David Hull is a partner in Covington & Burling’s Brussels office and heads its EU
competition practice. Mr. Hull has been practising EU competition law for over 25 years in
Brussels. He represents clients before the EU courts in Luxembourg and the European
Commission and advises them on all aspects of competition law. Recent cases include
Ryanair (appeal of Commission’s decision blocking takeover of Aer Lingus); Akzo (legal
privilege); Bitumen (appeal of fine imposed in cartel case); and Microsoft (appeal of fine
imposed for alleged non-compliance with Commission decision). He has particular expertise
in issues arising from the intersection of competition and IP law involving hi-tech industries
such as pharmaceuticals and IT.
Mr. Hull is former Co-Chair, International Antitrust Law Committee, ABA Section of
International Law; Adjunct Professor, European Competition and IP Law, University of Liège
School of Law.
He received his J.D. degree from the University of Georgia School of Law in 1983, and an
LL.M. degree in European Law from the Institute of European Studies at the Free University
of Brussels in 1984. He earned a B.A. in economics from Davidson College in 1979.
Mr. Hull is admitted as a solicitor in England and Wales, and is an associate member of
the Brussels Bar.
