									          INFORMATION FOR COUNTY CLERKS ABOUT TRACER AND CENTRALIZATION
Here are some of the basics that will be helpful to know now that campaign finance filings have been centralized
at the Secretary of State’s Office and the TRACER system is online:
   Centralization
    Effective January 1, 2010, all campaign finance disclosure reports and committee registrations are handled
    by the Colorado Secretary of State’s Office. This is the result of HB 09-1357, and is known as centralization.
    Centralization impacts only campaign finance reports required under Colorado law, and does not have any
    effect on ballot access documents, candidate petition formats and verification, or other matters handled by
    the County Clerk and Recorder.
   Candidate Affidavits and other forms
    Candidate affidavits are now filed with the Secretary of State’s Office for county offices (in addition to state
    offices, which have always filed with the SOS). They must be submitted in hard copy to:

    Even though you will no longer receive candidate affidavits in hard copy, you will have full access to them in
    TRACER. Additionally, a new feature is coming soon that will send you an automatic email any time a
    candidate files an affidavit for office in your county.
    In addition to candidate affidavits, you will be able to access all other campaign finance forms filed by
    candidates for State or County offices using TRACER.
   Ongoing County Responsibilities
    Centralization does not change county responsibilities with respect to ballot access matters, petition
    formats, etc. These things will continue to be handled by the County Clerk and Recorder. The Clerk
    continues to be responsible for certifying county candidates to the ballot.
    Counties must maintain copies of all campaign finance forms that have been filed with the Clerk and
    Recorder for one year from the date filed, or for those elected to office, for one year beyond the time at
    which that candidate leaves public office, even if the filers now submits reports to the Secretary of State.
   All-Electronic Filing
    All campaign finance reports filed with the Secretary of State’s Office (with the exception of the candidate
    affidavit and personal financial disclosure) must be filed electronically using the TRACER system. The
    exception to this is municipal candidates and committees, who file with their municipal clerk.
   Special District Candidates
    With centralization, the handling of self-nomination and acceptance forms filed by special district candidates
    changed. Rather than forwarding a copy to the County Clerk, the Special District Designated Election Official
    will forward a copy of the self-nomination and acceptance form to the Secretary of State. The county will no
    longer receive a copy, unless the DEO chooses to forward a copy. Like other campaign finance forms, you
    will be able to access these forms in TRACER.
   Campaign Finance Support Team
    The Secretary of State’s Office now has a Campaign Finance Support Team trained to handle questions
    related to TRACER and campaign finance. The help desk is available from 8 a.m.-5 p.m., Monday through
    Friday (except for holidays), and can be reached at (303) 894-2200 ext. 6383 or cpfhelp@sos.state.co.us.
