1 GENERAL QUESTION AND ANSWER SESSION
3 Q. THOM ROBINSON, PO Box 9,
4 Morristown, 37815. Mine is a general design
5 question about the bridge going over the
6 interstate. I know that it was suggested and
7 incorporated in the exit 4 rebuild, that the bridge
8 rebuild would be constructed to allow in the future
9 six lanes of interstate, three lanes each way. In
10 other words, enough room so that say, 10, 15 years
11 from now with six lanes going each way, you
12 wouldn't have to go back and rebuild the bridges at
13 that time. Is that also the case with this bridge,
14 will it allow for six lanes?
15 A. MR. RAHMAN: I think here we
16 have not considered that, but that is a good
17 question. We are going to, I am going to request
18 that structural design to look at that. Good. Any
19 other questions?
1 Q. MS. WOODY: It seems from the
2 schedule you give us that this will not begin...
3 GENTLEMAN: Your name, please?
4 MS. WOODY: ...before
5 approximately January the 15th of 2008, that's an
6 awful long time to wait, and I wonder how long the
7 schedule, how long will it last once it's started,
8 how long will it take to build? Because there is
9 so many people being injured severely, and so many
10 lives have been taken at this one particular spot
11 in front of the Holiday Inn. I am one of the
12 survivors, and I am very concerned. I almost lost
13 my life there. In January, I am sorry, yeah,
14 January the 20th a lady was hit in the same spot.
15 She lived four days. She wasn't as lucky as I was.
16 I am just very concerned that there are so many
17 lives lost there and so many lives have been
18 crippled up, and if there can't be a temporary
19 traffic signal put there, with a left hand turn
20 signal, and it would, it would save all these
21 severe injuries and deaths. So why can't we get a
22 temporary light put there, because it looks like we
23 will be waiting three years before this is
24 finished. And there is going to be a lot of lives
25 lost there in the next three years. And I think
1 something should be done about it, while we are
2 waiting, to get all of this property taken over and
3 get started. You know, you are looking at 20 more
4 people getting killed there in the next three
5 years. Every month or two, there is one or two
6 people killed. That's too many lives to be lost
7 over a careless, I wouldn't call it a ramp, it's
8 not a ramp, that little cross-over, two small cars
9 can fit in there. When somebody comes down, if
10 they want to make the turn and you are sitting
11 there, well, that's too bad. They just come on in
12 and hit you and knock you right back on unto 25-E
13 North, and they go through. That's what happened
14 to me. The man that hit me, he run. He tried to
15 get away, but his air bags come out and stopped him
16 on top of the bridge, and I consider myself very
17 lucky, just the grace of God that brought me
18 through it. It needs to be finished before so many
19 more lives have been lost there. I wished we had,
20 I wished we had Police Commander Overholt here to
21 share the stats with us. Perhaps he could tell you
22 how many people has been killed there. You would
23 be amazed.
24 A. MR. RAHMAN: May I have your
25 name and address?

2 that, your name and address?
3 AUDREY WOODY, Newport. That's
5 A. MR. RAHMAN: Well, I guess
6 your question was how long it is going to take to
7 construct, number 1. Number 2, you want a
8 temporary traffic signal there. Number 3, the
9 existing condition is unsafe. Am I right?
10 MS. WOODY: It's very unsafe.
11 MR. RAHMAN: Okay. Because the
12 existing condition is unsafe, that is why we do
13 modify the interchange. Regarding how long it is
14 going to take, we actually cannot give you that
15 answer right now. The way it works is, the design
16 division prepares plans and gives them to the
17 construction division. They are the ones who, who
18 invite the vendor, and then they are the ones who
19 selects the contractor, and they are the one who
20 selects the time for the project to be built. So
21 right now actually I cannot answer that question,
22 but I will be in touch with the construction
23 division to give you some information, if I can, on
24 that. Regarding signals, we have stated here,
25 shown here that our signal section is going to look
1 at if there is a warrant for signals in that area.
2 If there is a warrant, we are going to put a
3 permanent signal there. For the temporary signal,
4 we'll have to look at it and if there is a need, we
5 are going to put a temporary signal, but I can't
6 give you a commitment on that right now. If there
7 is a need, we are definitely going to put it there.
1 Q. CARL STORMS, Morristown. From
2 your plans I can't see if you are coming south from
3 Morristown, how would you access the Holiday Inn
4 and Cracker Barrell? It looks like you have taken
5 that possible route, so would you have to go all
6 the way across the bridge, and make a U-turn?
7 A. MR. RAHMAN: Well, the
8 consultant is going to answer that. He needs to
9 look at, this is a specific question, that is why
10 we say that after the general question session, we
11 are going to take that question. So you can record
12 it, but we will answer it later. Any other
13 questions? Well...
1 OLIVER FARRIS (TDOT): (Talked
2 from bleachers, not using microphone, inaudible).
3 MR. RAHMAN: Yeah, two residential
4 (inaudible), I have it on the plan, and businesses
5 it shows four, but I have a confusion on that,
6 probably it may be three. We will look at that.
7 No non-profit organizations. If any of the
8 business owners are affected, our traffic division
9 would like to take with them. Any other question?
1 Q. I am BOB RHINEHART. I am with
2 the Hamblen County Commission, and I am concerned
3 and wonder if you are planning on any type of
4 illumination out there for street lighting, to
5 lighten all that up real good. Right now it's as
6 dark as a dungeon out there, and I just wondered if
7 this improvement includes any funding for street
9 A. MR. RAHMAN: That's a good
10 question. There will be lighting of this corridor.
11 I have seen existing lighting there on that side.
12 When we add a lane there, I guess, those traffic
13 lights are going to be affected. But there will be
14 lighting on this project. I am trying my best. If
15 you do not understand, please tell me and I'll
16 repeat it. Any other questions? Well, then we are

1 Q. HERB HEINZE: My name is Herb
2 Heinze. I am from Greeneville. The address is 315
3 Snyder Lane, and I'd like to speak to the exit from
4 I-81 to 25-E, which is exit 8, and if you are to
5 make a left turn to go to the Walter State Expo
6 Center, you are taking your life into your hands,
7 and all the people that come from Elizabethton,
8 Kingsport, Bristol, Virginia or Jonesborough and
9 Greeneville, all those communities bring people
10 into the Expo Center, and they are taking their
11 lives in their hands at that intersection. We do
12 need lights there.
1 Q. MR. GRIFFIE: My name is Dale
2 Griffie, my address is 1830 Pembrook Drive,
3 Morristown, Tennessee. I have a question on behalf
4 of the Volunteer Fire Department, South Hamblen
5 County. We have all the accidents and everything
6 that happen on the interstate from approximately
7 mile marker 7 to mile marker 17 and a half. My
8 question concerns access to the interstate on exit
9 8 while the construction is going on. Will the
10 ramps and the access to the interstate be closed,
11 therefore, forcing us to go to exit 12 to have
12 access, or will we be able to access at exit 8 in
13 case there is an accident on the, around exit 8.
14 If we have to go to exit 12, it's going to greatly
15 increase our response time which, therefore, could
16 cost lives and injuries that we might have could
17 prevented. Thank you.
