  Institutional Framework and environmental legislation

    There are two ministries at entities level Ministry of Tourism and
    Environment of Federation of BiH, and Ministry of Physical
    Planning, Civil Engineering and Ecology of RS and District Brčko
    responsible for the environmental protection issue
    Following set of environmental laws at enitities level are adopted:
           1. The Law on Environmental Protection
           2. The law on Air Protection
           3. The Water Law
           4. The Law on Waste Management
           5. The Law on Nature Protection and
           6. The Law on the Environmental Fund

Based on the Public Administration survey findings an indicator for
environmental administrators per 100.000 inhabitants has been calculated
to be 0.08.

The comparison shows that the Germany, Finland and Switzerland
respectively have in comparison with the corresponding BiH
administration:

       - at the state level 25-200 time more staff,
       - at the entity level about 12 times more staff,
       - at cantonal level around 8-18 times more staff.

    The vision for the future of a environmental protection and sustainable
    development in BIH :
1. Improved environmental protection levels throughout the territory of BiH;
 2. Environment sector administrations integrated at all levels and well
    coordinated in terms of policy, legislation and implementation;
 3. Key environment legislation harmonised with EU legislation and EU
    standards; successful preparation of negotiations for EU accession in the
    environmental sector.
 4. Comprehensive policy on sector financing, economic incentives and market
    mechanism for the protection of natural and water resources adopted and
    implemented;
 5. Mechanisms for ensuring sustainable development through integration of
    environmental concerns into other sectors in place;
 6. Institutional capacities for environmentally sustainable development fully
    available at State, Entity, Canton and Municipality levels.
These objectives should guide the sector into the Reform of Environmental sector.
