Summary: This position performs financial analysis duties related to the preparation of the annual capital and operating budgets, monitors monthly budget to actual activity, and prepares variance analysis reports for management review. Essential Duties and Responsibilities include the following. Other duties may be assigned. 1) Under the direction of the unit manager, develop budget reporting forms and communication tools necessary to facilitate the annual budget and reporting process. 2) Review annual budget requests for reasonableness, completeness, elimination of overlapping or redundant line items, and appropriate classification as capital or operating budget items. Work with departmental personnel to resolve issues. 3) Aggregate division and department budget submissions into appropriate schedules for subsequent management r i ,nui cm lees fh dti r ao t t d iosoi nlum s os n sbeun e e esr g o p t s o t a n e t n o h i s n’ r i sb i i ad usqet vw n en e a li e vi ga sn revisions. 4) Prepare trend analyses of historical data and provide recommendations related to funding requests. 5) Review GFOA best practices and requirements related to the preparation of the Budget Book, and prepare report schedules consistent with these guidelines and OPERS business operations. 6) Monitor monthly budget to actual activity and meet with department personnel to understand the causes of variances. Draft reports related to budget variances. 7) Review requested cost corrections and budget transfers for appropriateness in relation to posted transactions, and coordinate signoff as appropriate. 8) Assist in the preparation of training materials related to budget practices, and provide recommendations related to changes in budget policies / procedures to address changing business needs. 9) Assist in the preparation of special reports and analyses related to budget activities and changes in strategic objectives. Perform budget related research and draft reports of findings. Perform other duties as assigned by the Manager, Financial Analysis. 10) Maintain a customer service-oriented work approach towards internal and external customers. Math Ability: Ability to apply mathematical concepts and accounting / budgeting procedures, including trend analyses. Ability to apply formulas appropriately and recognize variances between calculated values and known control totals. Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to analyze fiscal data and draw logical conclusions using independent judgment. Computer Skills: To perform this job successfully, an individual should be PC proficient, with intermediate to advanced knowledge of MS Windows operating system, MS Word, MS Excel, Internet Explorer (browser software), and MS Outlook (internal email systems).
