2    The purpose of the Partner Qualification Form is to capture information about an
3    operator’s SMS capabilities. When filled out, this form can be exchanged with a
4    prospective roaming partner to quickly identify potential issues with implementation of
5    SMS roaming. Operators may also choose to share their completed form with the CDMA
6    roaming community as an aid to understanding common implementation choices. This
7    document contains a blank Partner Qualification Form (Chapter 2. ) and a completed
8    sample form (Chapter 3. ).
