The local school board has actively involved key stakeholders in the development of a
district-wide four-year technology plan that includes the following key components:
•    a vision statement consistent with the North Carolina Instructional Technology Plan
     that reflects the unique qualities and strategic priorities of your local school system;
     •    the identification of the current situation, goals, objectives and evaluation of the
          core instructional and administrative components of a technology program that
          address the five strategic priorities of the Future Ready Students:

      Globally competitive students
      21st Century professionals
      Healthy and responsible students
      Leadership for innovation
      21st Century Systems;
•    a staff development and training component that reflects a budget of 20 to 30 % of the
     total cost of the technology program; and
•    an infrastructure/connectivity component that meets North Carolina Information
     Technology Services standards to assure compatibility, connectivity, and cost-
     effectiveness.

VISION
  Greensboro Charter Academy will provide the resources, training, and support to
promote the development of students and staff in using, understanding and implementing
21st century technology.

School Mission Statement
Greensboro Charter Academy will prepare students to be future-ready with 21st Century Skills.
Students will be engaged in technology literacy projects to help them develop problem solving
skills. Greensboro Academy will prepare staff to collaborate with each other to integrate
technology into the curriculum. Greensboro Academy is committed to providing students and
staff with 21st Century information systems to support teaching and the learning process, foster
communication and data-driven decisions to improve student performance.

School History & Demographics
Greensboro Charter Academy was founded in 1998 by a local board of directors. Subsequently,
National Heritage Academies was hired to provide professional services to Greensboro Charter
Academy. Since its opening, Greensboro Charter Academy has seen enrollment grow to 724.

The population of the school reflects that of the surrounding community and is broken out as
detailed below:

School Affiliation & Philosophy
In order to fully understand the role of technology at Greensboro Charter Academy, it is
important to understand the relationship between the school and the company contracted to
provide professional services.

National Heritage Academies (NHA) is an Educational Services company founded in 1995 to
support charter schools with professional management services. Since its first contract with Excel

Charter Academy in Grand Rapids, Michigan, NHA has expanded to support 57 schools serving
over 36,500 students in 2008-2009.

NHA provides shared services between the schools it manages including, but not limited to:
  • Facility management
  • Curriculum support & staff development
  • Human resource support
  • Accounting and finance support
  • Board relations
  • State compliance & reporting
  • Technology infrastructure design, management, and support

NHA affiliated schools maximize school success through a deliberate process of sharing common
resources to leverage economies of scale and sharing best practices to drive for continuous
improvement.

Assessment of Student Achievement
District-wide multiple assessments are given three times per year for the purpose of gathering
data so that student results can be compared within like groups, student progress can be
measured, and information can be gathered for instructional decision-making, curriculum, staff
development, and resource planning . It is important that the data generated by the multiple
assessments be consistent and reliable from student to student and site to site. It is also imperative
that gathering results through the use of multiple assessments takes minimal instructional time. In
order to accomplish this, Greensboro Charter Academy utilizes the computer-adaptive STAR
Early Literacy for grades K-1 and Measure of Academic Progress (MAP) Assessment for grades
2-5, providing district-wide multiple assessments in Language Arts, reading, mathematics, and
science. Teachers are instructed to use the results of these Assessments in instructional planning.

MAP PGA and MAP assessments are an integral piece of Greensboro Charter Academy’s
commitment to a strong, balanced academic program that strives to have every child reading at or
above grade level. Through the teachers’ commitment and dedication, every child in Greensboro

Charter Academy can be the benefactor of an effective reading program. Accelerated Reader is
also available and managed by the Library with classroom level support and participation.

Online Access to Curriculum
Internet-based technologies streamline the process for distributing of information. Greensboro
Charter Academy has access of a vast collection of curricular resources made developed for and
aligned with the NHA curriculum. These resources include:

Each resource in this collection is aligned with specific content standards. Many of the lessons are
also aligned with specific technology-skill objectives.

Resources
Through its association with NHA, Greensboro Charter Academy has access to several resources
that would not normally be available to a school its size. As described in both the Connectivity &
Infrastructure section as well as the Hardware section of this plan, Greensboro Charter Academy
is equipped with at least one computer in every classroom and a full computer lab
accommodating the largest class size with a 1:1 ratio. Every computer at Greensboro Charter
Academy is connected to the LAN and has access to the Internet through the NHA WAN. This
level of connectivity and network access allows instant access to online resources such as
NCWise and NHA History Interactive via the Web, and school resources through the LAN.

Current Situation Narrative

Guiding Questions for Current Situation
   a) How is your district currently using technology to support student achievement?

       Greensboro Academy currently uses a flexible lab schedule during the school day,
       cross-curricular lessons, measurable assessment testing, and the NHA Technology
       Scope and Sequence to support student achievement. We also have a full-time
       technology facilitator who operates on an open schedule in order to assist
       wherever students and/ or teachers are in need. Technology is encouraged as a
       tool for the 21st century learner.

   b) What key technology programs and initiatives are in place to support student
      achievement?

       Greensboro Academy uses the Northwest Evaluation Association MAP to provide
       valuable information to improve student learning and support student
       achievement. Pasco Probeware is used to enhance science experimentation.

   c) How is technology being used in your district to assess and benchmark student
      achievement?

       Greensboro Academy is using NWEA MAP tests, Primary Grades Assessments,
       and the State of NC Computer test to assess and benchmark student achievement.


   d) To what degree is the IMPACT Model for Media and Technology being
      implemented in your schools? (address flexible access, personnel, resources and
      collaboration)

       Greensboro Academy’s situation for using the IMPACT model and
       implementation is with collaboration with classroom teachers for technology
       integration and also information literary skills, across all subject areas. GA uses a
       flexible access system in regards to computer lab use and the technology
       facilitator. There are both a full-time technology facilitator and a full-time
       librarian on staff. Each individual student has their own network account which
       serves as a portfolio of student work. National Heritage Academies also has
       provided GA with the NHA scope and sequence (See appendix).

   e) What is your average number of computers per classroom?

       Greensboro Academy averages 3 computers per classroom.

f) How many of your classrooms/schools have internet access?

   All classrooms (32), as well as several other locations within the building at GA
   have Internet access.

g) What distance learning opportunities are available to your students?

   GA uses Johns Hopkins Distance Learning materials to address specific academic
   needs within our student community. The Duke University TIPS program is also
   being investigated.

h) How are digital resources (state provided or otherwise) made available and
   promoted to and utilized by students and teachers to support learning? (e.g. Web
   2.0 tools, NC WiseOwl, Kaleidoscope)

   Digital resources such as Discover Education Untied Streaming are made
   available to teachers at GA through NHA and are promoted by the technology
   facilitator by workshops and support at the school level. Teachers then
   incorporate the information and lessons into classroom instruction, which leads to
   collaborative efforts.

i) How is your district encouraging technology use for global exchange and
   partnerships? (Examples: NC in the World resources, Global SchoolNet projects,
   and Geo Games.)

   GA has used GeoGames in the past as a supplemental tool for the Science
   Department.

j) How is technology being utilized to address issues like foreign language
   competency and international communications?

   GA does not currently utilize technology to address foreign language or
   international communications.

k) What assistive/adaptive technologies are currently available for students?

   GA uses the Alpha Smart writer as an assistive device. Other assistive learning
   tools will be updated as needed. Lexia and Earobics are also software that is
   available on our servers for daily use by our specialists. GA has also installed
   assistive surround sound systems in each educational classroom to promote
   achievement.

l) Describe any Early College/Learn and Earn (or similar) opportunities available to
   students and how technology is supporting these.

   Since GA is a K-8 school, there are no Early College/Learn and Earn
   Opportunities available.

m) Describe how the use of technology supports the goals of your District School
   Improvement Plan.

   Technology is used as an assessment of the goals outlined in our Charter School
   SIP in regards to MAP tests results and the integration of the Des Carte student
   achievement breakdowns in the classroom. Teachers use this data to create
   smaller learning communities within the classroom and address specific needs.
   Untied Streaming is also a useful tool in the areas of Social Studies and Science.
   Science Goals are enhanced by the use of Pasco Probeware and Data Studios
   software.

Current Situation

Guiding Questions for Current Situation

   a) How do your professional development activities make use of resources provided
      by DPI including but not limited to: eBistro, Kaleidoscope, NCWise Owl, and
      Intel Teach Programs, Gale InfoBits, Grolier Online, Jr. Reference, and Info Trac.

       At this time, GA does not make use of these resources in the area of Professional
       development.

   b) What are training resources your school (or school district) provides to support
      the staff development of teachers, administrators and others. (Examples are:
      Technology Facilitators, Train-the-Trainer groups, training facilities, on-line
      training, district Intranet, software, and hardware.)

       Staff technology development is provided through scheduled and unscheduled
       trainings; a set calendar of NHA sponsored development offerings, scheduled in-
       service and planning time and individualized training based on evaluation by staff
       and school leaders. The technology Facilitator is on site and uses flexible training
       opportunities (face to face, workshops, E-mail) to assist teachers on a daily basis.


   c) What district requirements (or recommendations) are in place for technology-
      specific professional development? If there are no requirements or
      recommendations, please explain.

       School employees (staff, faculty, etc.) are required to complete the NHA Staff
       Scope and Sequence Survey at the beginning and end of each year to determine
       staff proficiency and skill development.

   d) What web based resources (local and state) do your employee’s access to perform
      their work? (Examples are: NC WISE, CECAS, SEA System, eProcurement,
      employee timesheets, Intranet, and email.)

       GA utilizes an employee timesheet and benefit tracking system called Lawson. E-
       mail, intranet and connectivity are also used and network access allows instant
       access to online resources.

   e) What percentage of your technology budget is allocated to technology
      professional development? (You may include in-kind sources in calculating this
      percentage.)

       Currently 0.5% of our entire technology budget is allocated for training.

f) What professional development opportunities are offered to train
   teachers/administrators to use resources that assess student knowledge, skills,
   performance and dispositions? (Examples: ABC Tools, Online surveys, SAS
   EVAAS or other value added assessment systems)

   The Technology facilitator is in regular attendance at NHA sponsored
   professional development opportunities in order to meet the needs of staff
   development at GA. NHA offers professional development several times per year
   to both staff and administrators. There are also online training services within the
   NHA network.

g) Does technology professional development include global awareness training?
   (Examples: Web 2.0 resources, use of translation media within reference and
   search engines, endangered species, climate change, reviews of Global Awareness
   websites)

   GA does not currently have any formal global exchange programs in place.
   However, students utilize the internet to research the political, religious, and
   social aspects of other countries. GeoGames and GoogleEarth are utilized on a
   daily basis.

Current Situation

Guiding Questions for Current Situation
      a) How is technology used to support your Safe Schools Plan?

          Greensboro Academy uses a tracking and monitoring system called LobbyGuard to track
          entry into the building. Temporary passes and photo ID badges are generated through the
          machine after a national criminal background check has been performed.

       b) How is your Child Nutrition Department utilizing technology to support their work?

          Greensboro Academy provides free and reduced lunches, but there is no cafeteria. Our
          lunch coordinator uses technology only to track and organize the provided lunches.

       c) Describe any electronic surveillance systems currently being used in your schools?

          GA currently has no electronic surveillance system.

       d) How is technology used to support student programs like DARE, CIS, etc?

          GA does not currently use technology to support these programs.

       e) How is technology used to maintain student discipline data?

          GA uses a portal in our AtSchool grade-book program, which is network, tracked to
          input and maintain student discipline data and reports.

       f) How is flexible access to all resources addressed in your district?

          GA promotes flexible access to all technology resources. The Technology facilitator is
          not obligated to classroom duties for much of the school day. The technology lab is open
          to all through an open sign in and use policy. Teachers may sign up for and use the lab
          whenever it is available.

       g) How is equitable access to all resources being addressed in your district?

          In order for GA to guarantee equitable access to technology resources, the middle school
          and lower grades each have half day availability. Projector carts are distributed one-per
          grade level.

   Students at GA practice ethical and personal responsibility for their technology use.
   Each student is required to sign an Acceptable Use Policy at the beginning of their
   enrollment. Teachers constantly check for plagiarism and ethical use in student work.

   of technology and resources?

   An acceptable use policy is in place and is reviewed with students and teachers annually.
   Ethical use of technology and resources is covered with the students at various times
   throughout the year.

   There are currently few examples of technology playing a role in this area at Greensboro
   Academy. This is an area that we will take a closer look at in the coming years.

a) What collaborative efforts (e.g. IMPACT Model and Learning Communities) are
   school professionals participating in to develop better understanding of international
   issues and global awareness?

   Teachers at Greensboro academy use collaborative projects within the school only in
   the areas of international issues and global awareness. Network security makes
   collaboration with contacts outside the school difficult for students. Teachers, on the
   other hand, have outside access to blogs and community collaboration, such as
   SharePoint.

b) What role has leadership played in the communication, implementation and change
   process to meet Future Ready Goals?

   Leadership at GA has helped to create a distinct technology committee which reviews
   and plans communication and implementation of projects and policy.

c) What avenues are available for teachers and students to participate in teaching and
   learning with students outside of the school, state and country?

   GA students participate in a number of extra-curricular activities intent on continuing
   instruction. Students participate in the LEGO club which uses robotics and a laptop in
   order to compete in a variety of experiments. There are also numerous trips, such as
   to Washington D.C., Gettysburg, and others.

d) How has school and school district leadership created opportunities for teachers and
   students to participate in teaching and learning with students outside of the school,
   state and country?

   School leadership has been instrumental in procuring funds from boosters in order to
   purchase several programs including the LEGO Mindstorms project.

e) How do school leaders in your district promote continuous improvement?

   School leaders promote continuous improvement through the organization of and
   monthly meetings of school improvement teams specifically directed in areas of
   student growth. There is also a School Improvement Leadership Team which the
   technology facilitator is a member of that assists in pinpointing areas of specific
   interest.

   Leadership at GA encourages teachers to attend workshops, seminars, training
   sessions and conventions. NHA also provides a continuing education reimbursement
   which allows teachers and staff the opportunity to not only experience professional
   growth, but to advance one’s career.

g) What technology is in place to support professional growth opportunities?

   Professional growth is enhanced through technology at GA in opportunities to gather
   training through online resources. There are training materials located on the NHA
   servers which allow for professional growth as well as opportunities with Discover
   Education through our involvement with United Streaming.

h) How is input from all staff members regarding decisions for instructional technology
   and media obtained?

   GA has a diverse technology committee that is constantly requesting and acquiring
   feedback from all grade levels. GA also supplies a Technology Scope and Sequence
   Survey, which not only polls teachers and staff for specific areas of need, but also
   requests comments regarding policy.

i) Is there an active district MTAC committee that presents regularly to the school board
   on resources, concerns and progress on the district media and technology programs?

   There is an active technology committee that meets monthly and presents twice
   monthly to the entire teaching and administrative staff of GA. Any concerns, resource
   requests, or progress are then presented to the GA Board by our administrators. The
   technology Facilitator is available upon request to present, as well.

j) What school district partnerships are in place that enable student growth, academic
   achievement, and professional growth and support the mission, and technology

   Greensboro Academy currently has joint partnerships with the YMCA and student
   teachers from UNCG. We also have a relationship with Civitan, which gave us a

Current Situation

   a) What technology personnel are in place to support both instructional and
      administrative technology utilization by students, teachers and staff?

       Greensboro Academy has both a full-time technology facilitator and librarian to
       support instruction and administrative technology utilization. NHA also provides
       a Helpdesk of technology consultants via phone and remote desktop.

   b) What federal, state, and local budgets are currently available for funding
      technology needs?

   c) National Heritage Academies currently supplies most funding for Greensboro
      Academy. There is also a booster club in place to procure funds for special
      projects. . While our school is qualified to receive 20% eRate funding reductions,
      as part of NHA we receive 72% reduction as part of the consortium.

   d) What processes are in place for formal budget requests for funding 21st Century
      Systems?

       Technology budgets are supplied by NHA. If a need arises for additional funding,
       the Technology committee meets and discusses the situation, and the Technology
       Facilitator then takes their findings to the principal for discussion. If possible, the
       funding is allocated from NHA funds. If there is no funding for specific need
       items, the booster club or the Board of representatives is petitioned for the outside
       funding.

   e) What processes are in place for seeking grant funding and utilization of
      professional grant writing services?

       Greensboro Academy conducts an annual comprehensive needs assessment each
       spring in order to identify priority needs for the school, including technology
       needs. If any technology-related need(s) is identified during this process, the
       school works to determine if any of its current funding is available to meet the
       identified need(s). If the school does not have the resources to meet the identified
       need with available funding, it explores, as appropriate, what other funding might
       be available to help the school meet its identified need(s), including grants. For
       those occasions where grant funding is identified as a viable and appropriate
       means to meet the school’s need(s), it works with National Heritage Academies—
       the school’s selected education management partner—to draft and submit a high-
       quality grant proposal. The school receives e-mails from the State of North
       Carolina Department of Public Instruction’s Instructional Technology Division in
       order to keep informed about potential grant opportunities that may meet any

   technology-related needs that have been identified through the school’s
   comprehensive needs assessment process.

f) Describe policies, procedures and review process in place to support 21st Century
   Systems.

   A new Technology committee is elected yearly to review policies and procedures
   for supporting 21st Century Technology and learning. The Technology committee,
   led by the Technology Facilitator, then brings their findings, monthly to the
   Administration. The Technology Facilitator is also on the School Improvement
   Planning Leadership Team to ensure that all requests are discussed by the
   Leadership Team.

g) What processes or policies are in place to ensure full implementation of the LEA
   technology plan and accountability of staff that are designated within the plan?

   Greensboro Academy’s technology facilitator is the chair of a committee which
   meets monthly and has an annual assessment of the Technology Plan. Staff is
   required to submit technology integration records quarterly for the technology
   committee to ensure implementation of policies within the Technology Plan.

h) Describe hardware, bandwidth (LAN/WAN), security and other infrastructure
   available in your schools for 21st Century Systems.

   Greensboro Academy is networked through servers in Grand Rapids, Michigan, at
   our corporate offices. There are additionally three servers within the building. All
   accounts and data are stored in both locations. In each wing of the building there
   is a system of switches, which wire into ports (usually 6) per classroom. The
   “server room” is air-conditioned and temperatures are moderated, and the room is
   cooled additionally by a portable cooling unit. The building is cabled with a
   Category 5 wiring throughout the building. The active networking hardware
   operates at 100 Mbps in a completely switched environment; providing 100Mbps
   access to each device on the network. The LAN utilizes TCP/IP exclusively.
   There is an active e-mail filter that protects and inventories junk mail. WebSense
   and McAfee are the Internet content filters. All students, teachers, and staff are
   required to log in and have individual accounts stored on the server. They are
   additionally required to log off. There are two wireless ports installed at
   Greensboro Academy and these are secure and private. Wireless is primarily used
   by administrators and corporate visitors on Networked laptops ONLY. There are
   approximately, 8 electrical outlets per classroom.

i) What 21st Century security systems, surveillance systems, and communication
   systems are deployed to ensure safety of students and staff and to minimize
   interruptions to the instructional day?

   Greensboro Academy uses a LobbyGuard check-in system for parents and visitors
   to the building. Background checks are performed by the LobbyGuard
   Company’s connection and temporary photo ID badges are printed for the patron.
   There is then a tracking system to identify those still in the building and their
   purpose in the building.

j) What communication and collaboration tools (email, Web 2.0, file management)
   are provided for clientele for use in sharing and reporting data?

   Greensboro Academy uses E-mail, file sharing, drive sharing, a digital phone
   system, and an internal grade book, discipline and attendance program for
   communication between staff and clientele. Parents of students also are supplied
   with log in accounts for them to communicate with their children’s classroom
   teacher and to keep up with assignments and grades.

k) To what extent are features of NCWise effectively used throughout the district to
   collect, analyze, and report data for use in decision making?

   GA does not currently utilize features of NCWise in order to collect, analyze, or
   report data. We understand that we will eventually incorporate NCWise and
   NHA is working to ensure that our school will be ready when that time comes.

                                         Network Diagrams

LAN Infrastructure
The Greensboro Charter Academy facility is cabled with a minimum of Category 5 wiring throughout
the building. Each physical room in the building (except restrooms and mechanical closets) contains
at least one data port with all classrooms containing at least 4 ports. There are currently a total of
approximately 200 ports in the building. All data ports are terminated in one of 4 Closets. The
closets are connected via fiber optic cabling.
The active networking hardware operates at 100Mbps in a completely switched environment;
providing 100Mbps access to each device on the network. The LAN utilizes TCP/IP exclusively.
This component of the infrastructure is detailed more clearly in the diagram below:




The LAN was designed and installed by NHA’s technology staff. All LAN management is handled
through remote management tools by the NHA technical staff. In the event that onsite maintenance
is required, the NHA technology staff either comes to Greensboro Charter Academy or contacts the
appropriate local contractor to resolve the issue.

WAN Infrastructure
Greensboro Charter Academy receives many of its data services through its access to the NHA provided WAN. The WAN connectivity
provides access both to NHA resources and to the Internet.

  WAN connectivity is monitored and managed remotely by the NHA technology staff. A WAN engineer at NHA maintains responsibility for circuit,
equipment, and configuration issues. This network was installed in May 2003 and is scheduled to remain in place until May 2006. At that time, the NHA
                  technology team will re-evaluate the school needs and provide the best WAN connectivity solution for the school.
