ENTERPRISE RENT-A-CAR EXPANDS INTO NORTHERN IRELAND

Announcement Made During St. Louis Visit by
His Royal Highness the Duke of York

ST. LOUIS (Oct. 23, 2003) Enterprise Rent-A-Car, North America’s largest car
rental company, is expanding its United Kingdom operations into Northern Ireland, it was
announced today by the company’s chairman and chief executive officer, Andrew C.
Taylor. With this move, Enterprise will have operations in every country of the U.K. by
year’s end.

Taylor announced the company’s plans during a visit by His Royal Highness the Duke of
York (Prince Andrew) to Enterprise Rent-A-Car’s world headquarters in St. Louis, where
he met with Taylor and more than 1,000 Enterprise employees. His Royal Highness
came to St. Louis in his role as Special Representative for International Trade and
Investment.

Since opening its first U.K. car rental branch in 1994, Enterprise has grown to include
215 branches staffed by more than 2,400 British employees. The company currently
serves its U.K. customers with a fleet of 20,000 vehicles, an achievement that took
Enterprise’s U.S. operations three times as long to reach.

“Our growth in the United Kingdom is proof that the Enterprise business model travels
very well,” said Taylor. “Our winning formula of providing superior, personalized
service to our customers and outstanding career opportunities for our employees is truly
international. We look forward to the further growth of the Enterprise brand -- in
Northern Ireland.” Taylor said the first Northern Ireland branch would open in Belfast on
November 1st, 2003.

In addition to its U.S. and U.K. presence, the company has operations in Canada, the
Republic of Ireland, and Germany.
