed the audience regarding this
        year’s budget.

        Motion by Mr. Ward, seconded by Mr. Lavin to continue with the meeting.

PIAA State Meet

       Mrs. Mary Custer presented the commendation. Congratulations to Ernest Terrell for being
       chosen as the male Pennsylvania Track Athlete of the year by Gatorade. Ernest won both the 200
       meter and the 400 meter races at the PIAA State Meet in Shippensburg.

Approval of Superintendent’s Reports

       Recommend approval of the following reports/actions which are in compliance with
       Commonwealth laws and regulations and/or Board procedures, are in accordance with the
       approved 2000-01 budget, and are recommended by the Superintendent.

Act 48

         Recommend that the proposed Norristown Area School District’s Professional Development Plan
         be approved as presented.

Professional Leave

         Recommend that Dr. Lisa Andrejko be authorized to attend the Association for Supervision and
         Curriculum Development’s Conference on Teaching and Learning: Standards on October 22-24th
         at an estimated cost of $1,679.

Educational Trips

         Recommend that Stewart Student Council and the NAHS Student Council be authorized to attend
         the PA Association of Student Councils State Conference November 2-4, 2000 located at
         Hatboro-Horsham High School.

PSBA Board Secretaries

         Recommend that the Board Secretary be authorized to attend the PSBA Board Secretaries’
         Conference November 2-3, 2000 at an estimated cost of $240.00.

Resolution

         Recommend that per the instructions of the Department of Education, Commonwealth of
         Pennsylvania, and the Pennsylvania School Code Section 1502, the following five (5) dates be
         designated as Official Local School District Holidays for the 2000-01 School Year: October 9,
         2000, December 25, 2000, January 15, 2001, February 19, 2001, and April 13, 2001.

         Motion by Mrs. Haney, seconded by Mrs. Custer, approved by roll call 9-0.

Second Reading – Home Schooling

1. Children residing in the District may comply with compulsory education laws through private
   tutoring or through home schooling programs (schooling by a parent or guardian or other person
   having legal custody of the child), rather than by attending District schools, as permitted by law.

2. The NASD will loan copies of planned courses, textbooks, and other non-consumable curriculum
   materials that are appropriate to the student’s age and grade level to the home school supervisor of a
   home schooling program upon written request.

3. Home education students (those being educated by private tutor or in a home schooling program) are
   not enrolled in the NASD; therefore, they are not eligible to participate in school district courses,
   programs, co-curricular activities, extracurricular activities, or PIAA athletic activities. However,
   they may use school libraries if they make advance arrangements to do so with the
   Superintendent’s Office.

4. The Norristown Area School District will not award a diploma or otherwise acknowledge the
   completion of a home-education student’s education.

5. Home Education programs shall otherwise comply in all respects with the Pennsylvania Public
   School Code, 24 P.S. ♣13-1327.1.

   Will be voted on November 27, 2000.

Board Goals for 2000-01

       1. Identify programs, estimate their cost (if any), and suggest sources of revenue, that can
          potentially accomplish the following:

            a)   improve the level of school preparedness of entering kindergarten students;
            b)   improve the achievement of students exiting kindergarten;
            c)   compete with charter schools;
            d)   encourage teachers to become administrators, recognize good teachers, improve staff
                 morale, attract new teachers.

       2. Identify potential short term and long term areas of increased revenue and decreased spending
            and estimate their value.

       3. Lobby for additional funding from the state and federal governments.

       Motion by Mr. Ward, seconded by Mrs. Haney, approved by roll call 9-0.

Cabinet Salaries for 2000-01

       The Board of School Directors increases the Superintendent’s and Cabinet’s base salaries by
       3.0% for the 2000-01 fiscal year and increases their contribution to benefit costs to $25 per pay
       period.

       Motion by Mrs. Haney, seconded by Mrs. DeGuiseppi, approved by roll call 7-2. (Lavin, Ward).

Superintendent’s Goals for 2000-01

       Recommend that the proposed goals for the Superintendent for the 2000-01 school year be
       approved as presented.

       1.        Establish school quarterly reports cards showing student achievement, attendance,
                 discipline, and parental involvement. Attainment: Provide the Board with copies of the
                 schools’ quarterly report cards that have been posted in each building.
       2.        Increase student achievement as measured by test scores and the schools’ report cards.
                 Attainment: Improved number of skills learned and improved standardized test scores.
       3.        Revise our elementary reading programs and obtain an improvement in student learning
                 that demonstrates the new program is meeting with success. Attainment: An
                 improvement in reading achievement compared to last year.

       4.        Develop a measure for the educational and cost effectiveness of our special education
                 program and provide a report by the end of April, 2001. Attainment: Reports provided
                 to the board.
       5.        Implement the staffing changes necessary to comply with the year 2000-01 budget.
                 Attainment: Report to board listing staff changes and the movement of staff to other
                 funding sources.

       6.      Study the middle and high school programs for educational effectiveness and provide a
               cost analysis of each school. Attainment: Report to the Board by the end of April, 2001.
       7.      Incorporate word processing into writing composition in grades 4 through 12, installing
               equipment, developing guides for teachers, and teacher training. Attainment: Report to
               the Board regarding increased and improved student writing.
       8.      Improve the collection of current and delinquent real estate tax and earned income tax
               compared to 1999-00 and provide the board with a monthly report. Attainment: Monthly
               reports provided, increase in taxes collected.
       9.      With Board classroom size guidelines, analyze space in schools and make recommended
               building changes to the Board. Attainment: Report to the Board on classroom size
               analysis based on the Board guidelines and the resulting recommendations.
       10.     Represent the Board in dealing with the TIF proposal beginning the 20 year economic
               development of Norristown, resulting in a dramatic increase in school district tax
               revenue. Attainment: Report to the Board regarding the district’s role in TIF and the
               activities undertaken on its behalf.

       Will be voted on November 27, 2000.

Approval of Human Resource Report

       Recommend approval of the following reports/actions which are in compliance with
       Commonwealth laws and regulations and/or Board procedures, are in accordance with the
       approved 2000-01 budget, and are recommended by the Superintendent.

Information

       The Superintendent has suspended Employee HR#2009 with pay pending further investigation.

Recommendation

       Recommend that Mrs. Judy Slater, NASD Substitute Dispatcher, receive a salary increase of
       $1,500 effective 2000-2001 school year.

Resignation/Retirement

       Ms. Lorraine Council, Special Education Teacher Assistant, East Norriton Middle School,
       resignation effective August 31, 2000. Ms. Council has been with the district since September,
       1994.

       Mr. Gregory Wright, Special Education Teacher Assistant, Paul V. Fly Elementary School,
       resignation effective August 28, 2000. Mr. Wright has been with the district since March, 1997.

       Ms. April Betti, Special Education Teacher, Eisenhower Middle School, resignation effective
       date to be determined. Ms. Betti has been with the district since August, 1999.

       Ms. Deborah Larkin, Health/ Physical Education Teacher, NAHS, resignation effective date to be
       determined. Ms. Larkin has been with the district since March, 2000.

       Mr. Kenneth Smith, Utility/Skilled Maintenance, Districtwide, retirement effective November 30,
       2000. Mrs. Smith has been with the district since June, 1975.

Professional Leave of Absence

       Mrs. Rosemarie Jordan, Special Education Teacher, NAHS, Professional Leave of Absence to
       participate in the PA Department of Education, Bureau of Special Education’s peer monitoring
       program in accordance with the attached letter, dated August 31, 2000 and made a part hereof.

       Mr. John Bednar, Jr., Vocal/General Music Teacher, Marshall Street School, to attend American
       Orff-Schulwerk Association’s Conference: “Overture 2000! Reflections of the Past, Focus on the
       Future”, in Rochester, NY on November 8 – 12, 2000, at no cost to the district with the exception
       of substitute coverage for 3 days.

Leave of Absence

       Mrs. Karla Russek, Special Education Teacher, Paul Fly Elementary School, Request for Family
       Medical Leave of Absence (maternity/childrearing) effective November 27, 2000 through March
       19, 2001.

       Mrs. Christine Gartner, Spanish Teacher, Eisenhower Middle School, Request for Family
       Medical Leave of Absence (maternity/childrearing) effective September 21, 2000, through the
       remainder of the 2000-2001 school year. (Emergency Leave effective September 21, 2000).

       Mrs. Sandra Scrivens, Special Education Teacher Assistant, Eisenhower Middle School, Request
       for Non-Paid Leave of Absence (maternity/childrearing) effective the 2000-2001 school year.

       Mr. Paul Rohrbach, Science Teacher, NAHS, Request for Sabbatical Leave of Absence for
       Restoration of Health, effective immediately through the end of the first semester of the 2000-
       2001 school year.

Change of Status

       Ms. Carole Singer, from Cafeteria Worker, (ESPA) Whitehall Elementary School to LTS
       Cafeteria Manager, (MMAP)Whitehall Elementary, at an hourly rate of $15.42 effective August
       28, 2000. Substitute replacement for Charlotte Lanutti, non-paid leave of absence.

Appointment

       Ms. Catherine Maloney, Science Teacher, TR Program, Roosevelt School, at an hourly rate of
       $26.75, effective September 7, 2000. Replacement for Amy Wishum, resignation.

       Ms. Ruth Mulvey, Special Education Teacher Assistant, East Norriton Middle School, at an
       annual rate of $12,034 (N1) + an additional stipend of $150. effective September 14, 2000.
       Replacement for Lorraine Council, resignation.

       Mrs. Deborah Reid, Secretary 4, Receptionist/Secretary, Administration Building, at an annual
       salary of $21,618 (Secretary 4, Step 3), effective September 26, 2000. Replacement for Sharon
       Taggart, change of status.

       Ms. Kirstin Gallagher, LTS English Teacher, NAHS, at an annual salary of $31,919 (B+15, Step
       2) prorated effective October 4, 2000. Substitute replacement for Ann Kirkpatrick, Sabbatical
       Leave of Absence, after a realignment of staff.

       Ms. Janis Ramsey, Guidance Counselor, Gotwals Elementary School, at an annual salary of
       $37,723 (M, Step 5), TPEC, prorated, effective October 16, 2000. Replacement for Donzelle
       Watson, resignation.

       Mr. Daniel Barbish, LTS, Night Custodian, NAHS, at an hourly probationary rate of $12.29 +
       nighttime differential, effective September 26, 2000. Substitute replacement for Sherkia Bailey.

       Ms. Tracy Jackson, LTS, Night Custodian, NAHS, at an hourly probationary rate of $12.29 +
       nighttime differential, effective September 26, 2000. Substitute replacement for Gerald Ragusa.

                                        BUSINESS OFFICE

Approval of Business Reports

       Recommend approval of the following reports/actions with the exception of the Eisenhower
       Auditorium, which are in compliance with Commonwealth laws and regulations and/or Board
       procedures, are in accordance with the approved 2000-01 budget, and are recommended by the
       Superintendent.

Sovereign Bank

       Recommend that Sovereign Bank be added to the list of financial institutions which may be
       called by the Business Office to quote on investment rates for funds available for investment on
       behalf of the Norristown Area School District. Sovereign Bank is located at the Gateway
       Building, 201 Penn Street, Reading, PA 19601.

Eisenhower Auditorium

       Recommend that contracts be awarded to the following two contractors concerning the
       renovation replacement of the auditorium seating at the Eisenhower auditorium. Proceeds of the
       February, 1997 Bond Issue will be used to pay both of these contractors for their bids as outlined
       in the attached memos.

        Be it further recommended that the actual bid for the actual replacement of the seats go to
       Center Point Contractors, in the amount of $155,500.00, and that alternates two through six in the
       following respective amounts also will be awarded:

               Alternate two           $19,800.00
               Alternate three         $ 9,200.00
               Alternate four          $ 7,400.00
               Alternate six           $14,600.00

       It is further recommended that a contract be awarded to Advanced Environmental for an
       asbestos abatement project which will be part of the overall renovation of the auditorium, in the
       amount of their low bid of $37,250.00.

       Motion by Mrs. Custer, seconded by Mrs. Christensen, approved by roll call 9-0.

Depositories

       Recommend that Harleysville National Bank be appointed as an additional
       depository for the School District for the 2000-2001 fiscal year.
