Subject:          Recruitment of three local consultants, decentralisation of funds to UNDP Comoros
                  IAR No…

We would like to hire three local consultants in Comoros, as per the terms of reference attached.

I would be grateful if you would authorize an interagency request of an amount of USD 10'800
(approximate equivalent of CF 3'600'000) from project T9AR, BL 17.02 to UNDP Comoros to
cover the consultants' honorarium as follows:

1- One senior consultant in investment procedures for two months

       − Honorarium: CF 600'000 per months - in total 600'000x 2 months = CF 1'200'000 equivalent
         to USD 3'600 (approx.)
       − Internal transport and communication fee: CF 100'000 per month - in total 100'000 x 2 = CF
         200'000 equivalent to USD 600 (approx.)
       − Special induction fee payable only the first month: CF 700'000 equivalent to USD 2'100
         (approx.)

We would like the consultant to be paid:
       − End of month one: CF 1'400'000 (honorarium+ transport + communication fees + induction
         fee)
       − End of month two: CF 700'000 (honorarium + transport + communication)

2- Two junior consultants in investment procedures

       − Honorarium: CF 300'000 (CF 150'000 x 2 months) equivalent to USD 900 (approx.)
       − Internal transport fee: CF 150'000 (CF 50'000 x 2 months) equivalent to USD 300 (approx.)
       − Communication fee (internet connection and phone calls) CF 150'000 (CF 50'000 x 2 months)
         equivalent to USD 300 (approx.)
       − Special induction fee: CF 250'000 equivalent to USD 750 (approx.).
We would like the consultant to be paid:
   − End of month one: CF 500'000 (honorarium+ transport + communication fees + induction
     fee)
   − End of month two: CF 250'000 (honorarium + transport + communication)




Proposed remunerations are the same as those in previous contracts with the same consultants for
similar functions and are in accordance with the UN local salary scale.

I would appreciate your kind collaboration in authorizing this decentralisation, at your earliest
convenience.

Project name:       Comoros eRegulations (ANPI Comoros - UNCTAD )

Position title:     Consultant in Business Climate and Investment Promotion
Length:             3 months
Mission start:      April 2010

Work place          ANPI Comoros, Moroni
Context:            The Comoros Investment Promotion Agency (ANPI) is implementing a web-based
                    information system called "eRgulations", presenting step by step information on
                    investment procedures in Comoros (comores.eregulations.org). For each of the
                    documented procedures, the system provides access to forms, contact information of
                    the civil servant in charge, to the legal justifications and recourses.
                    The senior consultant’s main responsibility is to update and continue documenting
                    procedures in the eRegulations system. He/she will also, on the basis of the
                    information collected, propose simplification and streamlining measures for investors
                    and entrepreneurs and supervise the organization of validation seminar(s) where all
                    collected information is formally certified by relevant State agencies in charge. The
                    consultant will also draw up a communication campaign seeking to sensitize national
                    and international investors and entrepreneurs on the eRegulations program in Comoros


Tasks :             Under the supervision of UNCTAD's eRegulations Project Coordinator, in close
                    coordination with ANPI Comoros, the consultant will:
                    Update the eRegulations system
                       Regularly review the validity of the information recorded in the system and ensure
                        that it reflects administrative practice (in a first phase, by personally being in
                        charge of updating information and in a second phase, by proposing an
                        organizational mechanism where concerned government agencies are in charge of
                        updating the information which concern them).
                    Document new procedures in the eRegulations system
                       Collect information on administrative procedures chosen by the project’s steering
                        committee (such as importing goods, paying taxes, leasing/purchasing land…)
                       Organize and participate in validation seminars with agencies involved in the
                        procedures.
                       Obtain, from agencies involved in the procedures, the official validation of the
                        listed information.

                    Propose simplification measures
                       Propose streamlining and simplification measures of relevant administrative
                        procedures for the benefit of end users.
                       Follow implementation of these measures, and especially those that favor the
                        development of small and micro enterprises and their transfer to the formal
                        sector.
                    Setup a communication strategy
                       Ensure strategic and effective communication on the eRegulations system for
                        national and international organizations who work for investment promotion and
                        for national and international entrepreneurs and investors.

Expected outputs:
                        1.   The eRegulations system is regularly updated and uploaded information
                             reflect actual procedures.
                        2.   The eRegulations system is completed for the approved procedures by the
                             steering committee (including all information certified by all agencies in
                             charge of the procedures)
                    3.   Streamlining and simplification measures proposed.
                    4.   A custom made communications campaign ready to be deployed which target
                         national and international entrepreneurs and investors as well as national and
                         international organizations.

Qualification      Graduate university degree in law, business, political science, economics or
& experience:       public administration preferred.
                   At least five years of professional experience preferred.
                   Experience working with local government agencies preferred.
                   Confident and effective communicator who is skilled in presentation. He/she
                    should inspire confidence with the public and private counterparts.
                   Organized and meticulous, pays attention to detail, capable of working alone and
                    engage in teamwork
                   Capacity to work on a Web based platform (content management system).
                    Excellent user of Ms Office suite.

Languages:      Excellent French, Good English
