Context:
• The Department for Children, Schools and Families (DCSF) views Extended
Services in and Around Schools (ESS) as an overarching priority for the delivery
of universal children’s services. It will play a key part in the continuum of holistic,
high quality provision for all children and young people and their families from pre-
birth to 19 years or more. The DCSF has defined a ‘core offer’ which provides a
framework for the development of services to be accessed (either on site or by
signposting) through schools.
• The five elements of the core offer are:
• quality childcare (primary schools only) on site or through local providers
• a varied menu of activities
• parenting support
• swift and easy access to targeted and specialist services
• community access to school facilities.
• Local authorities have a responsibility to meet government targets around
extended services and a duty to report progress towards them.
• The targets are:
• 2008 - half of all primary schools and a third of all secondary schools
providing access or signposting to the core offer
• 2010 - all schools providing access on site or signposting to the core
offer.
1. Statement of Purpose
• To lead, manage, co-ordinate and report on the development of sustainable
Extended Services in and Around Schools (ESS) provision within a Learning
Community and its partners.

Principal Functions:
Through collaboration with key stakeholders the post holder will:
1. Identify and develop a Learning Community infrastructure which will enable
collaborative delivery of the core offer.
2. Enable Learning Community to secure sustainable provision of the full core offer.
3. Provide reports on progress as requested by the Local Learning Community and
its partners and by Devon County Council.
4. Promote and celebrate good practice across Learning Community.
Discharging these functions will involve the Learning Community, through its
identified ESS leadership, management and coordination arrangements in:
1. Identifying community need through consultation
2. Auditing existing extended services within the local community and working with
relevant Children’s Trust partners to support the development of sustainable
ESS in line with identified need.
3. Supporting all schools within the LC to become ‘full core offer schools’.
4. Developing a sustainable Learning Community action plan for ESS in response
to consultation and with relevant parties.
5. Oversee the implementation of the agreed action plan and make necessary
organisational arrangements.
6. Sponsoring attendance by appropriate individuals at training and networking
opportunities.
7. Communicating Devon, Regional and National developments to LC and other
network meetings as appropriate, and reflecting these in the local plan.
8. Liaising with all relevant Children’s Trust Partners necessary for ESS delivery.
9. Ensuring that the Health and Safety legislation is adhered to and that Risk
Assessments are undertaken.
10. Monitoring, reviewing and evaluating the effectiveness of the ESS plan.
11. Producing reports for schools, the Learning Community, the Local Authority and
other relevant parties as required.
12. Researching and pursuing opportunities for additional funding to support the
implementation and development of the ESS developments, including drawing
up project bids.
13. Managing the local budget for the ESS developments in accordance with Devon
County Council regulations.
14. Contributing to Devon’s Strategy on ESS by developing expertise, and providing
key contacts for the Learning Community, Devon and regional networks
2. Supervision:
1. The post holder will not have a direct line management role but will have
responsibilities for co-ordinating ESS strategy and activities across the Learning
Community in order to secure full core offer status by government target 2010.
2. The post holder would act on behalf of head teachers to project manage specific
activities within the Learning Community. The Learning Community would
delegate the day to day responsibility for overseeing quality of work to the post
holder.

3. Creativity and Innovation:
• Creativity and innovation is a key feature of this post. In order to work effectively in
collaboration creativity is paramount to ensure the needs and performance
indicators of a wide range of stakeholders are met.
• The post holder will need to have a creative and open outlook to problem solving
in order to initiate solutions that encompass a wide and diverse range of needs
and sometimes conflicting agendas.
• Identifying and embedding sustainable consultation and networking strategies for
ESS issues with all relevant parties in schools and the local community including
children and young people, parents, staff and Children’s Trust partners.
• Drawing up an affordable and sustainable local action plan for ESS in response to
consultation and with the support of head teachers and other relevant parties
which will enable effective links into, and adoption of, AXS (early intervention)
developments with the local community
• Devising a Learning Community plan for the delivery of ESS which strategically
deploys limited resources against a variety of demands/targets/priorities and
timescales. Some imaginative thinking required to maximise the use of limited
resources. For example, creative opportunities for match funding, and
development of projects to maximise positive outcomes for all stakeholders.
• Monitoring and evaluating service - impact evidence may include qualitative
results and again may require some creative approaches to collect and collate
this.
• Researching opportunities for additional funding to support the implementation
and development of ESS developments
• Contributing to Devon’s strategy on ESS by developing expertise on a school
focused aspect of the core offer
4. Links with other officers, Service users or Members of the Public:
• Communicating Devon, regional and national ESS developments to the LLC and
other network meetings as context, and reflect these in the local ESS action plan
to deliver full core offer by 2010
• Liaising with senior officers, schools, head teachers, agencies (Health, PCT,
Police, Social Care, Adult Community Learning) and other Children’s Trust
partners in order to adopt a co-ordinated approach necessary for successful ESS
core offer delivery and in order to regularly evaluate ongoing progress. The post
holder will need to exercise tact diplomacy and persuasive skills to achieve sign
up from stake holders to fulfil core offer delivery.
• Organise, attend and contribute to relevant meetings and professional
development activities in relation to ESS agenda as part of LLC ESS
development. Eg arrange training for practitioners, information sessions for
parents, advice sessions for school governors. These activities will highlight the
importance of ESS activities in delivering universal services and the positive
impact they make on children and families in the LLC.
5. Levels of responsibility:
• Audit existing extended services within the LLC and working with relevant

line with identified local need through a local consultation process eg. Level of
service delivery should reflect local need.
• Oversee the implementation of agreed action plan and make the necessary
organisational arrangements to enable progress, eg. Work with all schools and
services to find sustainable method of service delivery.
• Authority for provision of service would be through informed decision making at
LC level. Responsibility for provision of service would then be delegated to the
post holder.
• Costing and ensuring feasibility of projects within the agreed budget in order to
maximise effective use of resources
• Monitoring and reviewing and evaluating the effectiveness of the ESS plan in
order to measure outcomes and target resources accordingly
• Lead or participate in staff development and training opportunities eg. To raise
awareness of ESS strategy and the core offer, explore the opportunities and
different methods to implement it, and to demonstrate the impact on children and
families by achieving it.
• Advise school leaders and other Children’s Trust partners on development of
extended services provision.
• Ensuring that Health and Safety legislation is adhered to and that risk
assessments are undertaken
6. Effects of decisions:
• Schools within the LLC will be able to implement all aspects of core offer of
extended schools, this will ensure positive impact and maximum numbers of
children and families benefiting from full core offer delivery – including hard to
reach groups ie. Those from disadvantaged or vulnerable backgrounds and those
living in small rural communities.
• The post holder will initiate strategies to promote effective and co-ordinated multi
agency working practices that enable full local support services to all children and
families - – including hard to reach groups ie. Those from disadvantaged or
vulnerable backgrounds and those living in small rural communities. This practice
to become embedded in future operations thus enabling continuity of specialist
support services to all children and families.
• The post holder will consider the most effective targeting of resources and support
to deliver core offer which will increase positive outcomes and maximise impact
on all children and families in the LLC
7. Resources:
• The post holder will be responsible for safekeeping and maintenance of the admin
and IT equipment that supports carrying out their duties.
• The post holder will assist the Chair of LLC in managing the local budget for ESS
development in accordance with DCC regulations.
• Delegation for management of project funds to agreed by LC and in accordance
with LC action plan.

• The post holder will be co-ordinating a complex, high profile programme requiring
meticulous organisation and ability to respond to urgent and changing demands

from a variety of sources, e.g advising on local consultation to determine level of
ESS service need, targeting resources appropriately, responding to head teachers
queries on implementation of strategy, liaising with wider support services to
ensure a co-ordinated approach to service delivery.
• Working to deadlines eg. Supporting government targets to make every school an
extended school by 2010 (2008 50% primary and 33% secondary providing
access or signposting to services of core offer)
• The success of the post is dependant on the establishment and maintenance of
strong working relationships with parents/support staff/teaching
staff/headteachers/multi-agency practioners, statutory and voluntary. The post
holder will need to be very visible and accessible, as there is a high level of
demands from colleagues for advice and action.
• High level of service and project meetings.
• Considerable skill required in co-ordinating multi-agency groups, maintaining
relationships and avoiding/resolving inter-service 'conflicting perspectives'.
• High planning time & developing new initiates/problem solving.
• High level of project management.
• Regular consultation with parent/student user groups over a large area - this may
require very flexible working hours including some evening and /or weekend work.
• Regular thorough mapping/auditing of provisions and services.
• Monitoring and evaluating service.
