of Duties        Under general oversight, the successful candidate:

                          Has responsibilities that are broad in scope, requiring advanced management and
                          leadership competencies, programmatic engineering thinking, and the ability to
                          produce exceptional overall results and effectiveness in implementation of the
                          Authority’s airport improvement programs.
                          Plans, organizes, integrates and directs staff responsible for management,
                          engineering and construction projects of the Authority’s development
                          projects/programs.
                          Participates in the preparation, facilitation, and updates of the budgets and schedules
                          of projects/programs.
                          Ensures effective coordination and collaboration of project management,
                          engineering, and construction activities with Authority departments, airport tenants,
                          air carriers, and governmental agencies.
                          Represents the Authority in interactions with community, business and professional
                          organizations.
                          Assists in the preparation of and monitors performance against the department
                          operating budget and the Authority budget.
                          Is responsible for managing and integrating a broad range of projects including
                          planning, engineering, and construction activities.
                          May participate in the creation of analyses and recommendations regarding the
                          future development of San Diego International Airport.
                          Plans, organizes, directs and evaluates the performance of assigned staff; establishes
                          performance requirements and personal development targets; monitors performance
                          and provides coaching for performance improvement and development.
                          Provides oversight activities to ensure each project’s compliance with all relevant
                          federal, state, and local laws, regulations, codes, and Authority policies and
                          procedures.
                          Analyzes and provides strategic recommendations on project/program direction
                          based on industry performance and productivity measurement including, but not
                          limited to, “S” curves, earned value, or similar project performance metrics.
                          Provides technical assistance and guidance to Authority executives and managers on
                          project/program implementation.
                          Provides expertise and recommendations to the Senior Staff regarding development
                          and construction issues.
                          Serves as an Authority representative in dealings with industry, professional and
                          governmental organizations, and elected officials on airport development and capital
                          construction issues.
                          Performs other duties as assigned.

Minimum
Qualifications            Graduation from a four-year college or university with a degree in engineering,
                          architecture, construction management or a closely related field.

                          At least ten years of progressively responsible experience in a public agency or
                          consulting organization focused on program management, project management,
                          construction management, and engineering, at least five of which were in a
                          management capacity.

                          Program management experience in a medium or large airport is preferred.
Salary                Salary Range     $81,250 - $130,000

                     will be used to fill the current vacancy and may be used up to a maximum of one year.

License(s) &         Class C California driver’s license and the ability to maintain insurability under the
                     Authority’s vehicle insurance policy in order to operate a vehicle on Authority business.

Requirements         Professional Engineering registration is desired.
