TABLE OF CONTENTS Section 1 – Overview and Mission Statement Section 2 – Strategic Planning Process Section 3 – IGIC Resources Section 4 – IGIC Goals and Objectives Section 5 – Strategic Management Action Plan and Timeline Section 1 – Overview and Mission Statement This document is the strategic plan for the Iowa Geographic Information Council (IGIC) and replaces an earlier Strategic Plan Draft, (July 1, 2000). Refer to the July 1, 2000 draft for historical information about IGIC and the development of the IGIC mission statement. IGIC is a non-profit organization that operates in accordance with the IGIC Bylaws. MISSION STATEMENT: The mission of IGIC is to foster an efficient GIS environment through cooperation and coordination with public and private entities that access, collect, provide and share data, metadata, applications and educational opportunities. (adopted 1/19/2005) IGIC is a shared mechanism for the diverse community to identify, explore, and solve problems with geospatial information. Members of IGIC work to bring the geographic community together to discuss, learn about and promote the use, development, sharing, and management of geographic data in a manner that communicates the value of geographic information to citizens and decision-makers. The reason IGIC is needed grows out of the fact that today, GIS is a multibillion-dollar industry employing hundreds of thousands of people worldwide. Professionals in every field are increasingly aware of the advantages of thinking and working geographically. Section 2 – Strategic Planning Process The following activities were followed in preparing this strategic plan: 1. The IGIC mission statement proposed in the July 1, 2000 Strategic Plan Draft was evaluated to ensure relevancy and appropriateness. The IGIC Board modified the 2000 Mission Statement slightly and adopted the modified version that is used in this document (see Jan. 19, 2005 Quarterly meeting minutes). 2. Successful implementation of a strategic plan depends upon an accurate accounting of available resources. A review of IGIC resources and general GIS- and communication-related resources available to the IGIC community for implementing the IGIC Strategic Plan was conducted (Jan., Feb., 2005). These resources are included in Section 3 of this document.

IGIC Strategic Plan draft 3. The goals (referred to as objectives in 2000 draft) that were proposed in the July 1, 2000 Strategic Plan Draft were evaluated to evaluate relevancy and appropriateness. Redefined goals were drafted and reviewed by the IGIC Board (January-March, 2005). The IGIC Board adopted the goals (see April 13, 2005 Quarterly meeting minutes), which are included in Section 4 below. 4. Specific objectives to achieve the Iowa GIS goals were (will be) developed based on input and assistance from active IGIC Board Members, committees and other interested parties. 5. The objectives were (will be) reviewed, modified as needed, and accepted for implementation by the IGIC Board (approval date). The approved Strategic Plan (sections 1-4) was (will be) posted to the IGIC website, with notice of posting sent to the IGIC membership. A specific action plan and timeline was then developed and approved (approval date). Section 3 – IGIC Resources The table below provides a partial list of the resources available to IGIC and the Iowa GIS Community that will help accomplish goals and objectives. The resources are further defined into two categories: tangible and intangible. Some resources: relate directly to the IGIC, some to the Iowa GIS Community. Some resources apply to both. IGIC Strategic Plan draft Section 4 – IGIC Goals and Objectives The Goals support the IGIC Mission. The objectives define more specifically how the goals will be accomplished, thus leading to an action plan for IGIC. Goals: I. Promote the use of geographic information technology among public and private organizations and individuals for planning, decision-making and problem-solving processes II. Promote education and training in GIS and related technologies within all levels of education III. Adopt, communicate and promote standards for use by the GIS community to facilitate data collection and promote data sharing IV. Promote partnerships for the purpose of data development and data sharing V. Provide a mechanism through which the interests and concerns of Iowa's GIS community can be directed to appropriate policy makers VI. Provide operating policies and procedures for management of the Council
Section 5– Strategic Management Action Plan and Timeline This plan will provide detail of the proposed action items for each objective identified above. For each objective, specific tasks are identified with details regarding budget, timeline, outcome measures, resources available and person(s) in charge of seeing that the task is accomplished.
