									                SECONDMENT OF EMPLOYEES TO

ACCESS PRE REGISTRATION NURSE/MIDWIFERY TRAINING

1.    INTRODUCTION

1.1   This procedure reinforces the importance the Trust attaches to
      initiatives concerned with widening access to nurse training as an
      element of the overall recruitment and retention strategy.

1.2   The procedure sets out the process for staff to access this opportunity,
      and action required by managers.

2.    PROCESS

2.1   The Trust will support up to 20 secondment places per year. These
      will be open to all staff employed within the United Lincolnshire
      Hospitals NHS Trust.

2.2   To be seconded the following criteria must be met and satisfied:

      a) A minimum of 12 months service with the Trust.

      b) An appraisal and personal development plan will be available to
         demonstrate a planned discussion has taken place regarding nurse
         training.

      c) A place must have been offered on a pre registration programme
         within the “area” covered by the East Midlands Healthcare
         Workforce Deanery (EMHWD).

      d) Each student will be required to have identified a mentor allocated
         by a Head of Nursing or Midwifery.

      e) The appropriate application form must be completed (Appendix C)
         and a satisfactory reference from the line manager attached.

      In the event that nominations exceed the number of available places,
      the Head of Nursing and Midwifery will undertake a selection process
      (Appendix A).
3.    TERMS AND CONDITIONS

3.1   During the period of secondment, students would remain employees of
      the Trust. In the event of unsuccessful completion of the programme a
      post with terms and conditions no less favourable to those of their
      substantive post will be found. This will not necessarily be the same
      post or in the same department.

3.2   During the period of secondment, the seconding manager will have
      overall managerial responsibility for the student including absence
      management.

3.3   Secondees will be paid a salary equivalent to their current salary up to
      a maximum of point 5 of Band 2 for the duration of the secondment
      and will receive any improvements made to the scale throughout the
      period of secondment.

3.4   Both parties will sign up to a secondment agreement (Appendix F).

3.5   Travel expenses incurred whilst on clinical placement will be
      reimbursed by the Trust at public transport rate.

      Travel costs between home and the provider University will not be
      reimbursed.

4.    FINANCE

4.1   The EMHWD will confirm annually the amount they will fund of the
      secondment salary, the remaining balance and any additional
      expenses will be funded from individual department budgets
      authorised by the seconding manager.

4.2   The Trust will reclaim from the University authorised travelling
      expenses on a quarterly basis.

                   PRE-REGISTRATION NURSE/MIDWIFERY TRAINING

 Advert place internally pan trust (See Appendix B) on Intranet/Internal Notice boards/United
 Hospitals News and in Team Brief twice yearly (March and September). Twenty places per
                                    year in the first instance.


   Employee completes section A and section B of the Application form (Appendix C) and
    discusses their application with their manager who will then complete section C. The
      application form is then returned to the recruiting Human Resources Department.


   Selection panel sits within two weeks of the closing date. Panel to be made up of Head of
    Nursing and/or Head of Midwifery or nominated deputies from recruiting site. Number of
   places available for each intake will be confirmed by Learning Beyond Registration (LBR)
    Manager. Venue and date of selection meeting to be arranged by Human Resources in
liaison with panel members. Panel members will assess applications and complete section D
   of the Application form and the Proforma for secondment to Pre-Registration Nursing and
       Midwifery Training (Appendix D). Interviews may have to be arranged if number of
     applications exceed number of places available and candidates meet selection criteria.
                    Completed forms are then returned to Human Resources.


    Human Resources will then forward Appendix D to LBR Manager, who will inform the
University representative of secondments, enter secondees onto salary replacement template
    and forward a copy of the template to East Midlands Healthcare Workforce Deanery
               (EMHWD) and Finance Department, ULHT, for reimbursement.


The LBR Manager will update Spreadsheet (Appendix E) showing successful applicants and
secondment start date and expected completion date. The spreadsheet is distributed to
Heads of Nursing/Midwifery, Matrons and Recruitment Manager.

     Human Resources advise relevant department manager/sisters on the outcome of
                   confederation decision/selection panel decision.

If the secondee returns to the Trust at the end of the secondment training, then the manager
needs to do a EF2 to reflect new department, role and hours. If the secondee does not return
to the Trust, the manager needs to complete an EF3 terminating the contract.

undertake the three year pre-registration nurse/midwifery education
programme with a view to returning to employment within the Trust as a
registered nurse or midwife.

During the period of the secondment the successful applicant will continue to
receive their normal basic salary up to a limit of ………..per annum. (5th point

Applicants will need to ensure that they meet the entry requirements of the
Nursing and Midwifery Admissions Service and to have gained a place at
University (Nottingham, Derby, Hull or Sheffield) to study for the Diploma in
Nursing or Midwifery. You must demonstrate your commitment in pursuing
nursing or midwifery as a career. You will have worked in the Trust for a
minimum of twelve months at the commencement of the secondment. We
will also seek assurances that successful candidates intend to return to the
Trust upon completion of the programme as a registered nurse/midwife.

TRAINING

It is a condition of this contract that you achieve a satisfactory standard throughout the period
of training. Failure to do so will be a consideration for termination of this contract in
accordance with the agreed Trust procedures.

On successful completion of training, you will be required to work for the Trust for a minimum
of 2 years. If you fail to complete 2 years service with the Trust, post-qualification, you will be
required to repay the whole or a part of the secondment costs, in proportion to the number of
completed months.

Remuneration will be determined by the Trust and secondment will be at the basic rate of pay
applicable to the post held immediately prior to the secondment up to maximum salary equal
to point 5 of Band 2 and exclusive of any enhancements.

SICKNESS ABSENCE

Payment for periods of absence due to sickness will be made in accordance with the Trust
Sickness Absence Terms and Conditions, provided that arrangements for notification and
certification are adhered to (you will be required to notify your seconding manager of all
absences). In the event of long-term sickness absence, this will be dealt with under the
Managing Attendance policy of the Trust. The effect of long-term absence on the period of
training will be a consideration for termination of this contract in accordance with agreed
procedures.


NHS PENSION SCHEME

The post is subject to the NHS Pension Scheme and your remuneration will be subject to
deduction of contributions in accordance with the Scheme, unless you elect to opt out. You
will be ‘contracted out’ of the State Pension Scheme (SERPS) under the provision of the
Social Security Pensions Act 1975.


MEDICAL EXAMINATION

The appointment is subject to the Trust being and remaining satisfied that you are fit to
perform the duties for which you are employed. It is a condition of the appointment that you
will submit at any reasonable time to a medical examination and such associated tests and
examination as deemed necessary to be undertaken by a Medical Practitioner nominated by
the Trust.
CONFIDENTIALITY

The Trust stresses the importance it attaches to confidentiality and no information obtained
during the course of employment relating to patients, staff or the Trust should be divulged to
unauthorised persons or agencies without the consent of the Trust. Any unauthorised
disclosure of confidential information may lead to disciplinary action being taken against the
employee or dismissal.


GENERAL INFORMATION

The Trust terms and conditions of service and policies and procedures will be applicable to
you for the period of this contract and may be obtained from the Human Resources
Department.


TERMINATION

Early termination of this contract by the Trust will not put the Trust under any obligation to offer
alternative employment in any capacity.
