Work Plan for 2007-2008

Vision
CTL will be the leading organization for faculty development among state systems of higher
education.
Values
The Center is committed to the system’s guiding principles as articulated in the Strategic
Plan 2006-2010. The system strategic plan principals reflect CTL values which are core to
the teaching and advising provided to students by faculty; they are therefore continuing
matters of emphasis in CTL programming:

Above all, CTL holds that an intellectually and professionally vibrant, collegial faculty is the
key to excellence in academic programs and to student success at each of our colleges and
universities. CTL believes that faculty must be supported by professional development
services and resources throughout their careers as scholars and teachers. Instructional
development resources continuously improve courses and programs, and faculty leadership
development strengthens our statewide system.
Mission
CTL provides systemwide leadership to promote and support collaborative professional
development for all system faculty. Its purpose is to improve student learning through
enhanced teaching effectiveness, as well as to serve as a conduit for collaboration, faculty,
and institutional improvement. CTL’s work supports the mission of the Minnesota State
Colleges and Universities system to offer higher education that meets a wide range of
individual learners’ personal and career goals and enhances the quality of life for all
Minnesotans.

Structure and Staffing
The Center for Teaching and Learning has been a part of the Office of the Chancellor’s
Academic and Student Affairs division since mergers created the Minnesota State Colleges
and Universities system in 1995. Reporting to the Associate Vice Chancellor for Academic
Policy, Faculty Relations, Perkins, the Center is managed by the System Director for Faculty
Development. The staff comprises four program director positions and one administrative
assistant. In 2006-2007, the staff was supplemented by approximately 2.5 FTE faculty
program coordinators working in the office on temporary reassignment. Strategic direction
for the Center is set by the Sr. Vice Chancellor for Academic Affairs, and informed by the
CTL Steering Committee, Chief Academic Officers, and faculty throughout the system.
Goals
CTL has since 2000 administered the following wide range of programs and services for
faculty across the system, serving three core goal areas: instructional development,
professional development, and leadership on each campus. Its purpose is to improve student
learning through enhanced teaching effectiveness, and to do that by serving as a conduit for
faculty collaboration and institutional improvement.

Strategic Directions 2008
CTL has continually expanded its support for faculty professional development, and for the
system’s achievement of strategic goals that rely on the recruitment and retention of faculty
who are highly capable teachers.
The following are several stated areas of need to be discussed with the CTL Steering
Committee and the Academic and Student Affairs leadership team and Leadership Council in
spring of 2007. We would like these groups to review these needs and help CTL identify
strategic directions for 2007-2008.

faculty, the CTL Steering Committee, CTL Campus Leaders, chief academic officers and
deans, and from several systemwide committees and councils

Educational Opportunities

Offer educational opportunities to faculty members systemwide

Conferences
a. OUTCOME TARGETS
Continue to offer Realizing Student Potential/ITeach as a single event,
targeting up to 1500 faculty (1200 from metro and 300 from greater
Minnesota institutions)
Strengthen focus on best-practices in teaching and learning in classrooms
and online environments which
integrate technology (D2L, emerging technologies, new users)

Teaching Online Workshops

Continue to offer two Teaching Online Workshops covering four modules
each for faculty with up to 40 faculty per workshop each summer.

Web Workshops
a. OUTCOME TARGETS
Offer three Webshops each semester for faculty via an audio-conference
or WebEx software based on the largest interests determined by the 2007
Faculty Development Survey
Run these events as a way to support campus faculty development.
Leaders can alert faculty to meet together on campus as communities of
learners or discussion groups.
4. IMPLEMENTATION ACTIVITY
Discipline Workshops
a. OUTCOME TARGETS
Adapt to the changing needs of our faculty by:
Continuing to allow more unique workshop structures (series of connected
workshops, connected “mini” workshops, etc.)
FY08: Rename program to CTL Workshops (to replace both regional
conferences and discipline workshops) in order to solicit more interest
from faculty organizers
Maintain offerings of 15-18 workshops per year
Continue to require faculty organizing teams from programs at each
institution type (technical and community college, university)
Ensure broad coverage of disciplines and programs
Encourage organizers to include best practices in applied, and experiential
learning
Encourage organizers to include service-learning that promotes student
involvement and connection with their institutions and communities
Encourage organizers to address the topic of increasing the success rates

Support and guide the work of CTL Campus Leaders.
a. OUTCOME TARGETS
FY08: Systematic evaluation of Leaders’ program, addressing recent
issues with Leader designation processes, inactivity among Leaders (as
liaisons for CTL), the need for more effective workshops and address
needs of different types of leaders (new versus longtime leaders, small-
campus versus large-campus, those without space or resources versus
those with independent centers). In addition, work toward the building of
a true community of campus leaders wherein colleagues call on one-
another for input and continually share best practices with one another.
Leader designation processes
Improve collaboration and communication with CAOs and faculty
development committees to better promote CTL Leader appointment
opportunities
Create a timeline for new leader designation
Require better documentation of selection process

Need for more effective workshops
Continue to facilitate and coordinate two annual workshops for leaders
and one new-leader orientation. To ensure more effective workshops,
better utilize our leaders and their knowledge and experience; encourage
them to take more responsibility for presenting at the workshops.
In the Fall Workshop, improve annual faculty development planning
processes by leaders, helping them to ensure that they are aligned with and
support campus strategic plans, accreditation goals, etc.
In the Spring Workshop, improve annual leader reporting process and
follow-up (finish evaluation process and reports to leaders and CAOs by
June 30 instead of fall)
Address needs of different types of leaders
In all leader workshops, pay particular attention to meeting the needs of
our long-time vs. new leaders, as well as those who serve large and small
numbers of faculty and those who serve at universities vs. community vs.
technical colleges. “Sector” meetings are a place to start this, with some
direction by CTL staff in the way of content.
Work toward the building of a true community of campus leaders
Use Webex Conferencing (or other online/audio method) to build a
stronger community of leaders
Host meetings between workshops in order to better support leaders in
their work
Have leaders present more of their ideas, or ask questions of their peers
during these meetings
Continue building and linking systemwide Campus Faculty Development

Consider other uses for this Web site to increase communication and
collaboration between campus centers
Leader tutorials or presentations (produced by leaders especially for this

Train and supervise part-time faculty project specialists for summer work
(especially for Web site development)

Continue to disseminate CTL accomplishments.
Continue development and implementation of data system to report
on/describe CTL activity (depends on support from ITS; this project has
made very slow progress since mid-2002, although great improvement in
last 12-18 months)
Continue work with Steering Committee to continually improve CTL
identity and marketing effectiveness.
Collaborate across staff, and with Steering Committee, to complete timely
analyses of events, services, surveys, outcomes studies, other data to
continually improve programs and services. Improve methods of obtaining
