POSITION SUMMARY
Performs a broad range of duties that support the daily operation of business operations, policies and procedures as well as staffing principles, under the direction of the Chief Human Resource Officer. Provides strategic support in various areas of HR including administration, personnel polices, and procedures, recruitment, employment, retention, compensation, classification, employee relations, labor relations, and equal employment opportunity (EEO) and other related personnel issues. Manages and monitors federal and state legislation, rules, polices and regulations. The work performed by individuals in this job is confidential in nature. % OF TIME
KEY RESPONSIBILITIES
Acts as a problem solver/mediator for high level concerns that rise to the level of the Chief Human Resource Officer. Assists the Chief Human Resource Officer (CHRO) in general administrative operations to achieve the educational goals of Atlanta Public Schools, including assistance in the preparation and administration of budgets, and support for the implementation of instructional and non-instructional initiatives. Attends board and community meeting as required. Develop and maintain strong external/internal relationships within the district. Develops and monitors an annual budget that includes Human Resources Services, Office of Internal Resolution (OIR), and Employee Benefits and Risk Management. Establishes, maintains, and provides development and improvement of the Human Resource staff. Manages calendar, sets-up meetings, makes travel arrangements, and assist in the interview process. Participates in staff meetings documenting and following up on actions. Performs research and advises managers in units of best practices in school support operations. Provides project and change management oversight and guidance. Serves as a chairperson for taskforces and committees. Works with project management software and tools to document progress against the overall program timeline and individual project plan. Works with the Chief Human Resource Officer to create and revise APS policies and procedures for Board approval.* * Indicates an "essential" job function. Position Title: SPECIAL ASSISTANT TO THE CHIEF HUMAN RESOUCE OFFICER KEY JOB REQUIREMENTS
Master's degree in the field of human resource management or advance professional degree such as JD or Ph.D., Public Administration in a related field required. 7 to 10 years experience Previous experience supporting a HR executive preferred. Makes decisions and final recommendations which routinely affect the activities of others. SPHR/PHR certification preferred. SPHR/PHR certification will be required within 18 months of appointment. Project Management Professional (PMP) Certification or comparable Project Management qualification preferred. Analytical: Supervisor is available to review established broad objectives; independent judgment is required. Requires regular contact to discuss issues of high importance; occasionally requires contact with officials at higher levels. Requires regular external contact to discuss issues of moderate importance; requires continuing contacts with the public. Responsible for supervising multiple functions with full accountability for effective operation and results. Normal office situation Proficient in Excel, Microsoft Suite, Visio, PowerPoint, Outlook Must have excellent organization and time management skills; able to handle multiple concurrent activities. Excellent written and verbal communication skills, customer service, problem solving and follow-up skills. Experience in the development of presentations with PowerPoint. Must be able to work under pressure and prioritize effectively to meet deadlines.
