Position Description RMSA Program Coordinator/ Claims Manager Position: RMSA Program Coordinator/ Claims Manager Last Revised: 04 06 07 Reports to: Assistant Director for Insurance Services Position Type: Exempt The Association of Washington Cities (AWC) is a private, non-profit organization, which provides a wide array of legislative and technical support to all cities and towns in the state of Washington. One service provided by the AWC is the Risk Management Service Agency (RMSA). AWC is currently recruiting for a position of RMSA Program Coordinator/Claims Manager. General Description The Association of Washington Cities (AWC) is private non-profit corporation that represents the varied interests of all 281 cities and towns across Washington State. A division of AWC is that of Insurance Services managed by the Assistant Director for Insurance Services under the direction of the AWC Executive Director. AWC Insurance Services operates a number of programs including a property/liability pool, employee benefits trust, drug & alcohol testing consortium, wellness program, and workers' compensation retrospective rating program. Individual program management is accomplished via a program coordinator managing program staff. AWC RMSA is a highly successful insurance pool formed under RCW. Comprehensive coverages are provided for automobile, police, and general liability, public officials liability, airport liability, property, crime, marinas, and boiler & machinery. The program is structured with a significant SIR followed by various layers of reinsurance. All reinsurers are rated A or better by AM Best. The program coordinator manages a team of three professionals composed of a risk manager and two insurance analysts. Litigation management is a large part of the job as claims manager. Management and supervision of contract consultants as well as the program's excess liability/property insurance brokers is also required. 3/13/09 Page 1 of 4 Program services provided in house by staff include: claims management/adjusting, risk management and loss control services, information services, claims payment, workshops and training. Employment Requirements Minimum Qualifications: Seven years liability claims adjusting experience required, with at least three years of litigation and defense counsel oversight. AIC, CPCU or other IIA designations encouraged. Experience with coverage analysis, reservation of rights, and other general coverage related capabilities are desired. Ability to use Word, Excel, and PowerPoint. Desirable Qualifications: Experience adjusting and managing claims specific to governmental entities including but not limited to: * Police liability - excessive force - negligence - violation of civil rights - abuse of authority - pursuit * Land use * Recreational immunity * Claims associated with public officials * Trip/slip & fall Working Conditions The typical work week is 8:00 AM to 5:00 PM Monday through Friday. The position is classified as exempt, requiring additional working hours as needed. The work site is at the Association of Washington Cities office located at 1076 Franklin St SE, Olympia, WA. Local and statewide travel is occasionally required but normally would not exceed 10% of total work hours. A company vehicle is provided for required travel. Job Duties and Responsibilities Supervise and manage cases in litigation through frequent contact with RMSA assigned defense counsel. Maintain proper claim reserves in Riskmaster claims software. Assign outside investigation as needed with various independent adjusters and appraisers and supervise not only the assignment, but also the product. Supervise claims handled in-house and review each file being closed to identify handling and any potential for subrogation. 3/13/09 Page 2 of 4 Put reinsurers on notice of large losses in accordance with their notice requirements. Supervise risk manager and insurance analysts in program. Perform employee evaluations at least annually, or as needed. Attend city council meetings and city staff meetings as directed. Determine agenda for committee/board meetings as required by the Bylaws of the RMSA. Write or assign topics to others for those meetings. Prepare the RMSA annual budget, to include budget narrative. Assist others in preparation of annual report. Identify claims exposure areas for the risk manager to address with members. Prepare occasional articles for the RMSA newsletter, "Managing Your Risk." Review member contracts related to indemnification and insurance wording as needed. Attend city council meetings on occasion to discuss claims or distribute equity disbursements. Work with RMSA general counsel on coverage issues or coverage clarification or enhancements. Work with insurance broker on the placement of all coverage provided to RMSA members. Other Duties As assigned by the Assistant Director for Insurance Services. Knowledge, Skills, and Abilities Washington State Driver's License required. Ability to establish and maintain productive, respectful, and harmonious professional working relationship with a cross-section of elected officials, executive city staff representatives, various brokers, attorneys, and consultants. Support as well as lead a group of highly dedicated professionals who seek to provide cities and towns with outstanding service and products. Ability to move claims to closure in manner that protects the rights of the insured while benefiting all members of the program.
