                                                       Dated :-03-09-2009

The highlight of this fortnight has been the creation of 29 New
Police Stations. In the year 1991 there were 100 police stations in Delhi.
15 Police Stations were sanctioned in the year 1998 and one police
station New Usman Pur was created from internal resources raising the
number of police stations to 116.

In less than one year from October 2008 to September 2009, the
Government of India accorded the sanction of 2 Districts, 12 Sub-
Divisions and 40 Police Stations. Out of these, 2 Districts, 4 Sub-
Divisions and 17 Police Stations were created in the year 2008 and 8
Sub-Divisions 22 Police Stations are being added in 2009 increasing the
number of Police Stations from 116 in September 2008 to 155 in
September 2009.

Boundaries of some of the Police Stations have been re-organized
in order to ensure that Police Services are significantly improved in
areas where the incidence of crime has been analysed to be high. Out
of these 29 new Police Stations, 24 are outside the Ring Road. The
district-wise break-up of the new Police Stations will be:

In Southern Range, the South District, with the addition of 3 New
Police Stations, will now have 15 Police Stations. South-East District
will have 2 additional New Police Stations, making the number to 17.
With 2 additional New Police Stations, South-West District will have 13
Police Stations, and West District will now have 16 Police Stations with 2
newly added. In Northern Range, with 4 additional New Police Stations,
North-West District will have 14 Police Stations, with 3 additional New
Police Stations, Outer District will have 15 Police Stations, and with 1
additional New Police Station, Central District will have 15. In New Delhi
Range, with 2 additional New Police Stations, East District will have 15
Police Stations and with 3 additional New Police Stations, North-East
District will also have 15 Police Stations.

This particularly takes care of the policing requirements of the
newly come up residential colonies like Dwarka, Rohini etc. where the
police-public ratio was quite low. The creation of 2 new Districts, 12 new
Sub-Divisions and 40 new Police Stations will amount to a paradigm
shift in the policing of the National Capital and significantly contribute
towards control over the crime situation. This will help in better policing
in Delhi and service to the people in the form of:-

   - Small beat size that will substantially reduce response time
   - Balanced distribution of crime
   - Simplification of Police-Public ratio
   - Better Police-Public interface
   - Better handling of complainants
   - Improvement in public satisfaction, perception of police presence,
and feelings of safety and security
   - Effective preventive measures and Crime Control
   - Effective surveillance on criminals and anti-social elements
   - Better criminal intelligence
   - Improvement in detection rate
   - Improvement in quality of investigation
   - Better pairvi and follow-up of cases in courts of law.

Besides this, of course, Delhi Police has 14 non-jurisdictional and
specialized Police Stations at Railway Stations, Metro, IGI Airport, Crime
Branch, EOW, CAW and Spl. Cell.

Kidnapping for Ransom

On 01.09.09, the West District has solved a Kidnapping for ransom
case of a boy Deepanshu aged 11 years by arresting two accused
persons Navdeep and Sandeep. A ransom of Rs.3 Lakhs had been
demanded in this case, and after painstaking efforts, the victim was
rescued from Jhajjar, Haryana. Accused Navdeep belongs to the native
place of the victim’s father, and was known to the victim’s family earlier.

In this fortnight, in two other kidnappings of ransom of PS Naib
Sarai and PS Sarita Vihar also, the victims were rescued safely and the
accused persons arrested due to prompt and meticulous investigations
by the Police. In these two cases also, the accused were previously
known to the victims’ family.
Overall, the record of Delhi Police in solving Kidnapping for
Ransom has been outstanding. Out of 24 cases reported during the
year, accused have already been arrested in 17 cases and another 5
cases are being cancelled. An analysis of these cases has shown that
there is no criminal gang involved, and in all the cases, the accused was
previously known to the victim. In 4 cases, the accused were relatives, 6
cases were committed by neighbours and employees/ex-employees
while in the remaining 7 cases, the accused were friends/other known
persons.
Robberies and Snatchings

Both prevention and detection of robberies and snatchings have
been our prime focus. Several gangs have been busted during the last
fortnight:-

On 15.8.09, the Crime Branch nabbed an Interstate gang of
robbers. More than a dozen cases of robbery from godowns and moving
trucks in Delhi solved.

of notorious Sonu-Monu Sansi gang of robbers/snatchers. Two cases of

Vihar, Delhi, were solved.
On 23.8.09, the Crime Branch busted an Interstate gang of

snatching and theft related to cash withdrawn from bank solved, and the
same day, the North-East District also solved the Robbery case of PS

meat trader Mohd. Arif near VIjya Bank, Patperganj were arrested.
Robbed cash Rs.15.05 Lakhs, one English pistol, one country-made
pistol, 8 live cartridges (6 of .32 bore and 2 of .315 bore) and one

Bangladeshi Dacoits. This gang was found involved in several cases of
dacoity/robbery in Delhi and NCR.

snatchers and more than 20 cases of snatchings have been solved, and
the next day, the Crime Branch also arrested two desperate robbers
Mukesh and Sikander. Nine cases of robbery, snatching and other
criminal cases were solved.

As far as prevention is concerned, taking note of the fact that a
number of robberies and snatchings are taking place targeting people
coming out after bank transactions, a meeting with the
officers/representative of various banks was held at Police Headquarters
by Joint CP/Crime. The focus of the meeting was to sensitize the bank
officials regarding safety of Banks and Customers. They were
requested to ensure installation of CCTVs, and Alarm Systems and
deploy armed security guards in all branches. Bank authorities were
also requested to switch over to side arms/hand guns for better
operational maneuverability. Posters and periodic announcements about
DO’s and DON’Ts for the customers were also suggested.

On the prevention front, the focus on beat policing and verification
of ownership of motorcycles are being continued, and the newly created
police stations will, of course, be a major boost.

INTERROGATION

During interrogation, the arrested persons have revealed some startling facts
about a conspiracy hatched by Satyawan @ Sonu to eliminate one Bhupinder @
Monu. Bhupinder is a prime witness in a case of PS Punjabi Bagh registered vide
FIR No. 881/06 u/s 302/307/34 IPC r/w 25/27 Arms Act. The accused Satyawan @
Sonu is a wanted criminal of Delhi Police and a cash reward of Rs. 1 lakh has been

his associates Sanjay Mundka and others had opened fire on Bhupinder @ Monu

on the spot while Bhupinder @ Monu and his other friends managed to save their
lives. Now, Satyawan had hired these 2 arrested persons for Rs. 5 Lakhs to commit
the murder of Bhupinder @ Monu.

Satyawan @ Sonu and Bhupinder @ Monu hail from the same village and
were initially good friends and were also co-accused in a number of criminal cases.
Bhupinder @ Monu developed a friendship with a cousin of Satyawan @ Sonu and
wanted to marry her. When Satyawan @ Sonu came to know about this, he
threatened Bhupinder @ Monu to leave his cousin sister alone or to be ready to face
the consequences. But Bhupinder ignored this warning. Enraged by this, Satyawan
@ Sonu decided to eliminate him. On 09.10.2006, Monu alongwith his fiancé and
other friends was going a car in the Punjabi Bagh area. Sonu and his associates
chased and intercepted them and opened fire on them. In this incident, one Brahm
Singh, who was driving the car, died on the spot and Monu and his fiancé sustained
bullet injuries.

Later, Satyawan @ Sonu was arrested by Delhi Police but he managed to get
parole from Delhi High Court in early 2009 and promptly jumped parole. In June
2009, he murdered Bhupinder’s brother in the Najafgarh area.

Next on target was Bhupinder, for which he hired these accused persons for
Rs. 5 lakhs through one Sandeep @ Kala R/o Village Jatheri, Distt. Sonepat. He
wanted to hire sharp shooters who were not known to Bhupender @ Monu. He had
already paid Rs. 2 lakhs to the accused persons as advance. Satyawan had also
promised them that he would provide them with an AK-47 if they succeeded in
eliminating Monu. The arrested duo were in need of an AK-47 to kill their rival gang
members in the Rohtak Court premises during trial.

gang. In the year 2007, Sombir and Anil were arrested in a dacoity case of PS
