Caerphilly County Borough Council Directorate of the Environment Job Description Designation: Environmental Health Manager Directorate: Environment Division: Public Protection Group: Environmental Health Grade: Band D Chief Officer scale Responsibility: Head of Public Protection Location: Pontllanfraith Job Purpose: Under the general direction of the Head of Public Protection to manage the Environmental Health Group of teams, and to take strategic and operational responsibility for service delivery and performance in the context of the Divisional service plan, and structure. Key Responsibilities 1. CORPORATE • Direct responsibility for the management and day-to-day operation of services within the Environmental Health Group of four teams, (under the general direction of the Head of Service), including direct line management, of Group staff. • Lead, motivate and develop the Environmental Health Service encouraging teamwork, flexibility, good communication and effective employee development. • Assistance to the Head of Service in terms of Divisional service planning and budget management, including contributing to the development and implementation of policies and strategies. • Maintain a performance culture in the Environmental Health Group focussing on the delivery of high quality services and empowering staff by effective target setting linked to the annual Service Improvement Plan. • Contribute to effective partnership, corporate and joint working activities. • Promote equal opportunities policies as an employer and service provider. • Ensure that Health and Safety matters are fully complied with. • Under the general direction of the Head of Service implement Council Policy to achieve a high quality service within available resources and consistent with Council Strategies and Policies. 2. SERVICE SPECIFIC • Ensure that all necessary policies, procedures and plans are in place to ensure a safe and healthy environment in the Borough • Manage the administration and enforcement of all relevant legislation in respect of, environmental health matters including the signing of informations and the instigation of legal proceedings.. • Ensure staff are trained and competent to carry out their tasks and that all necessary inspections, investigations and necessary responses are undertaken and appropriate enforcement action taken. • Oversee the formulation and management of a programme of work to deal with all proactive work and enquiries and requests for service. • Ensure the supervision, examination and processing of all matters is undertaken in compliance with legislation and Council Policies. • Produce and present reports, policies and procedures for Members, Officers etc. relating to the services and functions allocated. • Work closely with the Divisional Management Team, and other colleagues to ensure services are integrated and effective at point of delivery. • Represent the Council at relevant meetings with internal and external agencies, the voluntary and business sectors etc. in the functions allocated. • Effectively manage financial and human resources relating to the Environmental Health Group. • Provide expert and up to date advice to the Members, Director and Head of Service on all matters relating to Environmental Health. • Ensure that performance monitoring systems are in place and that services are provided to agreed levels of quality and performance. • Undertake such other duties as may be required from time to time by the Council. Caerphilly County Borough Council Directorate of the Environment Person Specification Designated Post: Environmental Health Manager Qualification: Essential: • Degree level qualification in Environmental Health Desirable: • Management Qualification equivalent to DMS or NVQ Level 4 • Membership of the Chartered Institute of Environmental Health Experience: Essential: • Proven senior management experience in the Environmental Health Service • Experience of effectively managing and motivating staff involved in delivery of Public Protection Services. • Experience of working directly with elected members and the ability to work with and provide advice to Senior Members and Officers.
