           CONCLUSIONS OF THE EVALUATIONS

   The Ministry of agriculture and rural development is
    currently facing several challenges and the new
    minister is lauchning an ambitious program aiming
    at improving food security and making agriculture
    become a more significant actor in the national
    economy,
   In this context, he is adopting a new results-based
    management approch but strongly believes that this
    program     cannot    succeed   unless   that   the
    departement is equiped with sound information
    system that would help him and his staff efficently
    manage it.

         It’s necessary to elaborate statistical master plan

         Main objectives of the development
            of the statistical master plan
NB: The statistical master plan incuding the design of an
   information technology system for the agricultural statistics
   and the capacity building of the implementation of his plan.

Main objectives:
1.   Facilitate the processus of developing a National
     Strategy for the development of Agricultural
     Statistics(SDSA en french), (World Bank),
2.   Support    capacity    building at  direction  of
     Agricultural  statistics and informations system,
     (World Bank).
3.   Implementation of databases on the size(format) of
     country stat (FAO),
4.   Action plan of capacity building with ONS and CNS.

            National Strategy for the development of
             Agricultural Statistics(SDSA en french)

1.   Summary description of activities of SDSA:

•Preparation of road map and submit it to the management of
Ministry and the National Office of statistics(ONS),

    • Review of prior diagnosis of the system. The synthesis
    évaluation document will be discussed during avalidation
    woorkshop to wich donors and key stakeholder will be invited,

    • Elaboration of the strategy for the development of the
    agricultural statistics. A validation workshop with the ONS, hhe
    National Concil of statistics(CNS en french), and with the
    participation of all the stakeholder,

    • Elaboration of the Action and financing plans. These plans will
    be an integral part of SDSA and as such will be validated by the
    Government,

         Statistical capacity building

Summary description of activities:
• Improving Macro Economic Indicators and
  the Agriculture Economic Accounts Matrix,
• Model Tools      for           Agricultural               Production
  Forecasts,
• Establishment of Data base on Agricultural
  producer Prices,
• Food availability and Balance accounts,
• Sampling and Forecastig techniques,
• Strategy   for           Information                      Technology

           COUNTRY STAT ALGERIA

   To harmonize internally the different data streams
    they have and facilitate analysis and reporting,

   To harmonize with other national agencies

   To harmonize internationally,
   Move progressively from a purely agricultural
    approach  to   a  rural development/poverty
    approach,

   To get all data into relational databases,

   Increased use of metadata and standards.
