                                    INNOVATION PARK PHASE 2  -

                                    RECOMMENDATION

That, on the recommendation of the Director, Wastewater and Treatment, Environmental and
Engineering Services, the following actions BE TAKEN with respect to the appointment of a
consultant for Innovation Park, Phase 2 (Capital Project ID1168):

(a)      Earth Tech Canada Inc., 285 King Street, Suite 300, London, Ontario, N6B 3M6 BE
         APPOINTED Consulting Engineers for the Detailed Design for the said project in the
         amount of $135,000.00 in accordance with Council Policy 7(9A);

 (b)     the financing for the project BE APPROVED in accordance with the “Sources of
         Financing Report” attached hereto as Appendix ” A ;

 (c)     the consulting fees for the project BE IN ACCORDANCE with the estimate, on file,
         which are based upon the Suggested Schedule of Fees for Engineering Projects,
         recommended by Professional Engineers Ontario and in accordance with Council Policy
         7(9A), Clause (e);

 (d)     the approvals given herein BE CONDITIONAL upon the Corporation entering into a
         formal contract with the consultant for the work.

I                                       BACKGROUND                                            I]
 Purpose:

 Earth Tech Canada Inc. had been retained to complete the Environmental Assessment, prepare
 the Phase 1 and 2 draft plan, and the detail design and construction administration for Phase 1
 of Innovation Park (formerly known as Airport Road South Industrial Park). The purpose of this
 report is to recommend Earth Tech Canada complete the detail design of Phase 2 of Innovation
 Park.

Discussion:

The overall Airport Road South Industrial Area is generally bounded by Old Victoria Road to the
west, Thames River to the north, City of London boundary to the east and Highway 401 to the
south, and the total area is in the order of approximately 600 hectares (1500 acres), of which
the City owns approximately 240 hectares (593 acres). Innovation Park is being developed in
four phases, noting Phase 1 was constructed in 2005 (see Appendix “ B for reference map).
Phase 2 is located south of Phase 1, west of Veterans Memorial Parkway, north of Bradley
Avenue and east of Old Victoria Road and comprises approximately 30 hectares (75 acres).

The consultant assignment recommended in this report will complete the detail design of Phase
2 of the park. Earth Tech’s design activities will address the servicing, roadways, grading and
all related approvals. In addition, Earth Tech will provide construction administration and site
inspection during the construction phase.

 Conclusion:

 Earth Tech has demonstrated an understanding of the City’s requirements for this project and
 will provide value to the City. Their proposal and work program meets the schedule and
 delivery requirements in order for the City to have the ability to proceed with construction of
 Phase 2 when required. Earth Tech staff are also familiar with the project having completed the
 Draft Plan for Phase 1 and 2, the environmental assessment, detail design and construction
 administration for Phase 1 and have provided excellent service.

 It is, therefore, recommended that Earth Tech Canada continue with their activities into detail
 design for Phase 2 of Innovation Park. The engineering fees would be $135,000 exclusive of
 GST.

 There are no anticipated additional operating costs in the Environmental and Engineering
 Services budget in 2008 and subsequent years associated with the approval of this engineering
 assignment.
