1. Welcome:
Phil Jarvis provided an introduction and welcome to the HDSAA.
2. Presentations:
Phil Jarvis described how we are a partnership based group of
local sports volunteers, clubs and employees from various
organisation including Harborough District Council, Leicester-Shire &
Rutland Sport, Voluntary Action South Leicestershire and Serco
Leisure. The HDSAA receives funding from Leicester-Shire and
Rutland Sport and with contributions from partners we aim to
develop and improve opportunities for sport and physical activity in
the Harborough District. We work with sports clubs, facilities and a
wide range of other organisations to develop sport.

Mike Wood gave a presentation regarding his successes in sailing
as the 2007 Gul Topper World Champion. Mike continues to sail with
the RYA and hopes to continue successes in different classes with
aspirations for future inclusion in future Olympic squads. Mike
received a small grant from the HDSAA which was used to fund his
trip to Lake Garda in Italy where he won the World title. Mike would
like to continue to receive support from the HDSAA in terms of
funding and information and advice regarding opportunities to assist
him towards future successes.
Marianne Boyle provided an introduction to the Active Together
project. Marianne is one of 11 Physical Activity Co-ordinators who
are working throughout Leicestershire to increase participation in
sport and physical activity. The HDSAA has enabled Marianne to
network with a range of important local partners and promote
Active Together to the wider community. The Active Together
project is keen to work with sports clubs and coaches to develop
and extend opportunities for participation.
Steve Conway is the link officer from Leicester-Shire and Rutland
Sport (CSP). Steve described how the HDSAA is best placed to meet
local need and deliver on the priorities for the development of sport
in the District. The HDSAA works with the CSP to develop sport with
our partners including schools, clubs, NGB’s and facilities.
Jo Elliott is the Health Promotion Officer at Harborough District
Council and links with the PCT to promote healthy lifestyles. Jo
leads on the Healthy Harborough Walking initiative and is also
involved in the Active Lifestyle Exercise Referral scheme.
Val Dunton represents Market Harborough Swimming Club as a
volunteer and also work for Leicestershire County Library Service.
Val benefits from the support that the HDSAA can provide local
sports clubs and the contacts from partner organisations.
Dean Barnett represents Welland Valley Cycling Club as a
volunteer and runs the Whizz Kids sessions at Welland Park in
Market Harborough. Dean benefits from the support of the alliance
in terms of contacts with Harborough District Council in terms of
facilities and facilitation of the clubs activities.
3. Group Research
Attendees divided into three groups and discussed how we can all
work together more effectively. Each group discussed what
individuals do, how the HDSAA can help / support them, what they
can give the HDSAA and their limitations.

What people do:
A wide range of organisations and interests are represented by the
group including, clubs, facilities, Harborough District Council, VASL,
School Sports Partnership and the CSP.
How the HDSAA can help:
The HDSAA can support individuals and clubs by providing a
network of contacts in organisations that can support the work and
development of clubs and providers of sport in the District.
Information, advice and financial support regarding coach education
can be provided by the HDSAA. Information and links to funding,
schools and sports administration are all provided by the HDSAA.
Through the web site and its network of partners, promotion of
sport and physical and activity can be provided by the HDSAA. The
development of school / club links can be supported. The HDSAA
can act as one voice and lobby for sport and physical activity in the
Harborough District.
What people can give the HDSAA:
The groups can provide opportunities for participation and
development in sport. Individuals can utilise their contacts to
promote the work of HDSAA and raise awareness through providing
information to the wider community. The knowledge of individuals
can be utilised to ensure the HDSAA is making the best use of
resources and providing a good service to the community. The
group can provide their time and expertise in kind (limited).
Successful athletes can act as ambassadors to promote sport and
inspire other to participate and develop in their chosen sport.
Access to a wide range of facilities and activities (including
coaching) can be provided by the group.
What people can’t give / limitations:
The main limitations of the group include time, resources (people)
and funding. This is due to the capacity of many groups and the fact
that many people are involved with sports clubs in a voluntary
capacity.
4. Action Planning:
Suggestions were made under the following headings for the
development of sport and physical activity in the Harborough
District:-
Communication:
- Encourage people who used to be involved in sport to assist
with the administration and delivery of activities – HDSAA /
VASL / SSP could support by promoting opportunities.

- Raise the profile of sports club training, recreational sessions
and matches. Club to provide have a go sessions – HDSAA to
promote on web, to network and in club directory.
- More events and signposting for results service – HDSAA to
attend community sports events. Results service to be
promoted.
- Raise awareness in schools and to pre school ages of benefits
of sport – HDSAA to work with SSP to promote sport and
active lifestyles.
Young People:
- Run an event using Harborough Leisure Centre and
surrounding sports clubs as a fun day – HDSAA to work with
leisure centre and clubs to plan event for 2008.
- Fun / taster events to be organised with local sports clubs for
all community and provide inclusive activities for disabled
people – HDSAA to support clubs to organise events and
promote to network and on web.
- Links to be provided to other clubs for informal competition /
friendly’s – HDSAA to promote all clubs in directory and
facilitate the organisation of competitions / matches.
Active Together:
- Encourage parents to join in rather than spectating – HDSAA
to support clubs to organise and promote family / children’s /
adult’s sessions.
- Classroom / theory based training – HDSAA to promote
venues for class based session and provide contact details for
trainers / coaches.
Club & Coach Development:
- Support required to run coaching courses – HDSAA to liaise
with clubs, NGB’s and CSP to organise coach education as
required by clubs.
- Transport required for water based activities – HDSAA to
assist clubs / groups to apply for funding to assist with
transport for water based activities (Welland transport and
accessibility fund).
- Need to plan and fund coach development to meet changing
need / resources of clubs – HDSAA to provide grant support
and information regarding funding and coach education.
- Help and encouragement for officials – HDSAA to support
training of officials and provide information regarding funding
for costs.
- Better rewards for coaches – Coaches to be recognised for
their efforts – Nominate coaches for awards and access
funding to pay coaches.
- Better profile for volunteer coaches – Volunteers to act as
ambassadors and role of volunteers promoted / supported by
VASL / HDSAA / SSP / CSP.

- Red tape in club administration – HDSAA to provide
information regarding requirements of clubs and assist with
club accreditation / development. VASL can support with
‘Facts and Figures’ project.
Community Sports Development:
- More inclusive relationship between local clubs rather than
just competition – HDSAA to support local club development
groups with NGB’s. Forums could be established if need
established.
- Venues available to club use – HDSAA promote facilities on
web.
Equity:
- Provide inclusive sports club – HDSAA currently working to
establish club at Harborough Leisure Centre for early 08.
- Clubs able to offer inclusive opportunities – HDSAA to
signpost and support coach education in relation to inclusive
sport.
5. Celebrating Success:
Local sports champions and club representatives presented
regarding their achievements and how the HDSAA has provided
support.
George Atkins: George won a gold medal in cycling at the 2007
Youth Olympics in Belgrade. George also received recognition at the
Harborough Mail Sports Awards where he won both the Sports
Personality of the Year and Young Sportsman of the Year awards.
George has received funding from the HDSAA which helped him to
attend training and competitions. He hopes to continue training and
competing for Great Britain and remains hopeful for success at a
future Olympic Games.
Jeanne Freeman: Jeanne is a School Sports Co-ordinator at
Lutterworth College and is involved with coaching and running
Lutterworth Ladies Hockey Club. Jeanne received recognition for her
dedication to sport when she was awarded the Unsung Hero award
at the 2007 School Sport Matters awards. Lutterworth Ladies
completed a PESSCL project with 11 primary schools in the
Lutterworth area. Funding was secured with the support of the
HDSAA, CSP and SSP.
Tom Owen: Tom trains and competes in Windsurfing in the Great
Britain Regional Zone Squad and hopes to continue to be selected
for the National Squad and to compete against other countries. This
could provide Tom with an opportunity to compete at the Olympics.
Tom requires support for his schedule of training and racing and has
submitted an application to the HDSAA for support.
Margaret Baldwin: Margaret is involved with running the
Leicestershire Scouts Sub Aqua Unit (LSSAU) and presented

regarding the achievements of Chris Goodfellow. Chris received a
grant from the HDSAA earlier in the year which enabled him to
attend a training course for dive leadership in Scotland. Chris is now
continuing his training and hopes to pass on his skills and
knowledge through teaching others to snorkel and dive. LSSAU run
regular sessions at Lutterworth Sports Centre and have a range of
equipment for teaching scouts to dive in the pool and open water.

6. Next Meeting:
We are keen to increase the number of people attending HDSAA
meetings to ensure the needs of our active and sporting community
are addressed. We hope that volunteers and representatives from
local clubs can attend our meetings.
The next HDSAA meeting is due to take place at Harborough Leisure
Centre on Monday 18th February, 6.30pm at Harborough
Leisure Centre. Please can you confirm if you are able to attend.
