Atlanta Public Schools JOB DESCRIPTION Pos ition Title: SPECIAL ASSISTANT TO THE CHIEF STRATEGY & DEVELOPMENT OFFICER (PROJECT MANAGER) Division: STRATEGY & DEVELOPMENT OFFICE Grade: PMA9 POSITION SUMMARY Performs a broad range of duties, under the direction of the Chief Strategy and Development Officer, that support the implementation of recommendations to improve school support operations. This position will work with the Chief Strategy and Development Officer to establish and maintain a Program Management Office to assist functional managers in the planning and implementation of business process improvement and change initiatives. KEY RESPONSIBILITIES Works with the Chief Strategy and Development Officer (CSDO) to analyze recommendations cited in the Comprehensive Assessment document and to plan, execute and document a “best practice” Program Management Office (PMO) to motivate, support, guide and monitor functional units in the implementation of approved recommendations and change initiatives. Works with stakeholders and functional managers to develop, execute and monitor project plans to implement specific operational process or systems improvements. Ensures that “lessons learned” assessments are performed with project team members upon completion of all projects and that knowledge gained from these sessions is incorporated into PMO practices and project management. Contributes to the implementation of a consistent and standardized project management methodology and process for all projects under the direction of the PMO. Constantly assesses project management current practices and suggests improvements in the PMO as needed. Provides project and change management guidance and training to project leaders in functional units. Assists in the establishment of metrics against which to evaluate the progress of the PMO; monitors project activity and develops PMO status reports including input from functional project leads. Manages projects in functional units upon request by the functional head and approval by the CSDO. Acts as a problem solver/mediator for individual project issues that rise to the level of the CSDO. Performs research and advises managers in functional units of best practices in school support operations. Works with project management software and tools to document progress against the overall program timeline and individual project plans. Responds to requests for project status and information about the work of the PMO from legis lators, City Hall, the Board, Superintendent, Chief of Staff, Cabinet members, Principals, and the general public. Makes recommendations and takes actions which are highly visible and which routinely affect the activities of others. PMP certification or comparable Project Management qualification preferred. Makes project management decisions or assists functional project managers in making those decisions. Requires regular contact with internal stakeholders of importance and influence. Excellent oral and written communication skills essential. Influencing and motivating skills highly desirable. Requires some communication with external stakeholders. Impeccable grammar and effective business writing skills essential. Responsible for motivating and guiding functional leaders to accomplish PMO objectives and accountable for certain PMO results. Project and Change Management experience and expertise essential. Position requires highly developed organizational and documentation skills. Applies established technology solutions to enhance individual or small work group efficiency and effectiveness. Regularly uses project management software. Although this position will not have direct reports, it will be directly responsible for supporting personnel in every functional area to ensure their success.
