Overview
Purpose
The purpose of this document is to define the metadata that is required for AFF-2. Metadata is delivered to the
AFF-2 Data Warehouse team via standardized ASCII delimited files (flat files) and user-defined ASCII text or
HTML files (description files). All of the flat files have been renamed for AFF-2 to facilitate automated processing.
In addition, the delimiter has been changed from a “!” (exclamation mark) to a “|” (pipe). A few of the files have
been restructured. See the individual file specifications for details about naming and structural changes.

Document Structure
This document is made up of the following sections:
    •    Overview, which provides information about the purpose of the document, the document’s structure,
         metadata deliveries by originator and product, and an overview of the relationships between metadata
         files.
    •    Document body, which contains detailed information on the purpose, structure, and example content of
         each metadata file.
    •    Document notes, which contains information relevant to many metadata file fields, and are referenced
         from numerous places in the document.
    •    Appendix, which contains valid values tables to be used when creating the metadata files.

Metadata File Structure Description
The structure and content of each metadata file is described by a table that contains the following columns:
    •    Attribute: the name of the metadata file field.
    •    Reqd?: indicates if the field is required.
    •    Trslt?: indicates if the field may be translated for the Puerto Rico version of AFF.
    •    Kywd Srch?: indicates if the field is included in the parent object’s search term for keyword searching.
    •    Forma identifies the format to be used when populating the field; valid values are “Numeric”, “Mixed
         Case”, “Upper Case”, and “Date”. Note that all dates must be supplied in “MM/DD/YYYY” format.
    •    Max. Len.: the maximum length of the field.
    •    Valid Values: a list of valid values for the field or a reference to an appendix containing a table of valid
         values.
    •    Notes: additional information about the field.

Note: please leave an empty field in the metadata file for any field defined as “no longer used”. These fields have
been retained to provide backwards compatibility to AFF-1 metadata files.

Metadata Deliveries
Metadata is delivered in product sets. A product set consists of all the mandatory and optional metadata files for
a BOC census, survey, or product. Product sets are defined differently for each data provider.
    •    For ACS and Econ, all of the tier1 and tier2 products (excluding virtual tables) for a survey year are
         grouped together into one product set.
    •    For Decennial, product sets are defined by census and dataset. For example, all Public Law tier1 and
         tier2 products (excluding virtual tables) are delivered as one product set.
    •    For Geography Division, product sets are made up of tier1 products only and are defined as logical
         groupings of these products. See “American Factfinder 2000 Data Warehouse Delivery Specifications”
         for the definition of these product sets.
    •    Virtual table product sets are defined by survey/census, year, and table type. To give an example, all
         Census 2000 PL quick tables would be delivered as one product set, all Census 2000 PL demographic
         profiles would be another; and all Census 2000 PL geographic comparison tables would make up a third.

After the initial delivery of metadata files for a product set, only those files that have changes need to be
redelivered. The entire set of files for the product set does not need to be redelivered. If the change is to a
description file (i.e., a file that is not a metadata file, but contains description or other long text and is referenced
within a metadata file record), the associated metadata file must also be redelivered to ensure correct processing.
The following table indicates which metadata files are expected by originator and Census product. An “M” in the
cell indicates that delivery of the file is mandatory, while an “O” indicates that delivery is optional. If the cell is
blank, the file is not applicable to the product.

This section defines the metadata files that are used to provide information about Thematic Maps.

File: META3000.TXT – Thematic Maps
This file is used to provide Thematic Map metadata.

1.    Data for this field may be provided in a separate text file, containing either ASCII or HTML-formatted
      text. If the length of the field is greater than 255, then the text MUST be provided in a separate file.
      The file should be named using a suffix of .TXT, .HTM, or .HTML, as appropriate. The file name

Appendix H – Subject Geography Naming Rules
This appendix provides rules for constructing Subject Geography names for Tier1 Products.
•   Provide the full name of the geography, including the name of higher-level geographies that provide a unique
    identification. For example, to uniquely identify a county include a state identifier, as county names may be repeated
    across states.
•   When including the state identifier as a higher-level geography, use the state’s postal abbreviation. Do not use the postal
    abbreviation if the name being stored is only the state name.
•   use the proper Legal Statistical Area Descriptor (LSAD) for the geography. For example, for most counties the LSAD is
    “County” but there are exceptions, such as the use of “Parish” in Louisiana. GEO Division is the authority on LSADs.

Appendix M – Thematic Map View Files
This appendix provides guidelines for defining Thematic Map Views. For each Thematic Map, an Oracle view will be created to
contain the data to be mapped. The view file must contain two statements: (1) SQL*Plus “PROMPT” command and (2) a
valid SQL DDL statement.
         The PROMPT command is used t debug problems encountered with the view creation.
         The DDL statement is made up of the CREATE, SELECT, FROM, and WHERE clauses.
         •   The SELECT clause identifies the column or columns (cell or cells) and functions that are applied to them. The
             SELECT clause must always include the GEO_ID column.
         •   The FROM clause identifies the tables where the data is coming from.
         •   The WHERE clause is used when multiple tables are the source of the data.
Table aliases should be used when specifying the columns in the SELECT clause and the tables in the FROM and WHERE
clauses. The column alias, MAP_DATA, should be used to provide a new name for data cell that results from the calculation.
The following example shows a view implementing a calculation that adds three columns from one table together to create the
data cell to be mapped.

is used to check if the denominator is non-zero. Dividing by zero would cause Oracle to return an error. If the denominator is

how two tables are joined together on GEO_ID. For SF-2 sourced map data, both GEO_ID and CHAR_ITER (characteristic

Appendix N – HTML Tag Usage Guidelines

This appendix provides guidelines for the use of HTML tags in metadata fields.

    •    Remember that the HTML metadata is inserted into an existing HTML document. That document already
         has a DOCTYPE, HEAD, TITLE and BODY tags.
    •    Make sure all beginning tags have matching ending tags, and they’re nested properly.



Tags that shouldn’t be used:

<BODY> </BODY>
<TITLE> </TITLE>
<SCRIPT> </SCRIPT>
<STYLE> </STYLE>
<FONT> </FONT>
style tags inside other tags that change font size and typeface, for example, <p
align="right" style="font-size:12pt">
