SUBJECT:       ALLOTMENT INSTRUCTIONS FOR ESHB 1694

The Governor has signed the first 2009 supplemental budget bill (ESHB 1694). In addition to
making revisions to agency appropriations, the bill (Section 705) also requires allotment
reductions in non Near General Fund-State accounts to reflect the freeze on expenditures in
ESSB 5460. ESHB 1694 directs the Office of Financial Management (OFM) to reduce agency
allotments as identified in the attached LEAP Document BT2-2009.

Allotment Submittal Dates and Technical Requirements
Supplemental budget allotments reflecting both appropriation reductions and Section 705
allotment reductions are due to OFM no later than Friday, March 13. This should allow
sufficient time for OFM analysts to review most allotment packets and communicate any
necessary changes before the March fiscal month close on April 14.

The Expenditure Authority Schedules are being updated to reflect the changes made in this
supplemental budget bill and will be published in a few days. Agencies can begin developing
their allotment packets as soon as they have been notified that the Schedule is complete.

Agencies are to submit the following allotment packets:
       An Operating 2nd Supplemental packet to reflect agency-specific appropriation,
       revenue, cash receipts, and cash disbursement reductions related to the appropriation
       changes in ESHB 1694.
       A Legislative Allotment Reduction packet to reflect the allotment reduction on LEAP
       Document BT2-2009. In this case the appropriation does not change, but the reductions
       in the LEAP document will need to move from allotted to reserve status.
Please ensure that these packets are not used for other allotment expenditure changes unrelated to
the supplemental budget.

Section 705 Exemption Request
Section 705 authorizes the Office of Financial Management to adjust reduction amounts on the
LEAP list if required for the “critically necessary work of an agency.” Requests for a partial or
total exemption from these reductions should be directed to:

The exemption request should indicate the amount and fund source, and why the dollars are
critical to agency business needs. Please copy your assigned budget analyst on the request.
The Expenditure Authority Schedule will be updated to reflect any approved exemptions.

Reports
In the Enterprise Reporting System under “Expenditure Authority Reports”, you will find
Incremental Expenditure Authority Schedule reports (EAS 011, 012, 013) that display the
incremental changes in expenditure authority related to the second supplemental budget. These
are the control amounts to include in the supplemental appropriation and allotment reduction
packets.

The 2007-09 Operating and Capital Allotment Instructions can be used as a resource for
additional information on allotment amendments. The instructions are available on OFM’s
website at http://www.ofm.wa.gov/budget/instructions/allotment/2007-09allotment.pdf.
