2007 Legislative Session #5

Sisters and Brothers,
We have one month under our belt and the action on Capitol Hill is at a mighty pace. The mood at times
has a different feel but the old whiff of arrogance floats by often in the House and every now and then in the
Senate. This is a process that is ever tireless, the issues move on the whim of the leadership. Your persistence in
contacting our legislators on our issues is leading the pace and has kept our issues in play. Often we don’t see
the fruits of our labor until the bitter end. It is imperative we pump up the volume of calls, letters, faxes, emails
to the leadership in both the House and Senate to Committee Chair’s and Committee Members and to all your
local legislators. Your actions keep hope alive and frankly keep me going. Prospects are moving in our favor,
no slacking allowed. Spur on your members participation as only you can. Remember:
ONE PERSON CAN MAKE THE DIFFERENCE. Keep on keeping on!
In Unity, Gail Marie Perry, Chairman CWA COUNCIL OF FLORIDA PO BOX 1766 Pompano Bch. Fla. 33061 TEL./CELL 954 850 4055

Jessica Lunsford glitch bills!
Support SB 988 / HB 7103
Honorable Senator / Representative,
Thank you for your tireless effort for the betterment of the working families of Florida. I am compelled
to write to you for your attention regarding an unintended circumstance taking place.
We, as citizens, as parents, as adults, agree with the premise of the Jessica Lunsford Act: sexual predators must
be kept away from our children. Why then does the Act accuse people who have had nothing at all to do with
harming children? Why are there different rules in different areas of the state regarding the Act? Why is the
State of Florida standing back and allowing injustice, and double jeopardy to cause hardship and job loss for
thousands of working middle class men, woman, and families in Florida? It is an outrage that the State of
Florida has failed for two years to fix the rule of law to the intent of the Act. Liberty and Justice are at stake for
those who have fallen into the cracks of bureaucracy without proper redress. Support the correction of the
Jessica Lunsford Act? Please! SUPPORT Senate Bill 988 / House Bill 7103.
( Pick out one or two points within the paragraph add a few words of your own, or the plight of a coworker.
Always thank the legislator for they do. Sending a letter, faxing or calling is preferable to an email, but any and
all will do.)

Cable Television Franchises
While competition is thriving in voice and data services, cable companies continue to monopolize the
video market. As a result, cable prices have skyrocketed at three times the rate of inflation. Telephone
companies are now investing billions of dollars to build-out their fiber networks to provide video. These new
competitors in the video marketplace have the potential to constrain video price escalation and should be
encouraged. Additionally, policymakers must close the current loophole in the program carriage rules that allow
cable companies to deny program access to other carriers if the programming is distributed through fiber instead
of over the air.
Legislation to facilitate video entry by new competitors must include the following requirements:
# 1 All video providers should abide by anti-red-lining provisions, and commit to reasonable,
phased-in build-out throughout their service area footprint.
If the bill does not have this #1 issue of phase in to build out: then the low income and rural areas of Florida will
be left in a digital dived. Citizens left without technology because industry will look to expand their business to
the most profitable areas. Pockets of Florida will be denied access to the broadband in the information age.
#2 All video providers should be subject to consumer protections and service standards;;
#3 All video providers should provide Public, Education, and Government (PEG) channels;
#4 All video providers should pay an equivalent franchise fee to municipalities:
#5 Municipalities should retain jurisdiction over right-of-way
