Subject: Lester Alsup application for a Limited Journeyman Manufacturing Plant Electrician
Review license application and give a recommendation to the division.
On August 27, 2008, the division received an application for a Limited Journeyman
Manufacturing Plant Electrical license (PJ) from Lester R. Alsup. Mr. Alsup’s application
included documentation of military service, but the division was unable to consider his military
training and experience because it was not documented and verified as required by OAR 918-
030-0050. Without the military training and experience, the division was only able to recognize
11,500 hours of the required 16,000 hours.
On August 20, 2009, Mr. Alsup submitted additional information related to his military training
and experience. The division was still unable to consider Mr. Alsup’s military training and
experience because he did not submit work experience documented with work categories
required by OAR 918-282-0190(2)(a), or verified by an employer, supervisor or co-worker
actively involved in the work as required by OAR 918-030-0040, and the training was not
documented in a manner that the division could determine that the schooling meets the
requirements of OAR 918-282-0190(2)(d).
Oregon Administrative Rule (OAR) 918-030-0050 states that experience and training gained in
the military is evaluated on a case-by-case basis to ensure it is equivalent to the established
criteria for a license. The division is requesting that the board review Mr. Alsup’s application file
and recommend to the division whether his work experience is adequate to sit for the PJ
examination. The division is delaying action on the application pending the board’s
