Residential Permit Submittal Checklist
The minimum application submittal must have the following for review:

2 sets of complete building plans conforming to the 2009 Washington State
1 copy of the completed energy code window schedule form. This form is
available at the Permit Counter of the PSC, 1300 Franklin Street.
2 complete plots plans on 8 ½ X 14 (see attached plot plan checklist
If the parcel is not located within a recorded subdivision or short plat; we
will need one (1) copy of the recorded sales history (deeds) from 1969 to
OR recorded copy of the current owners deed (to be determined by
Sales history consists of recorded deeds, and any other documents, which
form a complete history of all conveyance affecting the subject property.
Sales history packages may be obtained from any local Title company.
State law prohibits the issuance of permits on property that has been
Town of Yacolt zoning approval letter - including assigned address from the
Town of Yacolt located, Town Hall, 105 Yacolt Road 360-686-3922. Zoning
approval consists of: 2 approved plot plans with an approval stamp and
signature from the appropriate city official and a letter from the city
indicating approval of the project. Clark County provides zoning review for
those sites in unincorporated Clark County only.

Prior to issuance of the building permit, some may apply:
• One (1) copy of the contractor’s valid Washington State License may be
required if our system shows the license is expired.
• A certified Erosion Control Person (CESCL) – all contractors are required to
have a certified sediment control lead.
• Verification of Sewage Disposal:
o If the residence will be served by a septic system, a valid septic tank
permit or a release letter will be required. Contact the Clark County
Health district at 1601 East 4th Plain 360-397-8428.
o If the residence will be served by sewer, please provide verification of
sewer availability from Clark Regional Waste Water District located at
800 NE 52nd Ct, 750-5876 or City of Vancouver 1313 Main St., 360-696-
• Verification of Water Supplier:
o If a private or community well services the residence, you must provide
a copy of a valid W.A.V.E or Community Well letter from Clark County
Public Health prior to permit issuance.
o If the residence will be served by public water system, and is not
located in a recorded subdivision, you must provide a letter of approval
from the appropriate water agency.

RESIDENTIAL PLOT PLANS CHECKLIST
Only use standard scales found on an Engineer or Architectural scale
Parcels over 1 acre can use a smaller scale with area of construction attached with 1/10
inch per foot minimum
No plot plans larger than 8.5 X 14
o A 4 inch space must be left blank at bottom of page for county review stamp

Plot plans must be legible or your application will NOT be accepted.
RESIDENTIAL BUILDING PLANS CHECKLIST
Applicant shall provide 2 sets of the following Check One
1. Complete sets of legible plans. Must be drawn to 1/4' = 1’, showing conformance to applicable local &
state building codes. Structural details & connections must be incorporated into the plans or on a
separate full‐sized sheet attached to the plan with cross references between plan location & details.
Engineer of records detail sheets shall be attached as required.
2. Foundation Plan. Show dimensions, anchor bolts & location, hold‐downs, concrete pads, connection
details, vent size & location.
3. Floor plans. Show dimensions, identify all rooms, identify all pertinent elements and systems, and
include window sizes, location of smoke detectors, water heater, furnace, ventilation fans, plumbing
fixtures, balconies & decks.
4. Cross section(s) & details. Show all framing‐member sizes & spacing such as floor beams, headers,
joists, sub‐floor, wall construction, & roof construction. Show details of all wall & roof sheathing,
roofing, roof slope, ceiling height, siding material, footings & foundation, retaining walls, stairs, fireplace
construction, thermal insulation, etc.
5. Elevation views. Provide all elevations for new construction; minimum of two elevations for additions &
remodels. Exterior elevations must reflect the actual grade if the change in grade is greater than four
feet at building envelope.
6. Wall bracing: prescriptive path or engineered lateral analysis. Plans must indicate details, exterior &
interior locations; for non‐prescriptive path analysis provide, specifications & calculations to engineering □ □
7. Floor/roof framing. Provide plans for all floors/roof assemblies, indicating type & lumber sizing, spacing,
& bearing locations. Show attic ventilation
8. Basement & retaining walls. Provide cross sections dimensions & details showing placement of rebar.
Provide Engineer’s calculations.
Manufactured floor/roof truss design details. Show location & type of connectors, per IRC Standards.
10. Provide prescriptive beam & joist sizes by code reference or submit engineering calculations & detail.
11. Engineer’s calculations. Engineering shall be stamped by an Engineer or Architect licensed in the State
of Washington. Engineering shall be site specific.

NOTE: If you did not supply the information checked you may be subject to additional plan review fee. The Plans
Examiner may request additional plans and details during review.
