Summary
To consider the quarter ended 31st March 2006 achievements set by the Management Plan
adopted by Council on 22nd June 2005. The report should be considered in conjunction with
the Quarterly Financial Report.


Recommendation
That the report be received noted and endorsed.


Background
The Local Government Act requires councils to develop a Management Plan each year, to
indicate, for each of its principal activities:

• What are its objectives;
• How it intends to achieve those objectives;
• How it will assess its performance in striving to meet those objectives;

And then

•    To review on its planned activities for the year, and to do so within two months of the
    close of each quarter.

The plan Council is currently working under was prepared in the months leading up to May
2005 and adopted after being exhibited for public comment on 22 June 2005.

The following is a list of achievements and highlights for the quarter ended 30 March 2006:

•   Total of 140 Development Applications determined Jan - Mar 2006 with an estimated
    total value of $25,837,533
•   16 development applications with an estimated value greater than $300,000 and less
    than$1,000,000 with a total value $6,495,022
•   6 development applications with an estimated value greater than $1,000,000 with a total
    value of $12,093,292
•   Major approvals include:
    • 12 Dwellings at Daintree Drive, Albion Park
    • Stage 2 of HARS consisting of Museum Buildings & Hangars
    • Alterations & Additions to Warilla Bowling & Recreation Club

    •   Alterations & Additions to Woolworths at Warilla
    •   Bulky Goods Retail Building of 4 Units at Warilla
    •   14 Lot Industrial Subdivision at Princes Hwy, Albion Park Rail
    •   43 Senior Living Dwellings at Wattle Road, Shellharbour
    •   16 Lot Subdivision at Ulster Avenue, Warilla

•   Plan, design and construct Lake Entrance Road Cycleway – Kingsway to Shellharbour
    Road.
•   Plan, design and construct Stapleton Avenue kerb and gutter and cycleway construction
    completed.
•   Plan, design and construct David Avenue Oak Flats footpath construction completed.
•   Croome Road drainage and road widening has been substantially completed.
•   Plan, design and construct Bollards installed around car park adjacent to Kiosk at Reddall
    Reserve.
•   Plan, design and construct Carolyn Chisholm Park Shellharbour – upgrade has
    commenced.
•   Plan, design and construct Mary Street Shellharbour – embankment works has
    commenced.
•   Plan, design and construct Installation of bus shelters at seven locations throughout City
    has commenced.
•   Plan, design and construct Equal access playground at Pelican Reserve has been
    completed.
•   Plan, design and construct Rehabilitation and resurfacing of Shellharbour Road between
    Windang Bridge and Lake Entrance Road on behalf of the RTA has been completed.
•   Section 96 application proposing positive environmental changes to Boatharbour lodged
    on schedule and presently being processed by the Department of Planning.
•   Positive signs of improved market for land sales at Shell Cove.
•   Two further budget briefing workshops held with Councillors
•   Management Plan place on public exhibition on 27th March 2006
•   Mayoress Family Fun and Fireworks, with record attendances, held during the quarter
    under review
•   Australia Day Breakfast by the Lake, with record attendances, and Australia Day Awards
    ceremony held during the quarter under review
•   Australia Day Charity cheques distributed to recipients
•   The Shellharbour LEP 2000 (Amendment 11) – Heritage was gazetted
•   Management Plan placed on public exhibition on 27th March 2006
•   Council hosted NSW Environmental Educators Conference 10-11 March 2006. 116
    delegates over 2 days
•   Milestone 1 completed ICLEI Cities for Climate Protection Program 16 March 2006
•   Australia Day Breakfast by the Lake Education Stall 26 January 2006
•   Bushfire Management Plans for 6 Council reserves on public exhibition - 6 community
    meetings held February 2006
•   Bushfire Education Activities held in 2 Council reserves with 400 children from years 3 - 4
    attending
•   Illawarra Christian School Fete Education stall 25 March 2006
•   Completion of the Warilla Community Centre construction project
•   Commencement of the resurfacing of the Croom hockey field
•   Myimbarr Community Park approval of the Landscape Concept Masterplan
•   Flinders Family Centre commencement of storage shed, shade sail and soft fall
    installation works
•   New Service Agreement with Stericorp for Needle Disposal Scheme

•   Bluebird Close, Blackbutt - introduction of kerbside recycling for 18 residential apartments
    that historically were unable to receive a kerbside service
•   Clean Up Australia Day and Treasure Hunt Competition
•   Museum had 425 visits over 25 open days which is 17 visits per day.
•   Eight people took part in a woodcarving workshop held at the SMARTS Centre and
    assisted by Artist in Residence Enn Muller.
•   Law Week. A total of 87 people attended 4 Law Week events which information on
    family law, wills & power of attorney and a book launch.
•   3932 new items added to the various Shellharbour Library Collections.
•   URL checker initiated to ensure currency of websites listed on Shellharbour Library
    OPAC
•   Star Bucks Lapsit Promotion program. Raised a total of Approx $627.
•   Library lessons to school classes 360 children and 40 adults
•   13 Visits to local community organisations to promote library services 137 participants.
•   Lapsit Program 91 participants over 6 sessions.
•   13 Storytime sessions with 315 Participants.
•   School Holiday Activities 31 sessions with 626 participants.



Consultations
Internal
The Executive Summary Report is compiled after all Management Plan Responsible Officers
have provided an assessment and update of their items. A full performance detail report is
available for any interested Councillors to peruse.

Councils should focus upon the following matters that were adopted, undertaken or
substantially progressed during the quarter.

External
There have not been any external consultations associated with the preparation of this
report.


Considerations
Financial/resources implications
The activities outlined in this Management Plan are funded in accordance with Council’s
2005/2006 Budget.

The detailed financial report on quarterly progress with Council’s adopted budget, including
the capital works program, is contained in another report in this business paper.

Legal & policy implications
Consideration of this report means that Council is complying with the Local Government Act
and fulfilling its policy oversight role.

Public/social impact
The quarterly report on Council’s Management Plan brings together, in one document, a full
overview of the many activities that Council undertakes for and on behalf of its community.

For the range of activities undertaken, given the financial and staff resources available,
Council’s performance for the quarter is satisfactory.

Options
1.   To adopt the recommendation.
2.   To alter the recommendation.


Conclusions
The review of Council’s operations for the second quarter is complete and I consider that
satisfactory progress is being made towards the goals that Council has set in its
management plan and its budget.

The large number of services and projects detailed in both the management plan and the
budget indicate the high level of commitment that this Council has made to its community.
Shellharbour City Council has by far the lowest staff to population ratio of the Illawarra
Councils, and indeed, of many Councils in New south Wales. We cannot continue to meet
these expectations and demands unless adequate resources are made available and this will
be a major challenge for the balance of the 05/06 year.

During the quarter under review there has been significant effort made across Council for the
preparation of the Management Plan and budget. These preparations included five (5)
separate briefings of Councillor (three in the quarter under review).

A significant exercise was also conducted in an effort to find budget savings so as to take
corrective action to reduce our financial deficit. These items are detailed in the quarterly
budget review report. It must be noted that these are only temporary adjustments and are not
sustainable in the long term.

Next years Management Plan is still on public exhibition and the public may make
submissions on this plan until close of business on Friday 19th May 2006. This plan includes
an application to the Minister for Local Government for permission to vary our rates by 9.5%.

I commend the Management Plan report to Council as evidence of Council staff working
towards and attaining the goals set by Council in adopting the Management Plan in June
2006.
