JOB TITLE: DEPARTMENT: VP of Finance Office Director of Business and Financial Systems Support
1.
BASIC FUNCTION:
The Director of Business and Financial Systems Support (BFSS) consults with users, management, vendors, and technicians to assess computing needs and system requirements and coordinates the financial information system development and security program. Directs daily operations of the department, analyzing workflow, establishing priorities, developing standards and setting deadlines. Assigns and reviews the work of staff. Assumes a leadership role in evaluating the BFSS’ technology use and needs and recommends improvements, such as hardware and software upgrades. Controls operational budget and expenditures. The position ensures that sound internal controls are in place for processing all AUB financial information, with an emphasis on computer processing and that internal controls and system access controls are adequate to reduce the risk of accounting error, financial fraud, and identity theft. The BFSS ensures compliance with external data security and accounting standards and compliance with financial reporting laws and standards for securing personal financial information such as the Family Educational Rights and Privacy Act (FERPA) and SarbanesOxley. The Director of Business and Financial Systems Support (BFSS) makes sure that appropriate planning is in place for disaster/emergency response and business continuity plans for financial systems while maintaining internal controls and focusing on documentation and procedures.

DUTIES PERFORMED:

Work with internal and external auditors to evaluate AUB financial systems and processes. Propose corrective action and draft AUB response to auditors’ concerns. Implement corrections. In cooperation with the Internal Audit department, review and evaluate internal controls for all financial systems used by the AUB. Through a combination of system level access control, permission control and procedures, provide documentation that demonstrates adequacy of internal controls to the functions reporting to the Vice President for Finance. permissions and controls to safeguard financial data in conjunction with Computing and Networking Services (CNS), Academic Computing Center, AUBMC Computing and Networking Services, departmental data stewards, and the AUB’s Internal Audit department. Recommend changes to configuration of system set-up and security levels. Where internal controls are not adequate, work with the Internal Audit department to recommend compensating controls. c. Review and evaluate proposed computerized financial systems for adequate security and access management and adherence to compliance standards. Where system security levels are not adequate, recommend compensating controls. Work with CNS in the implementation of new financial systems, upgrades and changes to financial systems, storage of data, transmission of data, and disaster recovery planning. Assist CNS in setting AUB standards for the protection of financial data, both for existing systems and proposed new systems. Work with CNS and Internal Audit to develop information security policies and procedures that address the internal control elements of safeguarding financial data. Assist campus and hospital areas in establishing and monitoring proper security levels and controls. Maintain system security for central finance departments and for departments with insufficient staff levels to separate this function. Provide training in techniques for safeguarding financial data to departments that maintain financial data systems/sub-systems. Design reports to assist managers in monitoring the security and access for their systems. Periodically review those reports and check managers systems monitoring practices. Consult with Internal Control Officer as needed. With CNS, coordinate the design, testing, and implementation of disaster recovery plans and business continuity plans for central financial systems. Assist all campus and hospital departments using financial data systems to identify key internal controls needed in the event of a disaster, coordinating with CNS personnel. Document internal control procedures for all AUB financial systems disaster recovery plans.

Design reports to assist managers with performance measurement. Make managers aware of necessary changes to the reports. Monitor and approve financial systems table changes and programming requests. Supervise the construction of web sites created for Finance units to assure functionality and uniformity within the division. System Responsibilities: Financial systems include any system that generates financial transactions which flow to the AUB's accounting system or are used for statistical reporting. These transactions may include electronic funds transfers, credit cards, invoices, payments, cash receipts, financial aid payments, payroll, and journal vouchers. i. Financial systems include all electronic systems producing financial transactions, such as: ii. Banner Student, Accounts Receivable, and Development iii. Oracle Financials (A/R, A/P, Purchasing, Receiving, Inventory) iv. Student financial aid and loan processing v. AUBMC billing, costing, inventory and other departmental applications vi. WORK CONTACTS:
Periodic contacts with the President and members of the Board of Trustees during budget preparation, presentation and discussions. Regular contacts with Vice Presidents, Deans, and other administrators during budget preparation

INDEPENDENCE OF OPERATION:

MINIMUM REQUIREMENTS:

Bachelor’s degree, including extensive coursework in Accounting, Computer Science or related fields. Ten years experience in accounting, including experience in analyzing internal controls and security for complex accounting and financial computer systems. Demonstrated professional competence in computer systems. Must have experience in applying systems analysis techniques, evaluating system specifications, documenting programs, and flowcharting. Demonstrated ability to lead and manage staff. Demonstrated ability to manage budgets. Demonstrated ability to effectively interact with personnel at all levels as well as with internal and external organizations.
