ICT Profile:
Internet:

A VSAT-based Internet hub has been established by the national telecom operator, SOTELMA, and
five private Internet service providers Bintta SA/MaliNet, Cefib, Datatech, Afribone Mali and
Spider. They were selected following a call for offers from SOTELMA. The top-level domain for
Mali, .ml is also managed by SOTELMA.

Telecommunications:
The Ministère de la Communication is ultimately responsible for the telecommunications sector.
The PTO - Société des Télécommunications du Mali (SOTELMA) is both the regulator and the
sole operator in the sector, however it is answerable to an 8 member Conseil d'Administration
which includes the Ministère Chargé de la Défense Nationale, Ministère Chargé de l'Administration
Territoriale, Ministère Chargé des Finances, Ministère Chargé de l'Urbanisme, Ministère Chargé de
la Communication and the Ministère Chargé des Affaires Étrangères..

SOTELMA also provides a cellular phone service.

Mali has one of the least developed telephone networks in Africa but SOTELMA has embarked on
an extensive modernisation programme.

Communications costs:

Bintta. Dialup Internet. 14 hours a month: subscription - 25 000 FCFA/month, 3 000FCFA per
additional hour. 40 hours /month: subscription - 50 000FCFA/month, 2000CFA per additional hour.
Unlimited access- 70 000 FCFA/month.

Local calls cost 0,85 FF for the first minute and 0.85 FF / 3 minutes thereafter - 2.82 USD/hour.

National ICT activities:

There is no formal national policy on ICTs, national information infrastructure planning or
scientifique and technical information networking. The ministère de la Culture et de la
Communication is responsible for national policy on telecommunications, libraries, archives and
documentation centres. Due to the low priority given to the public financing of documentation and
other information centres, very little indigenous investment has taken place in ICTs and most of the
activities in this area have been financed through internationally assisted development projects.
There are no universities as such in Mali, instead there are a number of institutions of higher
education specialising in various fields, responsible to the Direction nationale de l'enseignement
superieur of the Ministere Education Nationale:

The Centre National de la Recherche scientifique et technique has had plans to use the Internet to
establish a network of researchers for some time, and the World Bank has a programme in Mali to
support networking of NGOs.

The Cabinet du Ministre des Enseignements secondaire, supérieur et de la Recherche
scientifique's Centre d'études, de documentation et de recherches historiques 'Ahmed
Baba' (CEDRAB) has established a scientific history of Africa. Its mission is to preserve the
heritage of the Niger basin.

The Centre régional d'énergie solaire (CRES) promotes the introduction of renewable energy use
in rural areas in the countries of the region. With the help of IDRC it has established electronic
databases and documentation units in member countries to assist in the diffusion of relevant
information.

The École nationale de médecine et de pharmacie de Bamako operates a HealthNet node.

SITA provides most of the data connections for the large corporate sector.

ACCT's AfriNet project has supported the installation of a web server at the PTO's national Internet
hub and content for it is under development with support from AfriWeb. It is expected that there will
be an emphasis on distance education.

A pilot telecentre project is being developed in Timbuktu with support from UNESCO, IDRC and
ITU.

The Réseau sahélien d'information scientifique et technique (RESADOC) was established by the
Institut du Sahel, an agency of the intergovernmental Comité permanent inter-États de lutte
contre la sécheresse dans le Sahel (CILSS).

ACCT has established the Réseau d'échanges documentaires informatisé (REDI) on national
languages in West Africa in Bamako.

The Centre de documentation de la Direction nationale hydraulique et énergie participates in a
regional information and documentation network on the management of the large rivers (Gestion des
grands fleuves) and is the focal point for bibliographic data, for which it is planning a database.

A public reading network is coordinated by the Centrale de lecture publique (CLP) under the
Division du patrimoine culturel within the Direction nationale des Arts et de la Culture. The
French Embassy in Bamako has supported its development.

The PTO operates the Ecole nationale des postes et telecommunications.

ICT training companies include: Conseil Informatique, Association Centre Djoliba Hommes et
Développement; Centre d'Études et de Formation en Informatiques et Bureautique (CEFID), Cita-
Informatique, Gmi, Tata-Informatique, Wacom-Informatique and Datatoch.

The sole operator in the sector. SOTELMA also provides a cellular phone service, an X.25 data
facility and is one of the few PTOs in Africa to have made its telephone directory available on the
web. A VSAT-based Internet hub has been established by Sotelma in partnership with four private
Internet service providers.

The top-level domain for .ml is also managed by SOTELMA and there were about 27 subdomains in
Sept 2000.

provides digital links to the four major towns Gao, Tombouctou, Kidal et Kéniéba in the north and

Réseau sahélien d'information scientifique et technique It was established by the Institut du
Sahel, an agency of the intergovernmental Comité permanent inter-États de lutte contre la
sécheresse dans le Sahel (CILSS). While operating as a decentralised network, RESADOC will
assist the Institut du Sahel to co-ordinate and circulate relevant research in the region with a hub in
Burkina Faso.
