ARTICLE 1.      DEFINITIONS AND INTERPRETATION

The following short terms shall be used and interpreted in the spirit of the following meanings
unless specifically defined elsewhere.

Association            An Association Member claiming jurisdiction of the sport over a State or
                       Territory within Australia

Board                  Board of Management of the Company, Gymnastics Australia Ltd

Commission             The National Gymsport Technical Commission

Company                Gymnastics Australia Ltd

Regulations            All by-laws and rules that are made within the authority of the
                       Constitution.

Simple Majority        More than 50 per cent of those people eligible, voting of the one accord.

Sport Program          A gymnastic Sport Program defined by the Federation Internationale de
                       Gymnastique (FIG) and accepted by the Company as a program under its
                       jurisdiction.

Gymsports              Terminology used to describe the disciplines of gymnastics.

ARTICLE 2.      POLICIES AND RULES

The rules set out in the following manuals will be part of the RG Commission’s Technical Regulations:
              - FIG Code of Points
              - RG National Program Manual (includes International Development and Groups)

Any modification to the National Program Manual will be circulated in writing on the authority of the
Gymsport Technical Commission.


ARTICLE 3.      COMMISSION COMMITTEES

3.1     STATUTORY COMMITTEES

Should any person on the RG Selection Committee have a conflict of interest in the selection process
then that person will step down and be replaced by a Gymnastics Australia nominated person.


3.1.3 NATIONAL ADVISORY COMMITTEE
The National Advisory Committee is comprised of a representative from each state and territory. The
Committee will meet with the Rhythmic Gymnastics Commission and Gymnastics Australia staff once
a year at a date determined by Gymnastics Australia.


3.1.4 ELITE MANAGEMENT COMMITTEE
The Elite Management Committee is comprised of registered coaches who have athletes selected on
to the National Squad, the National Technical Director, National Judging Co-ordinator and GA
Program Manager.

3.1.5 INTERNATIONAL DEVELOPMENT COMMITTEE
The International Development Committee is responsible for the International Development Program
resource. The committee is comprised of the National Technical Director, National Judging
Coordinator and 3 appointed coaches who coach athletes in the International Development stream.


3.2       NATIONAL SUB COMMITTEES

The RG Commission has the authority to appoint Sub-Committees as required. The Sub-Committees’
functions include the following:-

      o   Execute the decisions made by the RG Commission
      o   Undertake technical projects
      o   Review guidelines and rules pertaining to competitions and events
      o   Conduct research and development activities in the interest of Rhythmic Gymnastics


ARTICLE 4.       NATIONAL PROGRAM

4.1       NATIONAL PROGRAM MANUAL

The RG National Program Manual is a comprehensive manual covering the development, progression
and challenging competitive spirit of Rhythmic Gymnastics. Step by step, gymnasts, coaches and
judges will develop skills in the many areas of Rhythmic Gymnastics offered by the National and
International Community.

The manual is not only a code of points for success in Rhythmic Gymnastics but it is a complete tool
for nurturing gymnasts safety, encouraging participation, allowing for individual progression at the
gymnasts ability and prepares the most successful gymnasts for international representation.

4.2      NPM REVIEW COMMITTEE

It is the responsibility of the NPM Review Committee to review the NPM each year to ensure the
manual is applicable for the RG community’s requirements and to make any changes that relate to the
2009–2012 FIG RG Code of Points errata released by the FIG RG Technical Committee.

The Committee is comprised of the National Technical Director, National Judging Coordinator and a
representative from each state Sports Management Committee. It is the responsibility of the state
representative to table proposals from the National Commission for discussion and feedback at the
Sports Management Committee meetings.

ARTICLE 5.      COMPETITION RULES AND PROCEDURES

5.1    PURPOSE
The FIG Code of Points and Technical Regulations provide governance for Rhythmic Gymnastics Rules
and Regulations. This competition rules and procedures provides Rhythmic Gymnastics with Technical
Regulations, Competition Rules and general information for Australia and should be used in
conjunction with the FIG Code of Points, RG National Program Manual. These documents are regularly
reviewed with the resultant clarifications and updates published on the GA website.

5.3.1   INTERNATIONAL DIVISION

AGE REQUIREMENTS
Senior International: Minimum Turning 16 in year of competition
Junior International: Maximum Turning 15, minimum turning 13 in year of competition
Level 8 International: Maximum Turning 12, minimum turning 10 in year of competition
Level 7 International: Maximum Turning 11, minimum turning 9 in year of competition

TEAM SIZES
Senior:                 Maximum of 4 with 3 scores to count           (Maximum 1 team per state)
Junior:                 Maximum of 4 with 3 scores to count           (Maximum 1 team per state)
Level 8 Junior:         Maximum of 4 with 3 scores to count           (Maximum 1 team per state)
Level 7 Junior:         Maximum of 4 with 3 scores to count           (Maximum 1 team per state)

All states are permitted to enter 8 gymnasts per division, 3 to 4 named as a team plus 4-5 individual
gymnasts.

If there are 12 or less entries the top 4 gymnasts for each apparatus will qualify for each final.
If there are 13-25 entries the top 6 gymnasts for each apparatus will qualify for each final.
If there are more than 25 entries the top 8 gymnasts for each apparatus will qualify for each final.

5.4      APPARATUS REQUIREMENTS

5.4.1    LEVELS

ROPE:       The rope should be made of a supple, firm material, between 8-10mm in thickness. The
            rope should fit the size of the gymnast, eg. With the gymnast standing in the middle of the
            rope the ends should reach her shoulders.

HOOP:       The size of the hoop should be relative to the size of the gymnast, to allow free movement
            through and over the hoop. Generally the diameter of the hoop should be at the hip of the
            gymnast. Hoops are made of plastic or wood, hollow and solid. For Levels 7-10 the hoop
            must have a minimum weight of 300 grams and have an internal diameter of 80 to 90cm.

BALL:       The size of the ball should sit comfortably in the palm of the hand. If the size of the ball is
            too small it will encourage gripping. For Levels 7-10 the minimum weight is 400grams and
            the diameter must be between 18 and 20 cm.

CLUBS:      The length of the club is relative to the height of the gymnast. Generally clubs will measure
            from the fingertips to just past the elbow of a gymnast. Clubs can be made from plastic,
            wood, rubber. For Levels 7-10 the clubs must measure between 40 and 50cm in length
            and be at leat 150gms each.

RIBBON:     The ribbons length is dictated by the height of the gymnast. The length of the stick should
            be measured from the fingertips to above the elbow of the gymnast and is generally wood
            or fibreglass. The connecting swivel should not exceed 7cm in length. For Level 7-10
            gymnasts the length of the stick must be between 50 and 60cm and the ribbon must be a
            minimum of 5 metres (6 metres fro Level 10).


5.4.2 INTERNATIONAL DEVELOPMENT PROGRAM

            between 300g and 400g.

            made from plastic, wood or rubber.

            Level 7 & 8 – the clubs must measure between 40 and 50cm in length and be at least

5.5     RG JUDGES DRAW PROCEDURE FOR NATIONAL CHAMPIONSHIPS

Judges draws are subject to the number of judges participating in a competition and their level of
qualification.

Cards representing panel positions and states / clubs are placed on the table for all members present
to view. The cards representing the panel positions are placed in one ‘hat’. Depending on the numbers
of judges present, two (2) cards per state / club are eligible for the first round of the draw. These are
placed in a second ‘hat’. A neutral member (SMC Program Coordinator / NTD / NJC) draw the first
card from the state / club ‘hat’.

A judges’ representing that state / club the draws a card from the panel position ‘hat’. Both cards are
shown to the judges present, and are recorded on an overhead / whiteboard. The judge who has just
drawn from the panel position hat then draws the next state / club, who repeat the above process. It
is not possible for two judges from the same state / club to be assigned to the same panel in round
one of the draw; therefore if a judge draws the same panel, they will be assigned the same position
on the alternate panel. If that is not possible, as the position has already been filled, the judge then
draws again from the panel position hat until a suitable position is found.

Once two judges from each state / club have been drawn, the draw then proceeds to round two. In
round two, one card representing judges per state / club with extra judges eligible for the session is
then placed in the state / club hat.

The draw proceeds as stated above, except in this case it is possible to have two judges from the one
state / club represented on the one panel, so long as they are not both judging the same assignment
eg Difficulty.

Once all the positions have been filled, the states / clubs discuss among themselves and submit the
names of the judges who will be filling duties on the panels, taking into account their level of
qualification and ability to judge as required. These names are written on the overhead / whiteboard
and verified by all judges present and the NJC.


5.6     RG NATIONAL CLUBS CHAMPIONSHIPS RULES AND PROCEDURES

The 2010 – 2013 National Program Manual, the GA National Event Entries Policy and the FIG code of
Points 2009-2012 provide governance for the Rhythmic Gymnastics National Clubs Championships.

5.6.1 SECTIONS
Division 1

ii      Category 2-5 pairs and trios – same apparatus and mixed apparatus

5.6.2   ELIGIBILITY
•   Gymnasts must be registered with their State Association
•   All gymnasts entered in the National Clubs Championships are to be registered with Gymnastics
    Australia
•   All coaches and judges are to be registered with Gymnastics Australia
•   A club may enter:
    • More than one pair in any category
    • More than one trio in any category
    • More than one group in any category
•   A gymnast may:
    • Enter pairs and trios competition within the same category.
    • Is permitted to enter both same and mixed apparatus routines within the same category.
    • Is not permitted to compete in more than one category/Section in pairs and trios
    • May only compete in one group per category
    • May enter more than one category in groups
•   Gymnasts may compete in a higher level division than their registered level but they must remain
    in that Category for the duration of the competition
•   The highest level of any single gymnast within a category routine determines the division of entry
•   Substitute gymnasts are permitted. A doctor’s certificate for the withdrawal of a gymnast is
    required. In case of an emergency, duly confirmed by an official doctor, a gymnast named for one
    of the Category exercises who is ill or injured, may be replaced by another gymnast. The
    replacement gymnast for a pairs exercise cannot be a member of another pair within that
    category. The replacement gymnast for a trio exercise cannot be a member of another trio within
    that category. The replacement gymnast for a group exercise cannot be a member of another
    group exercise within that category.
•   Apparatus for groups will be as per National rotation according to the year
•   Please note: Senior Group
         Each club may enter a minimum of 5 gymnasts and a maximum of 6 for the total program of
         Grade VII (only). In the case of 6 gymnasts, the gymnasts of the group are to be named for:
             • The 2 exercises of the program
             • One exercise and reserve for the other i.e.. reserves must be different for each exercise
    • A nominated reserve gymnast for Categories 4-Senior International will be allowed, and must
         compete in one of the two performances. If one of the nominated group gymnasts, or the
         reserve fails to compete in one of the two performances, medical certification will be required.

    Note: Junior group may not nominate more than 5 gymnasts for an International Event, this ruling
    only pertains to National Competitions.


5.6.3   JUDGING
•   According to the 2010-2013 National Program Manual and the 2009-2012 FIG Code of Points.
•   No protests will be accepted. The judge’s decision is final.
•   A National Clubs Championship competitor will not be eligible to judge at that said competition.
•   Ties can be broken in the following order:-
        Average of all execution scores (including the highest and lowest)
        Higher composition.

5.6.4   AWARDS

•   An award will be made for the overall champion club based on points awarded as follows:
•   A club’s best six placing from any of the divisions (Cat 1-5)

ARTICLE 6.      AWARD GUIDELINES

6.1     AWARDS

The following RG Sport Awards will be awarded each year:

International   Senior Gymnast
                Junior Gymnast
                Coach (one coach selected from Junior or Senior)
National        Level 7-10 (Awarded at National Championships)
                Coach (one coach selected from any level)

NOP Official of the Year

Special Recognition Award

6.2     PROCESS

The RG Commission will request nominations from State Associations via the Technical Bulletin.

State Technical Committees may nominate gymnasts, coaches, and officials for awards.

The RG Commission will be the Selection Committee. The Selection Committee is required to make
final recommendations to the Gymnastic Australia Board meeting in January.

6.3     SELECTION GUIDELINES

The selection guidelines are detailed below:

Gymnast
      • Results of competition performance throughout the year
      • National Championships (Senior, Levels & Clubs)
      • International Competitions
      • History or achievement over a number of years

Coach
        • Active involvement in State/National coaching activities
        • Involvement in coaching State teams
        • Gymnast performance at competitions
        • Team performance at competitions

Judge
NOP Official of the Year
      • Active involvement in State/National judging activities.
      • Involvement in judging education
      • Judge at national/international competitions

Special Recognition Award
        • Actively involved in the Rhythmic Gymnastics community
        • Be involved as a volunteer at events, workshops etc

6.4     STATE ENDORSEMENT

All state nominations must be endorsed by the Director of the State Gymnastics Association.

6.5     COMMISSION ENDORSEMENT

The award winners selected by the RG Commission must be ratified by the Gymnastics Australia Board
prior to presentation of the awards.
