423.15.2 Return air Air Plenums.
Corridors shall not be used as a supply, return, exhaust, relief, or ventilation air
plenums. The space between the corridor ceiling and the floor or roof structure
above, if used as a plenum, shall be constructed with the ceiling, floor and walls as a
minimum one (1) hour fire rated assembly or as a one (1) hour fire rated horizontal
wall supported by the corridor walls.

Exception: A smoke tight corridor with a solid ceiling may be used in a fully
sprinklered building.

A.      Impact to local entity relative to enforcement of code:

This change clarifies that corridors cannot be used as plenums and the space
above a corridor may serve as a plenum if certain fire rating conditions are met.

B.   Impact to building and property owners relative to cost of
compliance with code:

There should be little or no cost impact relative to these changes. Districts are
use to enforcing this requirement. The change also allows a fire rated wall to be
used as a fire rated ceiling in a corridor, which can be less expensive than some
fire rated ceiling assemblies.

C.      Impact to industry relative to cost of compliance with code:

This change will have no impact to industry relative to the cost of compliance
with this change. The change allows a fire rated wall to be used as a fire rated
ceiling in a corridor, which in some cases will be less expensive that some fire
rated ceiling assemblies.

This change clarifies the requirements for corridors used as plenums. This
verbiage reinforces the requirements found in FBC, Mechanical, 601.2 and
601.2.1 for public educational facilities. The change clarifies that corridors shall
not be used as plenums.

Please explain how the proposed modification meets the following
requirements:
1.    Has a reasonable and substantial connection with the health, safety,
and welfare of the general public:

This change improves the effectiveness of the code by clarifying that corridors
cannot be used a plenums and the space above a corridor may serve as a
plenum if certain fire rating conditions are met.

2.   Strengthens or improves the code, and provides equivalent or better
products, methods, or systems of construction:

This change strengthens and improves the effectiveness of the code by clarifying
that corridors cannot be used a plenums and the space above a corridor may
serve as a plenum if certain fire rating conditions are met.

3.    Does not discriminate against materials, products, methods, or
systems of construction of demonstrated capabilities:

This change has no effect on materials, products, methods, or systems of
construction. The change allows existing systems to be used to achieve fire
rated ceilings. The change also allows a fire rated wall to be used as a fire rated
ceiling in a corridor, which in some cases will be less expensive that some fire
rated ceiling assemblies.

4.      Does not degrade the effectiveness of the code:

This change improves the effectiveness of the code by clarifying that corridors
cannot be used a plenums and the space above a corridor may serve as a
plenum if certain fire rating conditions are met.
