Stages of Development for IHE Involvement in PC’s Focused Work in States
Stage 1 (AL)- Increasing your IHEs’ partnership potential Stage 2 (KY)- Utilizing IHEs as implementation managers Stage 3 (CA)– IHEs as leaders of your statewide initiative
Stage 1: The AL Experience
Dedicate a DOE staff position as primary communicator. Invite IHEs to the table. Request assistance in strategic action planning and implementation. Convene IHE-specific follow-up meetings to ensure consistent messages. Negotiate tasks with specific faculty members. Continue collaboration with all IHEs around expanded issues.
Stage 2: The KY Experience
Develop IHE council for special educationrelated faculty. Invite participation in statewide taskforce and diversity recruitment training. Utilize IHE faculty to implement strategic action plan. Contract ongoing management of implementation team to specific IHE:
• Website development and maintenance; • Work plans approval; and • Timeline monitoring for completion.
Stage 3: The CA Experience
Invite IHE leadership to explore needs and possible solutions to state’s personnel shortages. IHE faculty and professional organizations convene statewide conference. IHE faculty provide leadership in creating and facilitating the strategic planning process. IHE faculty create alliances with all stakeholders in implementing the strategic plan. IHE faculty develop evaluation plan to measure overall impact of all activities.
IHEs’ Contribution to State Diversity Recruitment Campaign
Distribute print and media materials to internal audiences. Partner with LEAs in planning community-based recruitment activities and hosting disability-related experiences for early recruits. Act as spokesperson for other planned PR/ media activities, such as radio/TV/press interviews.
Outcomes of IHE Involvement
Increased communication and collaborative work among IHE faculty, State DOE and LEAs. More successful leveraging of IHE resources to address personnel needs statewide. Products and processes provide measurable results - increasing quantity, quality and diversity of special educationrelated personnel in the state.
