1. Introduction and background:
CNTPP is a Public Establishment with Industrial and commercial character (E.P.I.C),
put under the supervision of the ministry of the Town and country planning of
environment and Tourism, creates by executive decree n°02 - 262 of August
17th, 2002.
CNTPP has the bet as mission at level environmental of the industrial firms across:
- Introduction, promotion and popularization of the concept of clean
technologies;
- The realization of studies to upgrade the environmental level of industrial
firms
- Identification, formulation and popularization of the projects of investments in
the field of clean technologies;
- Support to enterprises for continious improvement through the
implementation of international norms such as ISO 14001 (Environmental
Management System)
- The valuation of the environmental debit of the industrial area.
- The development of international collaboration in the field of technologies of
cleaner production.
- NCCTP is part of the network of the National Focal Points of the Centre of Regional
Activity for Clean Production (CAR/PP), installed in Barcelona (Spain).
- Algeria is also focal point of the Stockholm Convention witch is represented by the
Ministry of the Town and country planning of environment and Tourism
- Algeria is also part of the regional centre of the Basel Convention in Egypt
- And about the Pop’s the inventories of all categories of Pop’s and the polluted sites
were accomplished. Also, valuations of needs in strengthening of the national
capacities in this domain as well as strategy to fill up these lacunas were worked out.
2- Goals and Objectives
Goals:
- Put the Stockholm Convention into practice.
- eliminate fast the danger linked to exhibition in the supplies of pesticides and PCB.
- Circumscribe the sources of unintentional emissions of Pop’s in order to reduce
them by having recourse to Best Available techniques and Best Available Practices.
Objectives:
- Strengthening of institutions for a better effectiveness of the existent dispositions.
- Elimination of substances inscribed to the annex A, fatherland II: PCB.
- Assess the actual situation of substances inscribed in the annex A, left I: Pesticides.
- Elimination of substances inscribed to the annex C, not calculated rejections
Dioxins and Furans.
- Sensitization, information and education of the population on POP.
- Use of the best available techniques and in the best environmental practices.
- Training of technicians specialized for the laboratories of analysis of POP.
3- Constraints and Resources :
Contraints :
- Absence of regulation specific to electrical equipment containers more than
0,005% of PCB
- Absence of laboratories and technicians specialized in the sampling
procedures and of analyses of the POP one.
- Lack of use of the BAT and BEP in the industrial practices.
- Lack of sensitizing to the risks generated by the POP ones
- In the field of development and strengthening research capacity, at the
national, sub-regional and regional levels there is :
Absence of development and introduction of alternatives to persistent
organic pollutants with special emphasis on reducing the need for specific
exemptions.
Absence of training of technical personnel.
- Absence of development and establishment of laboratory capacity, including
the promotion of standard sampling and analysis procedures for validation of
inventories.

4.Strategy and activities:
Proposal for new legislative measures and lawful concerning dioxins and
furans as well as the PCB.
Up date the inventory to evaluate the current situation of the use of the no-
POP pesticides including at informal level with the aim for their elimination.
Elimination of the equipment containing PCB.
Improvement of the management of wastes by the installation of Stocking
Centres of wastes.
To stimulate the consumption of the LPG and the gasoline without Pb, and
control of the state of vehicles.
To refine the identification and the characterization of the sources of Dioxins
and Furan: cartography of the sources.
Installation of a regulation concerning the Furans and Dioxins emissions.
Surround the problems of forest fires.
Inventory of all the potential sites in order to chart them.
Determination of volumes of contaminated grounds.
Analyzes, depollution and monitoring of polluted soil
Popularization of the BAT (Better Available Techniques) and BEP Better
Environmental Practices) and incentive of the industrial operators to use them.
Installation of specialized laboratories in the sampling procedures and of
analysis of POP and formation of technicians specialized in these analysis.
