Authority: Administrative arrangement made between the German Federal Ministry of Finance and the U.S. Forces dated 20 July 1970/18 August 1970
and Implementing Instructions to the Law on the Implementation of the Customs and Taxation Provisions of the Supplementary Agreement to NATO Status
of Forces Agreement passed by the Federal Ministry of Finance in July 1986 as a special exception to the NATO Status of Forces Agreement.
Principal purpose(s): To evaluate applications for the temporary use of U.S. Forces-registered vehicles by nondependent visitors of POV owners.
Routine use(s): a. To verify the eligibility of nondependent visitors to temporarily operate a U.S. Forces-registered POV.
b. On granting such permission, the application is filed at the OPM, HQ USAREUR/7A.
Mandatory or voluntary disclosure and effect on individual not providing information: Mandatory. The disclosure of personal data, to include SSN of
applicant, is required to ensure proper identification by holder to U.S. Forces and foreign law enforcement agencies.
