The equipment supply is managed by the Ministry of Transports and Communications and by the Mobile Phone Companies The pedagogical dimension of the programme is managed by the Ministry of Education who selects the specific software, the internet access control and the education digital resources that are accessible or installed in the laptop Companies, publishers and authors offered free access to several resources

The laptop is a personal computer it belongs to the child and not to the school.
Rationale
Its integration in the classroom is not mandatory but it depends on the teachers strategy We assume that 6-10 year old child, their families and teacher are the programme targets

• INFORMATION: The laptops are being distributed with three booklets that make a short presentation of the laptop, its utility as a learning tool and special care that has to be taken in its use and in internet use. One booklet to the child, another to parents and educators and one on the management of the parental control tools. Public opinion
• INFORMATION: Lisbon International Conference on the Future of Learning December 12th where all projects within the Technological Plan for Education are to be discussed on an academic level.
A TV series of 60 second informative spots to pass on public television after the news (probably early morning) to deliver formative messages to the population on the use of ICT and specially Internet. The aim is to create awareness of the benefits of ICT in education and also about the rules of a safe use of the internet.

• TRAINING Primary teachers formal and informal training on the use of ICT in the classroom and also on the use of the Magellan laptop. Informal in service training: workshops to be organised in each school by the school ICT coordinator and by the manager of the school library (3 sessions of 2 hours). • TRAINING Formal in service training: inclusion of specific training on the use of ICT in primary schools classrooms in the training and skills certification scheme that is on implementation under the Plan. It holds credits for career development but it´s not mandatory.

• INTEGRATION IN ONGOING INICIATIVES Integration on specific Plans that are being implemented for teachers related to specific subjects, such as portuguese, maths and experimental sciences. These plans involve teachers training, productions of teaching materials to use in the classroom in ICT support. Integration of the Magellan on the strategy of the National Plan to Promote Reading. • INTEGRATION IN ONGOING INICIATIVES Integration of the Magellan on the strategy of the School Libraries Network as a resource for the promotion of information literacy. The 2009 internet safety EU funded project will be directed to teachers, parents and primary schools students. It is going to be an instrument of the strategy.

• Information and Training We are preparing some resources with information for parents to be worked by the classroom teachers with the parents on their evaluation meetings. It´s formative and informative aimed at the development of a sort of team work between school and families.

• Information and Training Partnership with the parents association confederation to develop regional workshops for parents association on the use of ICT in education, Internet and the Magellan. The idea is to develop contents for parental training to be used by the parents associations.
Regional authorities and Municipalities
• Strategic Partnerships We will negotiate with 2 municipalities per region the development of an integrated approach to the use of ICT in primary schools involving specific investment (the PTE only involves basic and secondary schools as far as infrastructure goes). The idea is to promote a close monitoring in order to have evidence on good practices.
Education Communities
• Digital Resources Delivery Web based specific content delivery prepared for the children to use autonomously, for parents to use with their children, for teachers to use in the classroom and for children to use with their parents. Web 2.0 tools for social networking between the education community (specific for parents and teachers) and for schools. The idea is also to feed the communities with contests and projects related to the curriculum (the weekly reading, daily science).

• Pragmatism the laptop is a tool as any other that teachers can use. We don’t hope to change all the classrooms of the country • Most Important we are providing tools for equal opportunities in the access of information, the most important asset in the XXI century. That is our political message.
