JOB PURPOSE
The Geographical Intelligence (GI) Manager will be responsible for the development and implementation of a Geographical Information Strategy that incorporates the organisation’s needs together with any Government directives, legislation, policy and standards. The GI Manager is also responsible for development, implementation and promotion of the corporate geographical information system (GIS) and for ensuring that the benefits to be obtained from technological advances in this field are explored.

MAJOR TASKS
The postholder will manage the following major areas: Strategy, Policies and Standards a) b) The development, implementation and maintenance of the Service’s Geographical Information Strategy. The development, implementation and maintenance of a Corporate Geographical Information System (GIS). Develop and implement operating procedures to support geographical data collection, standardization, integration, and verification processes. Advise on the development of the maintenance and integration of geographical information into the Service’s computerised systems;

addressing co-ordination, compatibility and interdependence wherever practicable. Advice and Guidance e) f) Co-ordination of the Service’s overall approach to the appropriate acquisition, assurance and use of all geographical information. Liaison with project sponsors, external providers and partners with advice and guidance to managers on all aspects of Geographical Information Systems, with particular emphasis on identifying opportunities to utilise new technologies to achieve operational and financial benefits. Be the Service’s lead representative at meetings with Geographical Information Managers from other Services and Authorities, as appropriate. The planning, prioritising and co-ordination of direction for the staff in the Geographical Intelligence Unit, ensuring projects are well managed and meet their objectives within the agreed time scales. The general management of the Service’s Geographical Intelligence Unit, overseeing training and development of its staff. The monitoring of spending and provision of information for delegated budgets. The reporting of progress on specific projects to the appropriate Project Manager. Implementation of effective software maintenance agreements/contracts, which are managed and monitored for quality. Development and management of Service Level Agreements with all appropriate internal departments, as well as third party suppliers and ‘clients’.

JOB ACTIVITIES
a) Develop and facilitate a corporate GIS including web based maps, data collation and assurance. Provide appropriate training and support to users of the corporate GIS. Provide systems administration for GIS including monitoring existing and new users and managing access to corporately held GIS data. Develop and implement operating procedures to support geographical data collection, standardization, integration, and verification processes. Develop and monitor performance against appropriate ‘Service Level Agreements’ with other departments in the Service and other organisations as required. Ensure that operational data (e.g. incidents) and intelligence data (risks, mobilising data etc) is available to the corporate GIS

Make all required GI datasets available for distribution to all fire appliance Mobile Data Terminals. Ensure the availability of appropriate metadata for corporate GI datasets, in order to discourage, as far as possible, its misuse. Undertake any GIS-driven spatial analysis, necessary to support the Authority’s aims and objectives. Provide assistance to other departments in managing and extracting GI from corporate datasets. Champion the use of geographical information to support the Service’s stated aims and objectives. Encourage and support efforts to integrate the Service’s GIS with its operational and management information systems. Authority Liaison Officer for the Mapping Services Agreement (MSA) with Ordnance Survey and budget holder for the MSA contract.

Liaison point with other agencies (including local authorities, Police, Environment Agency, English Heritage, English Nature etc.) on all matters relating to GIS. Map printing service for all departments. Assist in the maintenance of geographical intelligence data within the Service’s Command and Control system.

Support the Water Officer in technical aspects of the hydrant management GIS (based on SSi’s Aquarius GIS). Manage appropriate projects required to support the achievement of the Authority’s stated aims and objectives Provide appropriate support to Shropshire’s Conversion Project Manager, in ensuring the efficient transfer from local to regional Fire control centres (RCC’s). Ensure the efficient maintenance and transmission of all necessary GI datasets to the RCC when functional.

Regular liaison will be necessary with various departments. Particularly with the IRMP Team, the Fire Safety Team, Fire Control, Incident Command staff, operational firefighters, the Statistics Officer and the ICT Department. Maintain the Service’s mobilising gazetteer and manage the updating processes in liaison with Fire Control. Liaison with internal and external systems developers/integrators in building and maintaining systems to manage Service GI data. Evaluate and apply legislation, national guidance and advice on mapping and GIS solutions and standards. Represent the Service on inter-agency partnerships relating to GI and data sharing.

Fire Service Emergency Cover Software (FSEC) FSEC is a WINGs based GIS, given to all Fire and Rescue Authority’s, by the Department for Communities and Local Government (CLG). It is used to undertake risk assessments of the emergency incidents that occur in the county, and supports the Authority’s Integrated Risk Management Planning (IRMP) process. In relation to FSEC, the GI Manager is responsible for: a) Liaison with the CLG’s FSEC Team in all matters relating to Shropshire’s version of FSEC. Ensuring the FSEC software and hardware is properly maintained. Ensuring all datasets required by FSEC are kept up to date. Ensuring a risk assessment of the county is undertaken on a regular basis. To make available to the corporate GIS, the results of risk assessments undertaken with FSEC. Using FSEC to model proposed changes to the county’s disposition of resources, to inform any proposals being considered for inclusion in the Authority’s IRMP.

Management and Supervision a) The management and development of staff working within the unit (currently one post). JOB OVERVIEW
• KNOWLEDGE AND SKILLS The postholder will need a detailed understanding of legislation relating to the use of geographical information, including that relevant to data protection and access to information. The postholder will have previous experience in applying their specialist skills and management experience. The postholder will be able to resolve some problems or situations without reference to senior management and is expected to be creative in developing solutions for both the short term and for future implementation. The postholder will be able to motivate and develop other members of staff whilst taking an advisory, sensitive and guiding role. • DEMANDS The postholder will organise their own workload to meet internal and external demands, practice and policies. There will be a need to work to deadlines whilst managing occasional interruptions or conflicting demands. • RESPONSIBILITIES The postholder will have responsibility for providing advice and guidance in improving management of geographical information systems and for advising on procuring systems appropriate to the needs of the organisation. This will include contributing to the development of strategic policies and procedures relating to the Authority’s geographical information needs whilst meeting changes in external regulations, statutory requirements and technological developments. The postholder is responsible for day-to-day management of the Geographical Intelligence Unit personnel, for both work allocation and line management. The postholder will provide information in managing and developing budgets relating to the delivery of the Geographical Information strategy.

SALARY AND CONDITIONS OF SERVICE 1. 2. The post is graded Scale 8 (spinal points 30 to 34). The post is based at Fire and Rescue Headquarters, St Michael's Street, Shrewsbury. The Conditions of Service will be those specified by the National Joint Council for Local Government s as amended by Shropshire and Wrekin Fire Authority. The appointment is permanent and full time for 37 hours weekly based on normal Office hours, currently 8.45 am to 5.00 pm Monday to Thursday (4.00 pm Fridays) with a 40 minute lunch break. A flexible working hours scheme is in operation and participation in the scheme is at the discretion of the Chief Fire Officer. This post carries eligibility to join the Local Government Pension Scheme subject to medical clearance. Information about this and other pension options will be enclosed with any formal offer of appointment. Annual holidays will be at the rate of 21 working days per annum with a further 5 days for those with five years, plus additional discretionary days as determined by the Fire Authority from time to time. Bank Holidays and two statutory holidays also apply. The appointment is subject to two month's notice on either side. The appointment is subject to the satisfactory completion of a six months probationary period for new entrants to Local Government. Applicants should note that, for health and comfort of its employees, Shropshire Fire and Rescue operates a total ban on smoking at work.
