Public Hearing, and discussion/approval/disapproval to
consider Case PZ-C-006-09, a Zoning Ordinance Text
Amendment to Article 22 (Chapter 2.145.020 of the Pinal
County Development Services Code): SIGNS,
BILLBOARDS, NAME PLATES AND OTHER OUTDOOR
ADVERTISING to include under Section 2202 (now
2.145.020) a definition for "Temporary Promotional Signs"
and "Temporary Kiosk Signs" and to amend Section 2205
(now 2.245.050)to add "C" "Temporary Promotional Signs"
and "Temporary Kiosk Signs" along with conditions related
to the permitting of such signs. Planning Commission voted
unanimously to recommend approval of PZ-C-006-09.

What could an amended ordinance do ?

 An amended ordinance could allow for the
 following:
 Temporary sign permits would be needed for the
 following non-permanent signage:
    Banners-Streamers-Flags-Pennants-Inflatable
    Structures-Temporary Kiosk signs-other
    attention-getting media or devices
  Help control sign blight

ARTICLE 22:
SIGNS, BILLBOARDS, NAME PLATES AND OTHER OUTDOOR ADVERTISING

Sec. 2202    DEFINITIONS: For the purpose of this Article, certain words and
             terms used herein are herewith defined…..

ff. Sign, Temporary Kiosk: A free standing, non-illuminated
    structure consisting of a maximum 7 directional panels
    per side, for a total of 14 directional panels per kiosk.
gg.Sign, Temporary Promotional: Banners, streamers,
    flags, pennants, inflatable structures and other attention-
    getting media or devices designed to promote a sale or
    event or for some other short term promotional purpose.
hh.Sign, Under-canopy: A sign suspended beneath a
    canopy, ceiling, roof, or marquee shall be considered
    "free-standing" signs with reference to square footage
    allowances.
II. Sign, Wall-mounted: A sign mounted or painted flat
    against, projecting less than 12 inches or painted on the
    wall of a building with the exposed face of the sign in a
    plane parallel to the face of said wall.

Sec. 2205 SPECIAL PURPOSE SIGNS:
  c. Temporary Promotional Signs and Temporary Kiosk
      Signs
  1. Temporary promotional signs shall be required to
      comply with the following conditions;
      (A)   All temporary promotional signs shall
            be related to a special condition or event.
      (B)   A temporary sign permit will be required for
            all temporary promotional signs.
      (C)   All temporary sign permits shall be limited to
            45 days and may be renewed only once
            during the calendar year.
      (D)   All businesses shall be limited to 2
            temporary sign permits per calendar year.

(E)   No banner shall be larger than 20' X 5' in size.
(F)   All banners shall be one-sided.
(G)   All banners shall be located on the property for
      which the temporary sign permit has been
      issued.
(H)   All banners shall be securely attached to the
      building for which the temporary sign permit has
      been issued.
(I)   No banner shall be affixed to any pole, tree, or
      similar object.

2. Temporary kiosk signs shall be required to comply with the following
    conditions;
    (A) Temporary kiosk signs are approved for the following entities only:
        communities, planned area developments, named subdivisions,
        builders, and government locations entities. There will be no
        additional advertising outside of the company name, logo, and
        directional arrow.
    (B) All temporary kiosk sign structures will be required to get a temporary
        sign permit and will comply with the size, construction type, and color
        scheme as set forth by the planning department.
    (C) All applications shall require a minimum of one contract from an
        existing community and/or builder within the service area., which is to
        be determined by the planning department.
    (D) All applications shall require a written contract from the property
        owner for which the proposed sign is to be located. If on state land, a
        permit must be obtained first from the state. The planning department
        will not hold locations pending approval from any entity, whether
        private or public. Under no circumstances will signs be permitted in a
        right of way.

(E)   A temporary kiosk sign located in the vicinity of state
      highways must obtain a state permit prior to
      submitting to the planning department.
(F)   All locations must be approved by the planning
      department prior to the installation of the sign. These
      locations will be approved only if the site is beneficial
      to the surrounding area.
(G)   Only one temporary kiosk sign shall be allowed per
      applicant per corner/location until that customer’s
      original kiosk is sold out and displayed. For the
      purpose of simplicity, a four-way intersection is
      considered to have four corners, a three-way
      intersection is considered to have three corners.
(H)   Off-premise temporary kiosk signs located outside of
      an intersection must maintain a minimum of 500
      feet from closest intersection.

(I)   Builders shall be allowed to advertise on off-premise
      temporary kiosks within a 3 to 5 mile radius of the
      community. ,no closer – no further.
(J)   Temporary kiosk signs approved for on-premise
      road side, have the option of replacing the “Pinal
      County” name and logo with that of the community
      name and logo only. Under no circumstances will
      any other names be allowed, such as builders, etc.
(K)   All sign owners must maintain their signs in a
      professional manner as to appearance and
      structure.
(L)   Two panels on each side may identify
      community/public facilities (city hall, library, parks,
      districts, historic sites, etc.) at the discretion of the
      planning department.
