In order for local education agencies to meet requirements as set forth in North Carolina
General Statute § Article 8, Part 3A 115c-102.6C-A, each section of the plan must
include at least one strategy or objective that addresses the following:

NC public schools will produce globally competitive students.

Vision

Historically, physical education classes consisted of one student holding the bat while all
of the others watched. Now everyone holds a jump rope and they all participate. That
same change has come in technology. When there was only one computer, a few
students used it while others watched; now there are many computers and many
opportunities for all students to be actively involved in using what has become a digital
necessity. The vision of New Hanover County Schools is to use the technology now
available to teach students and prepare for new innovations as they quickly come.

Information Explosion
With the current rate of scientific knowledge doubling every five years, the world
students will inherit provides a challenge, but also an opportunity. Students must be
prepared to acquire information, analyze and synthesize it, and then apply it to their
world. Critical thinking skills and cooperative collaboration will prepare them for a
world that is changing more rapidly than most adults can imagine. Fortunately,
technology provides tools to gather, assimilate, and use information, tools that spark
student interest. The goal of a technology plan is to provide access to the digital world
and prepare students to be digital world players.

Reliable Network and Peripherals
Technology is useless unless it works. One goal of a comprehensive technology plan is
to provide stable networks, powerful servers, quick retrieval, and reliable support. As
hardware evolves, knowledgeable professionals need to evaluate it and merge it into the
systems already in place.

Plugged in Kids
Pundits often refer to today’s students as “plugged in.” Students today are plugged into
MP3’s, cell phones, laptops, and gaming systems. They use graphing calculators to
complete their Algebra and CAD systems to plan the new entertainment center for their
bedrooms. They practically live on social networking sites like MySpace and Facebook.
For many of them, technology can be the hook that catches their interest. It provides an
avenue of creativity that combines art, music, literature, and mathematics. For a
generation that expects instant gratification, technology provides the venue to create,
produce, edit, and modify their work without the mindless hand copying that was
required of previous generations.

Digital Divide
As technology has become integral in homes and businesses, the digital divide has
unfortunately widened. Schools are the best and most efficient place to provide access to
technology that many students cannot afford in their homes. If students do not finish
school with the information skills they need to be productive members of society, they
may never escape from the poverty into which many of them were born. In spite of
extensive efforts to narrow the achievement gap in New Hanover County Schools, there
was a twenty percent difference between NHCS Caucasian and African American
students on the Grade 3-8 End-of-Grade Reading proficiency scores in 2001 that

narrowed to twelve per cent in 2005. That improvement is telling but any difference will
continue to sap the strength of this country if it is allowed to continue. Plentiful
technology that is freely available to students helps bridge that gap by providing many
different tools to learn the same concepts, ultimately improving their achievement.

ESL
New Hanover County has also become home to a wide variety of students for whom
English is a second language. Bilingual software and Internet access in other languages
can help students to continue to learn in their native languages while they acquire
English.

Students in the 21st Century need to be bright, flexible, creative, and adaptable to keep up
with the world they will inherit. The staggering rate of world change they face will
consume them if they do not know how to flex their mental muscles and adapt their
behaviors. Fortunately, students embrace this kind of change. It cannot happen soon
enough for them.

Current Situation Narrative

New Hanover County Schools uses technology to foster globally competitive students by
facilitating the delivery of the standard course of study, providing access to high quality
information and tools, evaluating student performance and achievement, and redirecting
learning opportunities through differentiated instruction. New Hanover County Schools’
key technology programs that support student achievement are as follows:

   o Online collaboration opportunities
   o Graphic tools for learning
   o Integrated hand-held technologies
   o Wireless access
   o Interactive white boards
   o Multimedia integration
   o Broadcasting
   o Benchmark testing applications

The district currently uses multiple methods to assess and benchmark student
achievement beginning with preschool. Palms are used to gather formative data about
student readiness in our preschools using tools such as the LAP 3 and Ready Set Grow.
In our Elementary schools, handhelds are used to gather formative data with programs
such as TPRI, Dibels and Reading 3D. Star Testing and SRI are used at the Elementary
and Middle school levels for the same purpose. Our Career and Technical Education
teachers use VOCATS testing to analyze student performance by objective.
Diagnosticians and school psychologists utilize computerized scoring programs to
analyze testing data for development of specially designed instruction. Finally, NHCS
uses online benchmark testing in reading and math beginning at the Elementary School
level to gather data for improving instruction.

NHCS implements the IMPACT model to various degrees in individual schools. The
secondary schools provide flexible access both in the media centers and computer labs,
while a more structured environment is used in the elementary setting. NHCS provides a
certified computer resource teacher at each middle and high school, and a classified
technology assistant at each elementary school. In addition to the assistant, two of our
magnet elementary schools have a certified computer resource teacher. The identification
of an instructional technology contact at each elementary school serves to encourage the
advancement of globally competitive students by providing technology integration
strategies for classroom teachers.

New Hanover County Schools currently provides varying assistive/adaptive technology
opportunities for their students. In our maximum service special education classrooms
we have established standards for assistive technologies and provided each of the
classrooms with the equipment and curriculum materials. Further software is available
county wide for all students through system wide licenses for addressing at risk, ESL and

mild to moderate disabilities, whether temporary or permanent. At the system level we
provide support through a web-based database for staff and community to checkout
equipment to provide access for all students.

On average there are five computers per classroom with one of the five being
designated as a teacher station. In addition, each elementary school has one fixed
computer lab. The middle schools have at least one computer lab; three of those have
additional labs. New Hanover County Schools also provides two, one to one initiatives
through Early College opportunities in conjunction with Cape Fear Community College
and The University of North Carolina at Wilmington. One hundred percent of NHCS
classrooms have Internet access. Distance learning opportunities are available through
an online credit recovery program and through the North Carolina Virtual Public High
School. Digital resources are made available through school websites, the district
website, and district-purchased subscriptions. Staff development is offered to support
the integration of these resources into the curriculum.

and produce active members of a 21st century global society.

Current Situation Narrative


Presently, New Hanover County Schools integrates technology into professional
development opportunities via resources such as DPI resources, interactive whiteboard
software, free online resources and productivity tools, and GPS technology. Along with staff
development specifically on these resources, educators are encouraged to utilize technology
tools in daily instruction. Specialized software and hardware training as needed and follow-
up support are provided by the following people:

        • Media Support Specialist

Evaluation is an integral part of all staff development. After completing a workshop,
attendees are e-mailed a reminder to complete and online evaluation form. To ensure that the
evaluation is completed, credit is not awarded until the evaluation is submitted. The
evaluation data is used to assess the effectiveness of the training and plan future staff
development offerings.

In recent years, Formative assessment has been a focus in New Hanover County Schools.
The following trainings have been offered for teachers and administrators: using
handhelds for Dibels assessment, ClassScapes, and using pivot tables.

Central Office has two, fifteen-station computer labs which are used solely for staff
development. All school computer labs are available for staff development during planning
periods and after school hours.

The certified employees of NHC schools must complete ten hours of technology staff
development per certificate renewal cycle. Each year, teachers are asked to complete an
anonymous self assessment on technology skills as well as a survey on desired staff
development opportunities. Both of these help guide the planning of technology professional
development for the subsequent school year. To ensure adherence to ethical and professional
standards, all employees sign an acceptable use policy and are expected to follow related
board policies.

Current Situation Narrative

Technology is an integral part of creating an educational environment that encourages
good health and personal responsibility. Technology touches students’ lives every day in
a myriad of ways one might not normally consider. Technology helps determine what
children eat, the safety of their learning environment, and thus their level of achievement.
Information is the catalyst that drives our safe schools, nutrition, and student support
programs.

Safety monitoring technologies are in place to secure New Hanover County Schools.
Twenty-three elementary, two middle, and two high schools have keyless entry door lock
systems which provide access only with a special badge. The X-One program is used to
check tardy students into school and departing students when they leave early, thus
maintaining an accurate record of all students on campus. Staff at all schools and all high
school students are required to wear ID badges while they are on campus. Two high
schools currently have video surveillance systems to increase safety. Alert Now, a
telephone dialing system, is used to relay emergency information to parents, and report
student absence. Visitors are required to sign in at the main office at all schools. Some
schools have taken safety a step further, using a photo ID system called Ident-A-Kid that
takes an instant picture and provides a photo ID on the spot for visitors. Student safety is
also supported through a data collection tool called Survey Tracker. Survey Tracker is
used to gauge student and parent perception of school safety.

Bus safety is important in any school system. In addition to the orderly implementation
of standard safety procedures, some buses, have human monitors who oversee student
behavior. Another 30.8% have video cameras to record behavior and provide evidence of
infractions. To watch for possible speeding and other unsafe driving activities, eight GPS
systems are rotated among the buses.

Technology also supports the mechanisms for assessing the needs of disruptive and
disorderly students, providing services to them and removing them from the classroom
when necessary. To assure fairness and a complete record of infractions, the NCWISE
incident module is used. With its coding system to track the time, place, and situation in
which an infraction occurs, data can be tracked and trends established, leading to plans
which alleviate problems. The NCWISE incident module is critical to collecting and
establishing the baseline discipline data of a safe and orderly environment.

In order to track student health issues, relevant information is stored in NCWISE, where
school nurses and other personnel can note immunization history, medical alerts, and
other critical information. Defibrillators, a life-saving technology, are also available at
every school.

Child Nutrition uses NutriKids Menu Planning software to support the dietary health of
students. NutriKids provides nutrient analysis of foods and develops recipes that meet
federal and state dietary standards. Child Nutrition also uses Meals Plus, a point of

sale application, which provides financial record keeping.

To teach students to take responsibility for their own actions, the school system network
has been locked down tighter than it has ever been before. Many schools, especially
elementary schools, previously used generic logins to the network and software. Those
logins have been replaced by individual logins which are password protected. Students
are allowed safe access to blogs and wikis, which are instructional and provide the
opportunity to encounter the world. It is hoped that these safe networking opportunities
can teach students the responsible way to use technology and the resources of the
Internet.

New Hanover County Schools provides a comprehensive web site with information about
policies, procedures, and links to each school site and central office department. School
web sites provide relevant information for current and potential parents and students,
including links to teacher email addresses, homework assignments, and class calendars.
To protect students, all Internet access has been filtered by Websense. Staff email is also
filtered by the Barracuda Spam Firewall. For on-campus safety, staff communicates
using walkie talkies and cell phones when monitoring students at lunch and while loading
buses. Every classroom is also equipped with a telephone for use during emergencies. In
addition, every principal has a system-provided cell phone or access, and a Palm which
contains Principalm, software that contains every student’s picture, demographics, and
class schedule.

Technology promotes communication among the various support staff who help meet the
needs of children. Mental health therapists, school resource officers, social workers,
psychologists, counselors, and administrators use email and shared databases to support
students in need and provide a safe, caring, healthy, and orderly environment.

Current Situation Narrative

Poet Robert Blake wrote “The best laid plans of mice and men often go awry.” That
statement is certainly true when discussing leadership. The best technology plan in the
world will not succeed unless there is committed leadership which is focused on
improving student learning and working together to achieve it. School leaders have
encouraged the adoption of a culture of dynamic change and collaboration. This adoption
has encouraged diverse academic thought with the ultimate outcome of improving
student learning, staff training, and administrative effectiveness.

Collaboration is one way to expand instruction beyond the knowledge and skills of the
teacher. Collaboration within New Hanover County Schools can be seen at Forest Hills
Elementary School which has a focus of “Global Awareness.” Forest Hills has embraced
this focus by sending teacher ambassadors to Japan to study their teaching methods and
create opportunities for international dialog among students from both countries. In a
similar collaboration, a teacher at Noble Middle School turned her personal trip to
Vietnam into a learning experience for her students. This teacher posted a daily blog and
used video conferencing, both Web 2.0 tools, to interact with her students about the
people and places she was experiencing.

Strategic leadership actually begins at the site level. Local site leadership has established
grade and department-level teams to address instruction and student achievement. These
groups have access to end-of-year benchmark testing data. Every school also has a
Media and Technology Advisory Committee (MTAC.) The level of activity of each
school’s MTAC varies from monthly meetings to the extreme of only one meeting during
the school year. Using testing data, and media center collection analyses, School
Improvement Teams and MTAC’s guide instruction and select materials to improve
student outcomes.

Many schools also participate in active partnerships with other instructional institutions
like the University of North Carolina, Wilmington and Cape Fear Community College as
well as corporate partners like General Electric, Intercostal Realty and other local
businesses. These collaborations have assisted individual school sites by providing
mentors and financial support, thus providing greater educational opportunities for a
variety of students.

Much of the staff development in New Hanover County Schools is done through the
Professional Development department. That team coordinates training that supports life-
long learning for teachers and administrators. Professional Development uses survey
software to poll teachers and determine what skills they most need to learn. This data is
reviewed and professional development content is based on the assessed needs. Teachers
can then browse the available course content through an online course catalog called
SchoolLink and sign up for the needed training.

A fairly recent Technology department focus drives the use of interactive tools like
whiteboards throughout the district. As a result, their use is increasing at the site level.
The department has also focused on identifying school sites that have met the early stages
of the IMPACT model, with the goal of transitioning them to later stages. In those
schools, Technology has pursued further strategic development through staff training,
primarily focusing on the successful integration of technology into instruction.

At a district level, strategic technology leadership has been driven by need, prompting
goal-oriented action committees to address specific issues. Once the goal is achieved, the
action committees dissolve.

Strategic leadership also flows from the top down. The book “Classroom Instruction
that Works” by Robert J. Marzano et al. was so influential in senior leadership training,
its use was extended down to the departments and staff county-wide. This respected text
provides a model paradigm of excellence in teaching that educators can use in the
classroom to instruct their students. It shows staff what works and how to achieve it.

District leadership created a vision, a picture of the future, a view of the skills students
need to be successful. District leadership has applied this vision by partnering with
teachers, site-based administrators, staff, and external partnerships. With this established
vision, New Hanover County Schools is evolving into an organization prepared to help
students as they become successful members of the world they will inherit.

Current Situation Narrative

21st century systems are necessary for the effective and efficient operation of New
Hanover County Schools and the instructional experience of its students. It has been
incorporated into almost every aspect of administration and instruction, driven by the
need for schools to become more accountable and responsive to local, state and federal
institutions and the communities we serve.

The Technology department is staffed with 37, divided into nine distinct teams. These
teams are:

 Each school in New Hanover County currently has at least one Technology Assistant
and/or a Computer Resource Teacher, NCWISE Data Manager. A majority of schools
also have a Media Specialist.

Technology at New Hanover County Schools is funded by a variety of sources. On
average the Technology department receives $600,000 to $700,000 in local capital
funding annually. These local capital funds are used to fund site based requests as well
as departmental and district priorities. Technology uses PRC 15 and PRC 107 state
funding to supplement a three million dollar operational budget. Members of the
Technology department energetically pursue E-Rate and other grant opportunities to
acquire funding.

Technology is ever documenting its standards for the support it provides to school sites as
well as district departments. Technology utilizes automation tools like Zenworks,
Command patch management, Ciscoworks and other technologies to document internal
system processes. Furthermore is Technology is audited bi-annually to review the
standards that the department is using. This audit is based on the COBIT methodology
and is part of the district’s financial auditing process.

This standardization of Technology has been supportive in creation of 21st century
learning environments based on the ideal of anytime anywhere computing. To provide
this ideal environment Technology has built a high speed WAN with the slowest link
speed being 10Mbps and the fastest being 1 Gbps feeding into a 45 Mbps Internet feed.
Computers on this system are secured using security software including anti-virus, anti-
spyware, patch management and hardware and software based firewalls.

District connectivity is also used as the transport student digital lockers, Google Doc’s,
Skype, Moodle, Terminal Services, email communication, video streaming as well staff
blogs and wikis. The network is also used to access NCWISE, ClassScape and other
instructional based applications.

Network services are also used to provide services that facilitate a safe and secure
environment. New Hanover County Schools has implemented a web base emergency
calling system called AlertNow that can be used by all school sites to communicate both
emergency, school, and district information.

One of the most important functions that Technology supports is NCWISE. New
Hanover County Schools uses NCWISE as its central data repository for student
information which can be tapped to populate all of the district software applications that
require student information. These software application systems include Child
Nutrition’s Meals Plus, Sagebrush Library System, Student ID System, ABC Tools,
Goalview, ClassScapes, Active Directory, E-Directory as well as internally written
software including School Choice Application program and Student Check-In Check Out.

Technology is striving to expand beyond the mandatory services that are offered to create
a computing environment that reflects a dynamic technology landscape. Technology is
actively implementing new operational protocols and improving those that already exist.
Procedures for disaster recovery, business continuation, traffic management, group policy
administration, system automation, and centralized management are in place. The goal of
Technology is to be a public utility which provides uninterrupted service and promotes
reliable and predictable applications for technology integration and collaboration.
