TO:              FY 2010/2011 CAPIT RFP Bidders

SUBJECT:         Ranking & Recommendation for Awards for the 2010/2011 Request for Proposal

The Alameda County Social Services Agency, Children & Family Services Department announces
the results of the Fiscal Year (FY) 2010 – 2011 RFP for Child Abuse Prevention, Intervention &
Treatment (CAPIT) Services monies.

In response to the recently released RFP, The Alameda County Social Services Agency (SSA)
Contracts Office received a total of 21 qualified proposals. Alameda County hopes to receive
approximately $1,050,000 for funding availability for the twelve months that comprise the FY
10/11, beginning July 1, 2010 through June 30, 2011 with an option for renewal up to two
additional fiscal years. Based on a recently completed proposal rating process, the Social Services
Agency has initially recommended awards to fifteen (15) of the bidders listed on the attached
ranking sheet. The Social Services Agency intends to recommend to the Board of Supervisors, on
June 22, 2010, approval of service awards to those bidders ranked one through fifteen. Awarded
contracts will be performance based, with reimbursement for service delivery based upon
individual clients served by approved contractors.

The ranked scores and bidders recommended for funding are available in one document and
may      be    downloaded        from the    Social     Services     Agency     website,

Respondents may appeal the awards decisions. A Contractor’s failure to include required
information in the proposal shall not be considered grounds for an appeal. Any appeal must
explain in detail the specific basis upon the bidder’s perception that the RFP Process, as stipulated
in the RFP, had not been followed with respect to the evaluation/proposed award of the contract.

Conditions document, Item M: Bid Protest/Appeals Process. A request for an appeal hearing must
be submitted, by 3:00 PM May 13, 2010 in writing to:
