                       Justification for Miscellaneous Non-Rate Tariff Revisions

WATER

1) The following tariff sheet revisions have been made to more correctly define the boundary
between the responsibilities of AWU and its customer for maintenance of plant. Specifically, these
changes will reduce the margin for varying interpretation in situations in which a “Keybox” is not
located near customer’s property line:

       Tariff Sheet #11, Third Revision (122), Rule 1.0 is revised to add a new term and definition:
       “CURB STOP VALVE is the quarter turn valve controlling water to service extensions two
       (2) inches in size and smaller.”

       Tariff Sheet #12, Third Revision (122), Rule 1.0 is revised to add new term and definition:
       “GATE OR BUTTERFLY VALVE is the multi-turn valve controlling main or service
       extensions four (4) inches in size and larger.”

       Tariff Sheet #12, Third Revision (122), Rule 1.0 is revised to define “KEYBOX” to mean
       the appurtenance used to access the curb stop valve controlling the flow of water from a
       service connection to the service extension on a parcel, usually located near the boundary of
       either the parcel or a Utility easement on the parcel.”

       Tariff Sheet #16, Third Revision (122), Rule 1.0, is revised to define “SERVICE
       CONNECTION” to mean the pipe and appurtenances extending from a water main to the
       customer’s property line.

       Tariff Sheet #16, Third Revision (122), Rule 1.0, is revised to define “SERVICE
       EXTENSION” to mean the pipe and appurtenances within a parcel extending from the end
       of a service connection to a structure or structures on a parcel.”

       Tariff Sheet #17, Second Revision (122), Rule 1.0 is revised to add a new term and
       definition: “VALVE BOX is the appurtenance used to access the gate or butterfly valve
       controlling the flow of water from the main to the parcel.”


 2) Tariff Sheet #63, First Revision (122), Rule 4.7 revised to add the word “scheduled” to clarify
 intent that customers who are entitled to one turn on/off are performed when scheduled, at
 least 24 hours in advance, during normal Utility business hours. If the turn-on/turn-off is
 unscheduled the customer(s) will be charged a Water turn-on/turn-off / Dispatch fee provided in
 Rule 15.1. A textual change inserting the word “the” was also made to correct a typographical
 error in the following: “for failure to show for the scheduled appointment”.

 The addition of the word “scheduled” above is proposed to clarify that a one-time exception exists
 to AWU’s tariff, Rule 4.2. This rule requires that anytime AWU personnel are dispatched for
 Water turn-on/turn-off, regardless of whether or not an actual turn-on or off was performed, the
 customer will be charged one of the two fees provided in Rule 15.1.


SEWER

  1) Tariff Sheet #47, Second Revision (126), Rule 10.1 (Emergency Services) revised to clarify
     the rule that whenever ASU personnel are dispatched for emergency service during non
     business hours, the customer is subject to an emergency service during non–business hour
     call out fee. Also this revision mirrors the language revised in the Water tariff rule 4.2
     (Emergency Service) submitted to RCA on April 16, 2008 for approval.

      Tariff Sheet #47, Second Revision (126), Rule 10.1: The reference to “in the Anchorage
      Telephone Directory” has been changed to “in the local telephone directory.”
