Why You Should Attend?
Effective leadership is one of the key drivers for meeting the challenges of good governance in democratic societies. This programme focuses
on participants’ professional needs and challenges with regard to this crucial determinant of their performance in delivering good governance
to citizens. The course offers the opportunity for developing competencies for steering structural changes taking place in public services and
thus creating a mind-set of citizen-centric governance leading to transparency, accountability and responsiveness in carrying out the functions
of government.

Contents
In an age of rapid changes ensued by processes of globalization, the nation-states across the world are under constant pressure to fulfill
citizens’ expectations. The challenge is to reinvent the government procedures so that delivery of public services is improved across the
activity areas where government intervention is necessary. The citizen-centric governance and quality in public service are the new buzz
words across traditional bureaucracies. The poly-centric vision of the state is bringing about structural transformation which needs the
development of new competencies in government officials, public managers, and executives of public sector undertakings.

1.	 To	sensitize	the	participants	about	the	imperative	of	change	management	in	public	organizations;
2.	 To	familiarize	them	with	the	dynamics	of	leadership	in	public	service;
3.	 To	provide	conceptual	knowledge	of	leadership	models	in	public	organizations;
4.	 To	develop	skills	for	effective	and	transformational	leadership;	and
5. To improve an understanding of the role of leadership in promoting good governance.

Methodology
The pedagogy would include lectures, case discussions, and structured exercises besides experience sharing with eminent leaders and
public officials from the government, industry and civil society. The learning methodology would also include outbound experience involving
simulation games.

The programme is intended for senior level officials and managers in government departments, agencies, PSUs, pubic R&D organizations,
and, non-profit organizations.

Venue & Duration
The program is scheduled during January 28 – 30, 2010 on residential basis at MDI Campus, Secor-17, Gurgaon. Accommodation for
participants would be available at MDI Campus from the noon of January 27, 2010 to the noon of January 31, 2010.
Registration & Fee
Participants should be nominated by their organizations. The enclosed nomination form should be completed and returned with all the details.
The fee for the program is Rs.27,500 (Rupees Twenty Seven Thousand Five Hundred Only) per participant which includes professional fee
& all charges for lodging and board and supply of course material. Payment should be made by a crossed demand draft/cheque in favour
of “Management Development Institute, Gurgaon (Haryana)”, and sent to the Chief Administrative Officer (Programmes), Management

Last Date
The last date for receipt of nominations is January 21, 2010 and the last date for withdrawal of nominations is January 23, 2010. Any
withdrawal received after this date will be subject to deduction as per the Institute’s rules. However, substitution may be permitted.

  Dr. A.K. Rath                     Dr. Arun Kumar Rath joined the Indian Administrative Service in 1973 after a brilliant academic career.

                                    government and the corporate organizations. As the Joint Secretary, Department of Public Enterprises,
                                    Government of India, he initiated number of public sector reforms including induction of Independent
                                    Directors in the board of central PSUs. During his tenure as Additional Secretary and Financial Adviser
                                    in	 the	 Ministry	 of	 Steel,	 he	 served	 as	 Director	 in	 SAIL,	 RINL,	 NMDC,	 KIOCL	 and	 MECON.	 He	 has	
                                    contributed to improvement of corporate governance, social responsibility and strategic management
                                    of	the	public	sector	steel	companies.	As	the	Secretary,	School	Education	and	Literacy,	Ministry	of	
                                    Human Resource Development, Government of India, Dr. Rath played key role towards achievement
                                    of India’s goal of Education for All. He was the architect of the landmark Right of Children to Free and
                                    Compulsory Education Bill, 2008.
                                    Dr. Rath is currently Professor and Chair of the Public Policy and Management programme at
                                    MDI Gurgaon. His areas of interest are Public Policy, Corporate Governance and Public Enterprise
                                    Management.
