Color TV Tube
Production Thailand’s production of color TV tubes in 2000 expanded in line with the mounting production volume of color TV sets. However, in the last quarter of 2000, the purchase orders of TV sets from such export market as the US dropped sharply due to the US’s economic slowdown, resulting in oversupply of TV tubes. The producers thus scaled down production. The proportion of local sales and exports of TV tubes is 40% and 60% respectively.

Currently, the two local producers, Thai CRT Co., Ltd. and Toshiba Display Device (Thailand) Co., Ltd. (TDDT), produce only tubes for medium-sized original screen TV (14”25”). Tubes for larger than 25-inch screens are still to be imported. As the flat screen TV now gains increasing popularity, the producers plan to manufacture tubes for the flat screen TV within the next one to two years. Besides, considering a still small local production of the flat screen TV, they intend to sell their tubes both locally and overseas. In 2000, the producers embarked on expansion projects as follows:

Color TV tubes and 2.15 million color display tubes tubes
TDDT obtained promotional privileges from the Board of Investment for production of color TV tubes, entirely of the medium size of 14”-25”, and color display tubes, with the production base relocated from Japan. The reasons why large-sized tubes are not produced locally are because the production is capital intensive and high-tech and the medium-sized screen TV remains more preferable in the target markets both at home and overseas. Distribution As tube is the most important part of a TV set, its sales depend mainly on distribution of TV sets. The demand for TV tubes during the first three quarters of 2000 flourished until the fourth quarter when the economic woes hit the Thai leading export markets such as the US and Japan. Hence, purchase orders of TV sets from the export markets sharply contracted, relatively resulting in a decline in demand for TV tubes.

Imports Imports of TV tubes largely outpace exports in each year. In 2000, Thai imports of TV tubes totaled US$ 1.197 billion, up 28% from the preceding year. Major importing sources are Malaysia from which Thai imports were worth US$ 382.5 million, sharing 32% of total Thai imports, followed by South Korea and Japan each constituting 21% of the total import value. In the first six months of 2001 (Jan-Jun), the imports of TV tubes amounted to US$ 385.2 million, a 27.2% year-on-year decrease in line with a slowdown in exports of TV sets. The imports of TV tubes are on a rising trend, particularly from such Asean members as Malaysia and Singapore which are the production bases of the world’s large TV tube producers. Among them is Sony which built a plant in Singapore to produce tubes for export to Malaysia, Thailand and Japan. This is due to the tax privileges enjoyed under the AFTA, whereby taxes imposed among member countries are to be reduced to 0%-5%, effective since 2000. As a result, the import duty on TV tubes now falls to 5%, from the earlier 10%.

Exports Thailand’s exports of TV tubes in 2000 totaled US$ 320.3 million, up 25% from the preceding year. In this industry, however, Thailand has registered a huge trade deficit because of the following factors: 1. Lack of production of larger than 25-inch TV tubes and tubes for flat screen TV. 2. Reduction of import duty on TV tubes from original 10% to 5% since 2000. 3. Foreign producers’ policy on import of tubes from affiliated companies. China is the most prominent export market of Thai TV tubes, with export value of US$ 84.10 million or 26% of the total exports, followed by Malaysia and Hong Kong sharing 23% and 17% respectively. It is noticeable that the exports to China witnessed a vigorous growth in the recent few years as China has become an attractive production base where several foreign TV set producers have expanded investments for local sales and export. Recently, Toshiba has decided to move its production base of color TV sets from Japan to China to cut down production costs in preparation for the expected keener price competition. After such plant relocation, already completed in March 2001, Toshiba’s production capacity in China is scaled up from 1 million sets to 1.5 million sets/year. Tube exports in the first six months of 2001 were valued at US$ 115.9 million, a 23.8% year-on-year fall owing to economic stagnation of the world’s large importer such as the US. The exporting countries thus had to lower production, resulting in a drop in demand for tubes.

Future Trend Thai TV tube industry must concentrate more on exports to compensate for the domestic market where the demand is likely to decrease. This is because the higher production cost of locally made TV sets, compared with the import items, puts the Thai TV industry at a disadvantage against foreign competitors, especially those from Asean. Some producers have to close down or relocate production base to other lower-cost countries such as Indonesia, China, Vietnam, etc. The local demand for TV tubes has slipped accordingly. Another negative factor is the lower import duty on tubes which will prompt the producers to import. As a consequence, the local production and sales of TV tubes have been beset with fiercer competition. As a measure to encourage a continued growth of this industry, taxes on steel and plastic for the color TV industry should be cut down to be competitive against imported goods. Moreover, Thailand should set a standard of imported tubes to prevent cheaper tubes of low quality from seizing market shares from the domestic producers.
